Ordinance No. 3471

TAPE #179 U-HAUL SPECIAL USE PERMIT
(B) 650 Clerk stated the hearing had been posted, advertised and letters of notification
mailed as required by law. She read letter from Ronald Belec, President of U-Haul
Co., dated Jan. 17, 1980, which appealed the condition not allowing access from
Kitsap Way. She then read Planning Commission Resolution No. 554 recommending
approval of Special Use Permit with conditions.
Ken Attebery, Planning Director, stated the issue that is before Council today
is an appeal of Condition No. 5, allowing no access from Kitsap Way. He stated
the Engineering Dept. recommended that there be no access from Kitsap Way; that
the applicant wants access on Kitsap Way at a mid-point on the property. He
stated this would be for ingress only; that egress would be on Wycoff Ave.
Jim Root, City Engineer, stated a full signal light is scheduled to be installed
at Wycoff and Kitsap Way; the driveway is located 48 ft. east of the intersection
on Wycoff. He stated the driveway would have to be increased to 45 ft. for ingress
and 50 ft. for egress; that it is only 32 ft. in width at this time. He stated
further that the alley is available for use and he can see no reason why they
canno~ put a 50 ft. entrance on the alley, which would put them 130 ft. from the
intersection. He stated there will be a positive interference at the traffic
light if the driveway is allowed to be used for either ingress or egress on Kitsap
Way. He discussed traffic counts and accidents and stated he still recommends
no driveway or entrance on Kitsap Way.

PROPONENT:
Ron Belec, President of U-Haul Co. of Seattle, stated their production engineers
have indicated there is a need for an entrance on Kitsap Way. He stated internal
flow on their property will not work without access from this side; that this
project is feasible with a driveway on Kitsap Way, but it may not be feasible
without it. He stated their trucks only need 30 ft. to make a turn into a drive-
way and the driveway will be used for ingress only; that they control egress and
they will not allow anyone to make a departure on Kitsap Way. He stated they
want to serve the citizens of Bremerton with a first-class facility.
Discussion was held regarding expanding the alley and i~ was the consensus of
the Council that this would be adequate. Mr. Root concurred as long as the
driveway was moved back from the intersection of Wycoff and Kitsap Way. He
suggested that the alley be expanded by 38 ft., giving a total of 50 ft.
Motion by Mayor Jarstad and Commissioner Stewart to approve Special Use Permit
with the following conditions: (1) The site shall be developed essentially
the same as shown on the Thomas Consulting Engineers Inc. site plan dated 12/11/79
except as need be modified to meet the following conditions; (2) The building
shall be located at least 20 ft. north of the inside curb on Kitsap Way to allow
safe sight distance for vehicular movement at the Kitsap Way/Wycoff intersection;
(3) If, even with condition #2 the "dock" on the south side of the building is
at such a height that it too interferes with the line of sight to the east, the
structure shall be modified so the "dock" will not obstruct safe sight distance.
Adequacy of sight distance shall be approved by the City Engineer; (4) An on-
site water detention system as required by the City Engineer shall be provided;
(5) That access to the site from the south shall be limited to ingress from
Kitsap Way at the alley. The alley shall be expanded by the use of 38 ft. of
the proposed site as approved by the City Engineer. All access plans and curb
cuts shall be approved by the City Engineer. Access to the alley east of the
site shall be very limited and only as approved by the City Engineer; (6) The
line of sight along Kitsap Way shall be kept clear of display trucks and trailers.
Motion carried unanimously.

required by law. She explained that K.C. Enterprises has requested deletion of
/conditions 5 & 8 of Ordinance No. 3471 (No. 5 - That the applicant will install
'a street light; and No. 8 - That the applicant install wet stand pipes in a glass
case in the outside hallway on levels one and two.). She stated that both the
Building Dept. and Fire Dept. concur in the deletion of no. 8 regarding wet stand
pipes.
Jim Root, City Engineer, discussed the installation of a street light and stated
it was his understanding that this was a condition suggested by the Police Dept.
He stated 4 lights have been installed in the parking lot, but he does not know
what the light velocity is at this time. Commissioner Swanson stated removal of
the wet stand pipes should be approved; and the City Engineer should get some
light measurements and determine if the street light is justified in that area.
Commissioner Stewart stated Crime Prevention Unit should also be involved in the
determination.
Mr. Hall, K.C. Enterprises, stated he only asked for deletion of no. 8; that
Mr. Alloway recommended deleting no. 5. He stated Mr. Alloway felt that the
floodlights in the parking lot gave sufficient light and a street light was not
necessary.
