o EASTGATE ASSEMBLY OF GOD CHURCH (continued)
Proponents:
R__ichard Dunlap, Parametrix, Inc., representing the Church, stated
that the Church does not have the financial ability to meet all
of the conditions. They want to modify their request to just
use the single family residence for office and classrooms and to
eliminate the parking request.
Reverend Bob Unruh, Pastor of the Church, discussed his goal to
work with the neighborhood and the community. He stated there
would be no structural remodeling of the house. The Church would
come back at a later date to request the parking, if needed.
Rev. Unruh discussed the heating problems in the Church and the
energy savings by using the house. The Church would then only
have to be heated on Sundays and Wednesdays.
Opponent%:
Jerry L. Soriano, representing the neighborhood, expressed concern
because the request had been modified to eliminate the parking.
He stated that what the Planning Commission heard and voted on
was the use of the house and 12 parking stalls. He requested
that it be dismissed at this time.
qi~ty Attorney McCluskey responded that the Council has the power
to make modifications and changes to a request. He stated you
have to look at what this request is about and what is incidental,
that they have not changed substantially the intent of their
request. Mr. Soriano stated that the main crux of this is what
was proposed including 12 parking stalls.
Mr. Soriano read comments from the Planning Commission hearing
and relayed what was discussed at that hearing. The Commissioners
stated that this matter would be heard today. Mr. Soriano
expressed concern that no plan as to what is going to be done to
the building and how it would be used was presented. He discussed
the requirements of the Bremerton Area Plan and the friction between
the Church and the neighbors. He stated that they could not be
using the house and an office and classrooms without increasing
the parking problem.
Mayor Jarstad discussed the parking problem for many churches in
Bremerton. Discussion followed regarding parking that had been
eliminated by the City for many of these churches.
Marge Siedel, 3309 Halverson, spoke in opposition to the request
and felt that their property would be more open to crime.
Tape204 Waltrine Kittrell, 3322 Almira, discussed the noise and lighting
(A) 1470 problem and requested denial.
Dr. C. Biedel, 3309 Halverson, stated the only parking problem is
on Sundays and there is parking a block or so away. The best use
of the area is residential and he requested denial.
Mr. Dunlap, stated that the basic problem seems to be the parking.
He stated none of the Church activities will increase parking
requirements, and they will not modify the characteristics of
the house.
Discussion followed whether the Church could come back with
another request in less than 1 year. Mr. Attebery responded that
the 1-year requirement applies to rezones only. Mr. Unruh stated
they have no intention of having a school or daycare and that
the house would not be changed.
Mrs. Gettie Paulus, 3308 Almira, stated she is not sure what is
being proposed and what might be approved with nothing presented
in writing.

A $50 good faith check was enclosed.

bid and trade-in. Under discussion: City Attorney McC!uskey stated
it was part of the bid package, but the City could reject that
[Dart but would have to go out for bids again for trade-in. Discussion
followed regarding whether the City must award the trade-in to
Salberg.
Question on Motion: Mayor Jarstad, no; Commissioner Stewart, no;
Commissioner Swanson, no. Motion failed.
Motion by Commissioner Swanson to award bid for purchase of
sweeper to Salberg and the trade-in be rejected and put in the
auction. Under discussion:
Mr. Paul Masey felt this was unfair, that Southpark had not bid
and came in later with the bid. Jarstad stated if the City feels
that we can get more on the trade-in we have the right to do so.

· CENTRAL BUSINESS DISTRICT PARKING
EXCEPTIONS
Ken Attebery discussed the issue of parking requirements in the
central business district (CBD) in conjunction with the proposed
changes to parking requirements for hotels, restaurants and
hospitals. Mr. Attebery stated the first issue is the need for
adequate and convenient parking downtown and the second is the
high cost of providing large parking facilities downtown.
The Commissioners discussed the parking problems in the CBD and
concern about inhibiting buildings if parking requirements are
too stringent. Commissioner Swanson wanted certain areas excluded,
and it was suggested that letters be written to property owners
to get their input. Mr. Attebery discussed the special needs
of the CBD.
Motion by Mayor Jarstad and Commissioner Swanson that this hearing
be continued for 2 weeks in order to allow Ken Attebery time to
contact downtown property owners and to look at exemptions for
