Meeting recessed 10:25 a.m.; reconvened at 10:30 a.m. Tape 201 ($) 1900 · DOMINOE'S PIZZA REZONE HEARING Acting City Clerk stated this hearing had been advertised, posted and letters of notification sent as required by law. Planning Commission Resolution No. 579 which recommended denial of this application was referenced. Ken Attebery, Planning Dept., explained the location of the rezone site, stating the existing building use to be a grocery store. The Planning Commission recommended denial of Dominoe's request for rezoning because of specific policy prohibiting commercial dwellings on Warren north of 8th; site is reasonably flat; and there are parking problems on 15th. He stated that this is the first rezone before the City Council since the comprehensive plan has been adopted. Mr. George Crider, Parkshore Real Estate, representing Dominoe's Pizza, stated that with the addition of a parking lot, 6 additional parking stalls would be available, and Dominoe's would beautify the area with landscaping. He stated that since Dominoe's policy was for employees to drive their own cars for delivery, their drivers would be more cautious. Acting City Clerk read letters in opposition to the rezone. These letters are on file in the Planning Department. The following individuals of the six present opposing the rezone were as follows: - Jeannette Benson, 1507 Warren - Isabelle Archibald, 1340 Warren - Louise Shingleton, 1333 & 1512 Warren - Bruce Houshel, 1341 Warren. It was the concensus of the group that the rezoning be denied because of the problems due to parking, speeding violators, heavier traffic flow, litter, additional noise at late hours, and other businesses coming into the area. City Engineer, James Root, stated there have already been three accidents involving 2 pedestrians crossing Warren from west-east and with the heavy flow of customers, more could occur. The City Commissioners discussed the Olympic College bypass which will aide some of the traffic problems. Motion by Mayor Jarstad and Commissioner Stewart to deny appli- cation for Dominoe's Pizza Rezone, carried unanimously. Meeting recessed 11:30 a.m. until 7:00 p.m., Wednesday, November 12, 1980 for Final Block Grant Application, Bremerton School Adminis- tration Building, Burwell & Montgomery Streets, Rooms A&B. CITY COMMISSIONt ' MEETING MINUTES November 12, 198u Page Six Tape 201 The City Council reconvened at 7:00 p.m., at the Bremerton School (A) 207 District Building, Burwell & Montgomery Streets, with Mayor Jarstad presiding. Also present were Commissioner Stewart and Clerk Mandio, members of the Planning Department, press, and representatives of interested neighborhood groups. FINAL BLOCK GRANT HEARING Ken Attebery, Planning Director, reiterated on the October 16, 1980 meeting stating the purpose of that public hearing was (1) to obtain views and proposals from the public and City departments on community development and housing needs and priorities; and (2) to obtain comments on the City's community development per- formance to date. The Planning Department and Block Grant Coordinator, Colleen Donley, have reviewed the application guidelines and the many projects recommended by the public and in-house departments and, therefore, will submit to HUD on November 17 a single-purpose block grant application for the period November 1981-October 1982 in the amount of $600,000. The project areas for this grant include southern portions of Charleston/National and Smith neighborhoods. A breakdown of the grant application was distributed. A lengthly discussion followed concerning the $8,000 allocated toward assistance to the Bremerton/Kitsap County Housing Referral Service. Michael Hosea, 1544 Elizabeth, expressed concerns of trustworthiness of landlords along with duplications of efforts for referral service. Glenn Vockrodt, Chairman, Bremerton Area Council of Neighborhoods (BACON), 1409 Marlowe, expressed concern that Smith and Charleston neighborhood received the block grant funding last year, but did feel that the furnishing of free paint would stimulate homeowners to take more pride in their homes. Mayor Jarstad and the Planning Department representatives, along with Mr. Darrell Griek, Director of New Housing Programs, explained that certain guidelines must be adhered to before the HUD application can be submitted. The designated project area fit within these guidelines. Mr. Del Christenson expressed concern regarding the sidewalk at Farragut and Yantic. He stated this sidewalk is used by children on both sides of the street going to Marion Avenue School and is usually kept mowed. He wondered if the block grant would help to put a sidewalk in. Commissioner Stewart ask him to contact Jerry Thornberg, Engineering Dept., since this was a matter the City could act on by L.I.D. City Clerk read, "A RESOLUTION No. 1880 authorizing the filing of a final application with the Department of Housing and Urban Development, United States of America, for a Single Purpose Block Grant under the Small Cities Program of the Housing and Community Development Act of 1974, as amended, Title I, Subpart F."
