Also present were Commissioner Stewart, Com- missioner Swanson, City Clerk Mandio, Hayden Street (PSCOG), A1 Snyder, Corey Knutsen, Doug Little, Bill Finnegan and Bob Myers (Puget Sound Power & Light representatives). Commissioner Stewart stated that joint ownership as proposed by Puget Sound Power and Light does not work well and he favors the City having total ownership of the hydroelectric generator at Casad Dam. A representative of PSPSL stated that the owner would then be responsible for operation and maintenance. Bob Myers stated Puget Power would be financing the entire project; that the City would handle the bond issue for the pipe line and retain ownership of that line but Puget Power would pay the debt service. He stated that Puget Power is better able to take the risk than the City in case the project does not work; that if the project does work, it will not show a profit for sometime. Commissioner Stewart read a letter from Jack Shirley stating that full ownership by the City is advised. Discussion followed regarding the risk involved and whether or not the City could even get a bond issue with that risk if the City was to assume the full project. Commissioner Swanson stated that he does not think this will be a big revenue producer and if the City assumes the full project, he is concerned that it may not happen. Discussion followed regarding the cost of the project and expected return. It was stated that any return is hard to estimate as the future cost of power is undeter- mined. A1Snyder stated that the generator would have to be inspected at least once a month and possibly more. Mr. Myers stated that he could not give the City a maintenance contract for a flat fee without knowing what the maintenance will be. Commissioner Swanson stated that it must be remembered that this is a water reservoir first and that it cannot be regulated to meet power surges. He stated that Union River is locked in by DOE. Hayden Street stated that his recommendation was nct for full ownership by the City, but to look at all sides of the project. He stated both parties must look ~.t the economy of scale; that part of the question is how much will this be worth in the future. Bob Myers stated that Puget Power will be billing at 2¢ for this electricity to the consumer and their costs will be 4¢. He stated that Commissioner Stewart was confusing revenue with cost. A Puget Power representative stated that they will be paying the City on a kilowatt hour basis. Mayor Jarstad stated that he would like some inflationary prcvision in the contract so that the payment will go up over the years. Meeting adjourned at 3:30 P.M. Kathleen L.
