Chugach offers its government clients professional assistance which combines high-quality base operations and maintenance services with state- of-the-art management services employing innovation, technology and experience. The US Army, Air Force and Navy have commended Chugach for exemplary performance in providing efficient and cost-effective facilities operation and maintenance services. In January 2000, and again in March and June 2001, Chugach Management Services Incorporated (CMSI) was given an unprecedented 101% of the award fee for the Base Civil Engineering Services they provide to MacDill Air Force Base in Tampa, Florida. Chugach has earned a reputation as a solid performer who goes the extra mile to accomplish any given tasks. CONSTRUCTION SERVICES Chugach provides complete project services to our clients, including design and construction of commercial/governmental facilities. Every employee on the Chugach team embraces the philosophy that quality and safety begin in the programming phase and continue through the warranty period. Today's dynamic environment has created a need for a more responsive contracting technique for the accomplishment of maintenance, repair and minor construction projects. Constraints imposed by contracting, supply systems and personnel often limit the facility manager's ability to respond http://www.chugach-ak.com/business/services.htmi 12/8/2003 Chugach Alaska Corporation - Services Page 2 of 4 to urgent and time sensitive requirements. Job Order Contracting (JOC) is an innovative system, which was developed by the Department of Defense to enhance responsiveness, while providing a high level of quality work at a reasonable cost. Rather than award individual contracts, delivery orders are issued for projects under a pre -negotiated contract. The client provides a simplified Statement of Work, and the JOC contractor provides the design, including cost estimate, materials, equipment and personnel to accomplish the task. Thus, there is a reduction in engineering, administrative and solicitation documentation for each project. Chugach has validated the JOC process and become a widely respected SABER (the Air Force version of a JOC)/JOC contractor for a number of governmental agencies. EDUCATION SERVICES Chugach provides operations, training, management, and maintenance services at the Alaska Job Corps Center in Palmer, Alaska for the U.S. Department of Labor Job Corps Program. The center is the first of its kind in Alaska, focusing on training Alaska youth and provides full educational services for 250 Alaskans, including 24 single parents, in a residential setting. As the prime contractor for the Alaska Job Corps Center located in Palmer, Alaska, CSS provides student outreach, admissions and job placement (OA&P) services. The center serves the largest geographic area with the most diverse population of any Job Corps center in the nation. The Alaska Job Corps center has been a solid performer since its startup in 1993, achieving the ranking of #3 in the nation in 1996. In 1999, the center received an outstanding quality rating from USDOL, the highest in the region and among the top 5% in the nation. CSS is the prime contractor for the Roswell Job Corps Center and is responsible for the administration (HR, finance, student records, admin services, maintenance), social development (which includes residential living/dorms, career preparation, and recreation areas), food services, and security. M E M 0 R A N D U M May 25, 1988 TO: File FROM: Dick Mumma, Building official SUBJ: Hallett Business Center, Auto Center Way, Occupancy I talked to Paul Hoskinson today, 5/23/88. He informed me that he had just received his letter of warning about vacation of his building. The letter mentioned that if Paul did not come to an agreement with the Engineering Department to resolve the problems with his building that the Building Department would revoke his temporary occupancy. Paul said that he had come to an agreement and he would send me a letter in a couple of days, which would include an agreement between Hoskinson and the City Engineering Department. I talked with Jan Stemkoski 5/24/88, and he confirmed that Hoskinson has been working to complete the corrections, and anticipates that Hoskinson will be finished with all corrections within the next two weeks, at which time we will be able to issue his final occupancy. Box 4163 Bremerton, WA 98310 Reference: Hallet Business Center - 4841 Auto Center Way Dear Mr. Hoskinson; I have contacted you numerous times regarding the need for a Certificate of Occupancy on the buildings located at 4841 Auto Center Way. A temporary occupancy was issued June 3, 1985. Previous attempts to resolve this problem have failed. Our Department has lost its patience in dealing with this situation. We need a solution in the next 7 days that is agreeable to our Department. We are prepared to notify the occupants of this building that their temporary occupancy permit will be revoked if we do not resolve this problem immediately. If occupancy is revoked for these structures, we will be forced to evict any tenants. Sincerly, Richard R. Because of the past history of this permit, we feel a 3 month extension of your temporary occupancy is sufficient. On June 3rd of 1985, you were granted a temporary occupancy to complete corrections at that site. Our department has already allowed more than 2 years to complete these corrections. In summary, the Engineering Department and the Building Department have a list of deficiencies pertaining to the Hallett Business Center and Jemco properties. As stated in my last letter', I have corrected most, but not all of the deficiencies an 4841 Auto Center Way :HBC). However, there are a few items that require cooperation and agreement with Jemco owners. Therefore, I respectfully request that all tenant spaces in the HBC building be granted a temporary occupancy for one year, including suites 202, 203, and 204- This will allow the owners of 4e41 and 4843 Auto Center Way, HBC and Jemco, to correct or remove from consideration, the remaining punch list items. Sincerely, Paul Hoskinson, General Manager Hallett Group Note for File: 10/16/87 Telephone conversation with Paul Hoskinson: Paul is requesting extension of 1 year to complete landscaping requirements. Indicates he has run out of money for landscaping project. I requested he put his request in writing to this office and Planning, Engineering and Building Departments will meet to discuss possibility and time frame of extension. Dick Mumma CITY COUNCIL {. Box 4163 Bremerton, WA 98312 Re: Hallet Business Center 4841/4843 Auto Center Way Dear Mr. Hoskinson: After receiving your September 2, 1987 letter, Engineering made a site inspection at the above referenced location to verify the status. We found that the status had not changed since August 21, 1985, when the original punchlist was made with the exception of the addition of a new catch basin to the upper lot which was not installed in accordance with the new approved storm drainage plan. In your letter dated September 2, 1987 you indicated that you are not responsible for the items on the punchlist that are located on 4843 Auto Center Way, but this development was done as a single project. The sanitary and storm system is shared by both addresses. All the utility permits for this development were written as a single project. At this point, Engineering does not intend to get involved with the splitting of the responsibility between the two owners. Therefore, Engineering cannot recommend approval for permanent occupancy permits for either address until all the punchlist items are resolved. If you have any questions, please contact me at 478-5272. Sincerely, AN STEMKOSKI, P.E. REA SEP 0' 4,1987 DATE: September 2, 1987 BREMERTON TO: City of Bremerton BUILDING DEPARTMENT Department of Community Development Department of Engineering RE: Exterior and Parking Lot Punch List dated August 21, 1987 As General Manager of the Hallett Office Center Partner -ship I am responding to the referenced punch list in an effort to clarify and wind up any remaining occupancy issues. Per recent conversations with Jan Stemkowski and David Hum I offer the following statements. The noted punch list covers properties 4E41 Auto Center Way and 4843 Auto Center Way. The Hallett Business Center is concerned with repairs only to 4841 Auto Center Way, or those that will impact services provided to our parcel. Item # 2 Sanitary Sewer Man Hole an Wilkes - ring alignment. This item needs to be verified, some of this work has, been , completed. No direct impact on 4e41. Item # 3 Slope Protection on Western. Vacant property at east side of Western is currently being considered for regrading and developement, property owner Evan Burley would not cooperate at the time of construction. No impact an 4841. Item # 4 Stop sign at western. Item # 5 Centerline. The City of Bremerton has taken care of these. Item # 6 Sanitary Sewer cleanout is located at the south west corner of the building adjacent to south access door suite 101. Item # 7 Grade of sanitary sewer line at alley way behind 4843. This work was completed during adverse weather an a Friday afternoon. The City was notified to inspect the work but timing was critical and the work was covered prior to rains and the weekend. This is a private line, and if necessary maintenance could be assumed by building owners of 4841 and 4043. Items # 8-9-10-11-12 Storm Detention. Norm Olson Engineering provided an engineered solution to these problems. Plans should be on file at engineering 4841, Hallett Business Center has changed over our drainage plan to conform to the engineered solution. The catch basins have been split and a new basin has been added per plan. Orfice sizes need to be verified. Other work not complete at this time is a retaining / seperation wall to be built between 4841 and 4843. This work is scheduled as funds will permit. Construction of the seperation wall and verification of orficO sizes should bring 4841 in to compliance with City requirements for above ground storm water detention. This is especially important in lieu of drainage LIDS that have been discussed in the Auto Center area. it is our opinion that when our system is in compliance, then the Hallett Office Center should not be accessed in the same rate as others who have no provision for detention. Item # 13 Access to Storm Line. Upon review of this condition, catch basins are off set from the 81' line, however, access for clean out purposes is good. No impact on 4841. Item # 14 See items # 8 - 12. Item # 15 + 16 Slope of site: Not applicable to 4841. Item # 17 + IS Toe of slopes and errosion control. Not applicable to 4841. Other Business: Landscaping of 4841 Auto Center Way. We are proceding to landscape the building in minimum amounts of $ 300.00 in plants each spring and fall. Plantings at the parking lot perimeter did not take and will be replaced. Minimum landscaping should be completed in 1988 Spring and Fall plantings. We will concentrate on Auto Cener Way and Penman Drive (Western Avenue) for our next planting. BREMERTON SPENCER HORNING Districts FROM: Cit En ineer BUILDING DEPARTMENT RUSS IOHNSON y g District 9 SUBJECT: Hallett Business Center-Temporary C.O. Engineering has reviewed the progress of work at the subject site in response to your request for input relative to issuance of a temporary Certificate of Occupancy. My understanding is that occupancy allowed under this C.O. is only the first floor of Building 1. Length of time for which occupancy will be allowed is not specified in your routing document. The document which defines the design of the site facilities is our file copy of the plan submitted for review prior to issuance of the building permit. The basic plan is undated but has a revisionrnote dated 10/18/84. The areas of responsibility addressed by Engineering are sanitary sewer, storm sewer and traffic access 'systems. I will address these systems separately below: 1. Sanitary Sewer System The line downstream of Bldg. 1 has been inspected and approved only to its point of connection to the first marsh ole located near the southwest corner of Building 2. This manhole is improperly channeled. No other portion of the sanitary sewer system has been inspected as the contractor has not notified us of system completion. Cleanouts are uncapped. This could lead to early failure of the system as a result of debris entering the lines at this time. 2. Storm Sewer System The system is incomplete. Portions of installed system have not been inspected. The system appears not to have been installed per the design. If the developer desires to alter the design we need to review the changes to determine appropriateness. Gateway to the Olympics and Home of the Puget Sound Naval Shipyard June 13, 1985 Page 2 Hallett Business Center - Temporary C.O. On-site inspection revealed that the outlet of the system was plugged. 3. Traffic Access System Existing pavement not sawcut per our standards at areas where new pavement meets existing. Pavement joint seams are not sealed. Engineering has not inspected subgrade in Western Avenue. Work is still ongoing in this area. Utility pole requires relocation. These deficiencies listed herein do not necessarily constitute a full statement of site conditions not in conformance with Engineering standards. We will perform further reviews at contractor request which may reveal additional deficiencies. One item of work within this project which is outside the scope of Engineering responsibility but which causes me concern is the rockery which has been constructed in the easement at the south end of the project site. My statements regarding this are of a professional nature and not intended as an attempt to direct your actions in this matter. I am simply offering an unsolicited opinion in a manner which, I believe, could result in significant risk to the City if not properly addressed. My concern is that this rockery does not have the structural integrity to withstand the forces placed upon it and as a result, wi_11 fail. My concern derives from certain perceptions and assumptions which I feel to be well founded. You may have information that would cause me to alter my perceptions and assumptions, but I—will state them here: o The soil against which the rockery bears is material excavated from the upper reaches of the site. o The material was placed by means of moving it from its original location to its present location by a dozer or similar equipment. o The type of soil material is gravelly sand -broken hardpan and glacial till may be present. o While a note on the plans requires compaction to at least 95%, my information is that the method of compaction utilized would not result in achieving 95% of maximum density. June 13, 1985 Page 3 Hallett Business Center - Temporary C.O. o The roadway is intended to be used by general site traffic to include delivery trucks. o I;assume that the soil material in this filled area will exert a substantial lateral force upon the rockery. o A rockery of this type cannot resist substantial lateral forces. My conclusion is that this rockery will ultimately fail. The lateral soil pressure that this rockery can resist before failure is but a small percentage of that which the soil will develop -particularly when the soil becomes saturated. I offer you the assistance of my staff if you feel the necessity.to take action and desire technical assistance. The report indicates that the wall is "marginally safe." It further states that if the wall were supporting a "public thoroughfare" substantial remedial work would be necessary. Although the rock wall is not located on public property it does support a road that provides access to a commercial business. Therefore, there is no realistic way of preventing the use of this access by the public. Engineering recommends that you require Hallet Construction to submit the plans for the remedial work suggested by their Engineer in his report. We also recommend that upon completion of the remedial work you require Hallet Construction to submit a certification from a Licensed Professional Engineer that the wall has been designed and constructed in accordance with the current edition of Uniform Building Code for Retaining Walls. 1N3W18Vd3G GNIi111110 V!N3N37i8 Gadd 9 AOPS • Inter -Office Communication • City'of Bremerton, O Date MEgt To From NiN Subject s - vial 4*41 #A4h tw it i. WA 98502 * (206) 357-4650 REPORT OF SOILS INVESTIGATION HALLETT BUSINESS CENTER I BREMERTON, WASHINGTON This report presents the results of our subsurface investi- gation for the proposed business center to be constructed on the property west of Western Avenue and southwest of Auto Center Way in Bremerton, Washington. It is our under- standing that the structures will have two stories and will also have daylight basements in order to use the pro- perty slope to best advantage. We understand that concrete walls will be utilized for the basements and that these walls will also function as retaining walls; wood frame construction will form the above -grade walls. Plans sup- plied for our review indicate interior columns supported on isolated interior footings. Concrete slabs on grade are planned for floors where grads allows their use. Our purpose in this investigation was to explore the soils on the project site in the proposed building locations and to develop the necessary information for site work and foundation design. Work was authorized on behalf of Hallett Construction Co. by Mr. Paul Hoskinson of Hoskinson & Associates. L SITE CONDITIONS Surface Conditions This site was formerly a part of the Jackson Park Naval Housing Facility. Previous structures have been demo- lished or removed from the site. The concrete from those structures' footings and sidewalks, however, has been pushed into a windrow on the west property boundary where it is presently overgrown with blackberries. In general the site slopes gently to the south with only low brush and grasses. Near the north building line of the proposed warehouse, however, a change in vegetation occurs and there is a marketable stand of Douglas fir. Also at this transi- tion, the slope steepens towards the south property line. On the adjacent property to the west a steep cut slope is exposed. Subsurface Conditions Subsurface conditions were explored by three test borings conducted under our supervision on September 20, 1984. The explorations were made using a truck -mounted, B-41 mobile Explorer drill with continuous flight, hollow stem augers to advance the borings and to provide borehole sup- 5 port between sampling intervals. Samples were obtained at standard intervals using a two-inch outside diameter, split -spoon sampler driven by a pin -guided, 140 -pound weight free falling 30 inches. The blows per six-inch drive were recorded. The first six- inch drive interval is allowed for seating of the sampler. The blow counts for the next two six-inch intervals, when combined, yield the standard penetration resistance (N - value) of the site soils encountered in our explorations. Soils were visually classified in the field as they were recovered. Representative samples were returned to the laboratory for evaluation of their engineering properties. The boring logs and the laboratory test determinations are presented in the appendix of this report. (3) In general the site is covered by a one- to five-foot thick layer of either alluvium derived from till or recessional gravels overlying what is interpreted as,,'Vashon glacial till. This material is firm to dense in its present state of. consolidation. Till extended to the full depth of our explorations, and examination of the cut slopes immediately west of the property line indicates that the till extends at least 15 to 20 feet below the existing surface of the site. Dense outwash sands are typical in this area although none. were encountered in our explorations nor exposed in the adjacent outcrops. No ground water was observed in our explorations; however, during the rainy season, water may flow at the boundary of the alluvium and the dense till which is, for all practical purposes, impervious. CONCLUSIONS AND RECOMMENDATIONS This site offers excellent support for the standard footing systems used to support structures and slabs on grade. The underlying cemented till has many properties similar to those of lean concrete, so that, for footings placed on or in the till, a maximum safe bearing value of 5,000 pounds per square foot is recommended. Lateral Soil Pressures It is our understanding that foundation walls will also act as retaining walls. Cuts exposing cemented till are not anticipated to add significant lateral load to founda- tion walls. We recommend that a minimum of two feet exist between the back face of the foundation wall and the exposed face of the till. We also anticipate that a vertical face can, be cut and maintained in the till. If the resulting void is backfilled with clean, free draining granular ma- terial placed in accordance with the Earthwork Criteria Section of this report, and if a collection system at bot- tom -of -wall elevation is included in the design, then the design of the retaining walls may be computed to resist an equivalent fluid density of 30 pounds per cubic foot. In the design of the retaining/foundation walls where they also carry adjacent concrete slabs on grade, consideration should be given to the reaction of the wall with the slab on grade. (4) - Floor Slabs To ensure dry slabs for the new buildings, both a capillary break and a vapor barrier are recommended.` The capillary break can consist of four inches of clean, freely draining, two-inch minus gravel or two inches of pea gravel. Provi- sions should be made in the design for the drainage of the capillary break material. The vapor barrier should be placed between the capillary break and the concrete slab, and its integrity should be maintained where mechani- cal penetrations extend through it. Seismic Site Period The Bremerton area is included in the Puget Sound Lowland Geologic Province which is in Seismic Zone 3, as delineated in Fig. 23-1, Seismic Zone Map of the United States, 1982 Uniform Building Code. Actual ground motion observed at the site during a seismic event would be influenced by the distance from the epicenter, the depth to bedrock under the site, and the degree of saturation of the soils at the time. We recommend that a value for Ts between 1.0 and 1.2 seconds be used for design. In general, this range is accepted as typical for sites constructed upon glacial soils in the Puget Sound area. Settlement Settlement of footings designed to the bearing values pre- sented, and placed upon soils prepared in accordance with our recommendations, are not anticipated to be significant. Generally, both total and differential settlements of 0.75 inch or less are expected to occur, if the recommendations of this report are followed. Most of this settlement will occur during construction, after loads are imposed, with little long-term settlement expected. General'Notes and Observations The Vashon glacial till is dense but rippable. Excavation of utility trenches into the till is feasible with standard construction equipment, but excavation will be slow if small equipment is used. Surface water flow at the boundary of the till and the overlying recessional gravels may be encountered, and control of this water will be required if construction of utility trenches is done during rainy periods. Excavated till is marginal for backfill and would become unsuitable if allowed to become saturated. (5) r Earthwork Criteria In areas under structures, paving sections, and sidewalks, strip all topsoil and organic material. For structural fill in areas under footings and slabs on grade, we recom- mend that all soils be compacted to a minimum density of 90% of ASTM D-1557 for cohesive soils or to 82% of relative density as determined by ASTM D-4253 and D-4254 for non- cohesive soils. This includes proof -rolling native soils exposed in the bottom of the excavation prior to placement of fill. Materials under the paving section should also be compacted to the minimum density by proof -rolling prior to placement of the paving section. This includes proof - rolling in-place native soils, soils that have been dis- turbed during construction, and all structural fill ma- terials. For imported structural fill we recommend that a clean, six-inch minus, well graded gravel or gravelly sand (clas- sifying as GW or SW as determined by ANSI/ASTM test method D-2487) be used. We also recommend that no more than 7% by weight pass the #200 screen as tested by ANSI/ASTM D- 1140 test procedure. All fill should be placed in uniform lifts of six to eight `✓ inches loose thickness, conditioned to the optimum moisture content, and compacted to the specified minimum density before placing the next lift. We further recommend that all utility trench backfill be compacted as specified above. Earthwork should be performed under the continuous supervi- sion and testing of the soils engineer or engineering geolo- gist to ensure compliance with the compaction requirements. Placement of fill sections on slopes greater than 4:1 (hori- zontal to vertical) will be benched as directed into native soils. Height and width of the bench will be determined in the field by the soils engineer or engineering geologist. Unrestricted slopes shall not exceed 2:1 (horizontal to vertical) for fill embankments and cuts that expose native soils. All fill slopes will be rolled. The project's civil engineer is responsible for the protection of the M n (6) constructed fill slopes from uncollected runoff. We recom- mend that all cut and fill slopes be seeded as soon as possible after construction to allow for the establishment of vegetation in order to protect the slope from sheet washing. Placement of fill will be suspended during periods of un- favorable weather. No fill is to be placed while the fill material is frozen or thawing. When work is stopped by rain, the placement of fill will not resume until the soils engineer or engineering geologist determines that the mois- ture content is suitable for compactive effort, and that the previously placed fill has not been loosened. The contractor will take appropriate measures during unfavorable weather to protect the fill already placed. Measures that may also be required include the limiting of wheeled traffic and grading to provide temporary drainage of the fill. At the direction of the soils engineer or engineering geolo- gist, the contractor will be responsible for the removal or reworking of fill that has softened to less than the required compaction. LIMITS OF LIABILITY The soils engineer and engineering geologist are responsible for the conclusions and opinions contained in this report based on the data relating only to the specific project and location discussed herein. In the event conclusions and recommendations based on these data are made by others, such conclusions and recommendations are not the responsi- bility of the soils engineer or engineering geologist unless he has been given an opportunity to review them and concurs in such conclusions or recommendations in writing. The analysis and recommendations submitted in this report are based upon the data obtained from the test hole logs at the locations indicated on the attached plan. This report does not reflect any variations that may occur be- tween these pits. The nature and extent of variations between the test holes may not become evident until they appear during the course of construction. If variations then appear, it will be necessary for the recommendations of this report to be re-evaluated after performing on- site observations during the excavation period and noting the characteristics of such variations. • (7) This opinion assumes that the contractor will exercise the highest degree of sound construction practices, and that he will adhere to the criteria and procedures set forth in the previous sections.
