The memo stated the contract has been reviewed and approved by Asst. City Attorney Karen Conoley, OfficerTom Pratt and the Planning Dept. Discussion followed and Ms. Mandio stated there have been some problems in the past with private security services complaining about off-duty police officers taking business away from them. Mayor Jarstad stated these circumstances are different; that this is public property and the guard must have the power to arrest if necessary. Ms. Mandio asked if there would be a bid call problem and it was the consensus of the Council that it would be a sole source of supply since only a commissioned police officer would have the power to arrest, also professional services. Motion by Mayor Jarstad and Commissioner Swanson to approve Agreement for Security Services at Evergreen Park, carried unanimously. PUBLIC RECOGNITION Hyman R. Markrack, 256 Burwell Street, complained about the loud music from Scotty's Tavern. He stated he has forwarded a letter to the Liquor Control Board regarding t~e noise and disturbance caused by patrons of this tavern and he asked if there is anything the City can do to alleviate the problem. He asked if the Dancing and Entertainment License could be revoked and stated this would eliminate the noise. Mayor Jarstad explained that Commissioner Swanson is working on upgrading the City's noise ordinance. Cc.mmissioner Swanson suggested that Mr. Markrack meet with Walt Alloway to determine the noise level. Larry Dole, re~resenting the Carpenters' Union, stated their bill was $29.81 for April and May and the last bill they received was $101.16. He stated this was due to a two-inch meter that was in~talled in 1953; but he felt this was not justifiable. Commissioner Swanson explained that adjustments are being made on request and this bill will be adjusted~ that this was not the intent of the fee rate. He stated it was decided to have a minimum charge for each size meter and the larger the meter, the higher the minimum. Commissioner Stewart stated his recommendation was to go strictly on volume; that a minimum charge has an impact on many people. Commissioner Swanson discussed rates throughout the County and stated the City's rates are the cheapest in the County. Motion by Commissioner Swanson to authorize and e~tablish a 3/8-inch and 1/2-inch meter rate and add to the City's billing structure. Motion died for lack of second. -3- CITY COMMISSIONERS' MINUTES August 5, 1980 Page four Maria Gallagher, High St., stated people have to have water and it is not fair that they have to pay for more than they use. She stated there are people in all age groups who are in need and smaller users should not have to pay more. Commissioner Swanson stated that her meter could be changed to 1/2 inch and that would reduce her bill. Commissioner Stewart stated that based on 1/2-inch vs. 3/4-inch meter, Ms. Gallagher's bill would be $3.04 and this would cut her bill down below what it was before the rate increase. He stated the utility has to be financially solvent and if her bill were reduced, someone else's would have to be increased. He stated it would be easier to make rate adjustments. He requested that the entire rate structure be looked at very carefully before any- thing further is done. Mayor Jarstad noted that Bremerton residents enjoy some ef the lowest rates in the State and the City is attempting to get fair rates to pay fcr operation and maintenance of the utility. Ms. Gallagher stated she believes in paying for what she uses, but she does not feel she should pay for more than she uses. Kathleen Patterson, Cambrian St., stated that because she does not use the minimum rate, her rate is actually higher than anyone else's. Commissioner Stewart stated that the reason rates have not been increased any more than they have been is because the City has made progress with the large users; that large users pay more than before so smaller users' rates are lower. Ms. Patterson stated she does not mind paying for what she uses, but she does not want to pay for what she does not use. Alvira King, 221 South Cambrian, asked when the rate for senior citizens would go into effect and Commissioner Stewart stated in September. Meeting recessed from 11:00 A.M. until 11:15 A.M. Mr. McCluskey asked the reason for them not being notified and Mr. Attebery stated that the addresses supplied by the ap- plicant were not accurate.
