Clerk announced that no written testimony had been received. Mayor Jarstad asked
for public testimony.
Martin Roe, Planner with the Dept. of Community Development, stated he generally
supports the preposed plan, but it is difficult to plan without a map. He dis-
cussed the Urban Concentration Concept at length and stated the idea behind
urban concentration is to put growth in the existing urban area. He stated the
higher densities shculd be close to shopping and work. Commissioner Stewart
stated the reason the downtown area is not developed is because of economics;
that it is too expensive to tear down the existing structures and build apartments.
He stated the entire downtown area is zoned R-2, but no developer can build because
of the expense. He stated it is not economically feasible. Considerable dis-
cussion followed regarding density and urban concentration and Mayor Jarstad
noted that Bremerton provides neighborhood shopping, comfortable parks and
recreation facilities and a good transportation system. Commissioner Swanson
stated that people do not want to be concentrated in one urban area; they will
continue to live where they choose. Mr. Roe stated that times are changing and
with the price of gas, people will be forced to live closer to the downtown core.
He stated the City has to find places for people to live and development of multi-
family structures has to be encouraged; that multi-family structures are more
energy efficient than single family structures. Mayor Jarstad stated that the
City is tryin~ to create an atmosphE~re where high density living can be pleasant
and open space is needed for that. He stated everyone realizes there are real
problems and they are working on it. Mr. Roe stated there are new ways to integrate
multi-family and single-family developments and in order for the County to plan
accordingly, it is essential that the City develop a map. He stated it is necessary
for the City and the County to cooperate in land use planning. Commissioner StEwart
stated there will be a map and Comrissioner Swanson stated that everyone agrees
that a map is necessary. Commissioner Stewart noted that he does not think there
is enough cooperation between the City and County and there is room for improvement
on both sides.
Patty O'Brien, 2111 East 31st St., stated she agreed with the major portior, s of the
Plan. She _~tated she does not think the Plan allowed for healthful growth of the
City. She stated she is concerned with the Housing Element; that most of the
?lanning Assumption.~ indicate that there is going to be a growing need for multi-
family housing by people who would have bought single-family housing in the past.
She stated she thinks it is very possible to integrate multi-family housing in a
single-family area. She stated she objects to pure single-family areas and she
does not think it should be allowed. Commissioner Stewart stated he thinks certain
areas should be single-family. Commissioner Swanson stated that as a person grows
older, his/her values may change and it is understandable when a person reaches a
certain point in life that single family areas are wanted exclusively. Ms. O'Brien
stated she knows which areas in Bremerton will be single-family and which areas will
be multi-family~ and she objects to the separation of the two.
Mr. Attebery explained that they are gathering data to develop a map. He stated
he thinks it ~ould be a mistake to continue with the policy and guidelines that
are now being used and let this new plan wait for the map. He stated it is their
intent to get the map as quickly as possible.
Mayor Jarstad asked if there was any further testimony and no one spoke.
Motion by MayorJarstadand Commissioner Swanson to set final public hearing for
Tuesday, Aug. 12, 1980 at 7:00 P.M., carried unanimously.
Meeting adjourned at 9:15 P.M.
