He stated he thinks the City should get the best possible deal and Olympic Amublance has offered a better deal. Bill Meigs, Fire Chief, stated that discussions have been held regarding whether to continue the contract with Leyde. He stated Bremerton has a unique service with the paramedic program and private enterprise to deliver the best possible emergency medical service. He stated further that Olympic Ambulance's offer was for 80% of their posted charges and he is not sure this would be less than a flat $105.00 fee per run. Commissioner Stewart stated he had talked with Mr. Littlejohn and they will accept 80% of the $105.00. Discussion followed regarding Olympic Ambulance's charges and Harry Penor, Manager of Olympic Ambulance, stated their average bill in the City limits is approximately $85.00. Mayor Jarstad questioned how their average bill can be $85.00 when their base fee is $80.00 and they charge mileage. He stated the ambulance committee felt this was necessary. JAIL STANDARDS Deputy Clerk presented a memo from Deputy Chief of Police Shoemaker, dated June 27, 1980, regarding mandatory compliance for jail standards. This letter is on file in the Clerk's office. Joe Shoemaker, Deputy Chief of Police, stated he has presented some options to the State Jail Commission in reference to holding facility criteria. He stated he has received correspondence which ~ndicates that the Committee is definitely going to mandate that all holding facilities will have to be permanently staffed. He stated one alternative is to combine operations with Kitsap County, but this will cost $135,000.00. He stated another option would be construction of a new facility, but this will cost from 3.2 to 4 million dollars. Deputy Chief Shoemaker requested that the position of jail superintendent be established immediately to assist in setting up the necessary logs and accounting processes as well as being involved in processing personel for staffing of the jailer's positions. He stated that five jailers will have to be hired at a total cost of $35,935.00 for the remainder of 1980. He stated further that next year the cost for staffing of the jail will be in the vicinity of $100,000.00. A lengthy discussion followed and Mayor Jarstad stated it is mandatory that the City hire staff to man the jail. Commissioner Stewart asked who would decide where the monies are coming from to pay these salaries and whose jobs will be eliminated in order to pay these new salaries. Chief Devery stated it is necessary to hire five jailers and one sergeant to staff the jail at a cost of $35,000.00 for the rest of the year. Motion by Mayor Jarstad and Commissioner Swanson to accept mandated costs and instruct the Chief of Police to proceed in complying with these mandates. Under discussion: Commissioner Stewart stated the City cannot spend money that is not available. He asked who is going to lose his/her job in order to hire these people to staff the jail. He requested an answer to his question in two weeks. Mayor Jarstad stated the City is taking action to operate within its budget. Motion carried unanimously. Meeting recessed from 10:35 A.M. until 10:45 A.M. She read Planning Commission Resolution No. 575 recommending approval. She stated 50 advisory ballots had been sent, 17 returned, with 11 disagreeing and 6 agreeing with the proposal. Ken Attebery, Planning Director, stated the subject property is located at the SE corner of 15th and Whitney and it was zoned R-2 in 1978. He stated the site plan that was approved was for a six-unit, three-story structure; that the applicant wants to construct three individual duplexes rather than one six-plex structure. Discussion was held regarding whether this is a low-density area and it was the consensus of the Commissioners that it is a medium-density area. PROPONENT: Jim Short, President of Paragon, Inc., stated they wish to revert back to duplexes rather than a six-plex; that he thinks duplexes will be better in this residential neighborhood. He stated the original rezone allowed 10 parking spaces off the alley and they plan to have only three parking spaces with ingress and egress from the alley. Hearing recessed for bid openings. -4- CITY COMMISSIONERS' MINUTES July 1, 1980 Page fi ve BID OPENINGS - Wheaton Way, Sylvan to Broad; Traveling Screens; Fuel & Motor Diesel Oils Wheaton Way, Sylvan to Broad: Moss Construction Inc., bid bond enclosed, $324, 469.95 Don Gannon Construction, Inc., bid bond enclosed, $335,913.50. SHORT/CLOUD CHANGE IN LAND USE RESTRICTIONS HEARING (continued) OPPONENTS: Marvin Whit more stated he lives across the alley from the proposal and he is opposed to that many people living in such a small space. He asked if it complies with the zoning ordinance. Commissioner Stewart explained that the density can be 70 units per acre in an R-2 zone and this proposal indicates 14.68 unites per acre. Mr. Whitmore stated that the alley will be blocked practically all the time and they will not be able to get into their property. He stated he thinks this proposal will add more problems to an already crowded area; that he feels two residences should be constructed at this location rather than a six-plex or three duplexes. Commissioner Stewart asked if he would rather have a six-plex or three duplexes and Mr. Whitmore replied that he thought the duplexes would be better. Mr. Whitmore stated he did not understand why it was rezoned to R-2 in the first place; that crowding more people into an area turns it into a tenement. Mr. Short explained that the alley will remain open; that the alley will be used only for egress and ingress and will not be used for a parking lot. He stated only three cars will be allowed to park off the alley and the original site plan allowed parking for 10 cars. Frances Whitmore stated that traffic and parking are problems. She asked if there will be a fence erected. Mr. Short stated they will put in a fence all the way down 15th St., but there will not be a fence along the alley. Commissioner Swanson stated that the area is heavily covered with structures now; that the six-plex may be less attractive than duplexes, but it does leave more open space. He stated access from the alley is very hazardous and he thinks access should be limited to Whitney. He stated this change in land use restriction is not improving the traffic that much and it just covers more of the property. Motion by Mayor Jarstad and Commissioner Stewart to follow recommendation of Planning Commission and approve change in land use restrictions and allow development of the site for three duplex structures with the following condition: (1) The site shall be developed essentially the ~ame as the revised site plan presented 6/13/80, carried as follows: Mayor Jarstad, Yes; Commissioner Stewart, Yes; Commissioner Swanson, No. LOCAL ENERGY AND REGULATIONS CONTRACT Deputy Clerk presented Local Energy and Regulations Contract for a grant in the amount of $29,460.00. City Attorney McCluskey, dated June 23, 1980, which stated there is a conflict between the RCW and the City's charter requirements; that the charter, since it is stricter, controls in this case. The memo stated that the Small Works Roster cannot be used because the City Charter has a $2,000.00 bid limit. Commissioner Swanson stated this should have gone to bid, but they thought it was correct because of RCW 35.22.620. Motion by Mayor Jarstad and Commissioner Swanson to approve payment of the above amount for painting of light standards on Veldee Ave. Under discussion: Commis- sioner Stewart stated that this is against State statute and he took an oath to uphold the City Charter when he was sworn into office. A lengthy discussion followed regarding the savings that might be found if these recommendations were followed. Commissioner Stewart stated he did not think it would be possible to get back $35,000.00 in fuel savings from installing insulation. Commissioner Swanson stated that he,thinks it would pay off both in comfort and energy savings. Commissioner Stewart stated it costs about $4,000.00 per Hear to heat City Hall and it would take many years to make up the $35,000.00. Mr. Root stated that it would pay off in employee efficiency if the temperature were m~re comfortable. He stated that up to 50% of the heating costs on the second floor can be saved with the installation of insulation. He stated further that installation of time clocks for the radiation zone pumps and the replace- ment and relocation of the radiation zone roof-mounted outdoor sensors would be a substantial savings in the overall energy spent for City Hall. Commissioner Stewart agreed that this would be a savings. Commissioner Swanson suggested getting other bids for the blown-in insulation. Motion by Commissioners Stewart and Swanson to request specifications from Valentine, Fisher and Tomlinson for the installation of 6 inches of blown-in insulation and the installation of a time clock and a new roof-mounted outdoor sensors for each of the two radiation zones, carried unanimously. -6- CITY COMMISSIONERS' MINUTES July 1, 1980 Page seven AIR CONDITIONING CONTRACT, SECOND FLOOR OF CITY HAL[ Deputy Clerk read memo from City Engineer, dated June 24, 1980, attached to which was a report from Valentine, Fisher and Tomlinson regarding the air conditioning of the second floor of City Hall. He stated he had contacted two of the three adjacent owners, but was unable to contact Mr. Clare. He stated neither Joe Mentor nor Reid Realty were interested in sharing the cost of putting in a sewer line in that area. He suggested that if the outside utility agreement is approved, that McDonald's be authorized to tak~--the sewage across Kitsap Way and into the sewer behind Sambo's. Commissioner Swanson stated this would be very costly for them to hook into that sewer behind Sambo's. Mr. Root explained that the County has already approved installation of a septic tank and drain field. Mayor Jarstad stated that McDonald's has a choice to make. He stated he feels that if McDonald's is willing to pay for installation of a sewer line, the City should accept the outside utility agreement.
