uniformly. Motion carried unanimously.
LEAVE CARRY-OVER - Larry B. Rankin

disability leave on his particular shift.
Motion by Mayor Jarstad and Commissioner Swanson to approve 48 hours leave carry-

Superintendent and call for bids for Three-Pole Electrical System as stated above,
to be paid by the Parks Dept. Under discussion: Mayor Jarstad stated that further
into the budget year, an appropriation would be made if necessary. Motion carried
unanimously.
WATER BILLS
Pete Davies, City Treasurer, summarized current billing cycles and the cycles as
proposed with a 30-day delinquency date. He explained the difficulties in changing
to a 30-day billing cycle because of the computer billing system. He stated that
when there is a delinquent bill, it goes out with the next month's bill; but with
the 30-day system, it would have to go out as a separate bill which would be an
additional cost. He stated further that now there is more than 15 days before it
is deemed delinquent; that it is at least 21 days now.
Considerable discussion followed regarding the billing cycles and Commissioner
Swanson stated that of the 15 cities he has contacted, none of them charge a delinquent
fee after only 15 days. Commissioner Stewart stated that Seattle has over 50% of
their accounts that are delinquent and Bremerton has only 15%. Mayor Jarstad thanked
Mr. Davies for his presentation. Commissioner Swanson stated he does not think it
would be that difficult to reprogram the computer to a 30-day billing cycle; that
the City should not form policy around what the computer can and cannot do. He
stated he is concerned about the City becoming enslaved by a computer. Mayor Jarstad
stated he would like to discuss this further with Mr. Davies before making a decision.
PUBLIC RECOGNITION
Craig Wright, 4024 NW Country Lane, asked if Chester would be opened through Olympic
College next Monday. Mayor Jarstad stated that Chester would be open for approximately
a month to allow traffic to use Chester instead of Warren during the construction on
Warren Ave. for fifth laning. He stated there will be a flagman to direct traffic.
Mr. Wright asked if the streets through Olympic College would be opened indefinitely
at a later date and Mayor Jarstad stated the City Council has tried to establish a
by-pass around Olympic College and that has not proceeded as fast as the City feels
it should. He stated the City is working very hard to take care of the college's

problems and also the problems of traffic on Warren Ave. Mr. Wright stated there
is a great possibility that there will be more serious accidents because of the
opening of Chester than there are on Warren Ave. now. He stated it will be very
difficult for the handicapped students. Commissioner Swanson stated that there are
many campuses in the State of Washington with streets going through them and he
has found the handicapped persons are quite proficient in navigating some pretty
hazardous situations. He stated that the college generates just as much traffic
as PSNS and they have a responsibility to absorb some of the costs of maintaining
that area; that the college creates part of the problem the City is trying to
alleviate. Mayor Jarstad stated that Chester is a wide street and the traffic on
Warren Ave. will ultimately demand an alternative route. Patty Triggs discussed
the handicapped students and stated there was not enough notification given about
opening Chester; that she did not have time to notify all the handica'pped students.
Mayor Jarstad explained that the opening of Chester was delayed until Monday in
order that everyone could be notified.

Motion by Mayor Jarstad and Commissioner Swanson to hold hearings in order listed

1979, which stated they wish to submit an application on behalf of the City to
replat portions of the Ivy Green Cemetery, Ivy Green Perpetual Care #2 and Charleston
Cemeteries; that this replatting will increase the number of lots available. The
memo stated that currently the best use of the land within the cemetery is not
being used by the present configuration of lots and blocks.
Ken Attebery, Planning Director, stated the replat was brought to the attention
of the Planning Dept. through the Engineering Dept. and this replat falls under
a 1903 act which requires City Council approval.
Bob Frisbie, Asst. City Engineer, stated the replat is essentially a renumbering
process; that no graves will be disturbed. He stated it will add more lots, but
will not add more property to the cemetery.
Motion by Mayor Jarstad and Commissioner Swanson to approve proposed replat of
Ivy Green Cemetery, carried unanimously.
Meeting recessed from 10:40 A.M. until 10:55 A.M.

and 3 against. She then read letter from Collin McGraw, dated Jan. 13, 1980, in
opposition to the rezone.
Ken Attebery, Planning Director, stated the proposal is located just west of the
lower portion of the Sheridan Plaza; that the intent of the applicant is to develop
an additional 17-car parking facility which could be limited to employee use only.
He stated the level of this lot is approximately 7 ft. lower than the parking lot
at Sheridan Plaza; that there could be a driveway connecting the two lots, but it
may be impractical because of the slope.
No one was present to speak for the rezone.
OPPONENTS:
Ken Gregnor, 2903 Eagle Ave., stated that Mr. Brown should have to follow the
ordinance which approved the original rezone that there would be no access on
Eagle or 29th.
Motion by Mayor Jarstad and Commissioner Stewart to follow recommendation of the
Planning Commission and deny rezone request. Under discussion: Mayor Jarstad
stated he appreciates the overall design of the Sheridan Plaza. Motion carried
unanimously.

Pak 5 which is due for Feb. delivery. Discussion was held regarding the emergency
appropriation and Commissioner Stewart stated there will probably be more appropria-
tions and they should all be done at the same time. He suggested forwarding the

to have reduced rates?" Commissioner Stewart stated he would send it out.
