· ORDINANCE - FIRST READING - REGULATING SALE AND DISTRIBUTION
OF MALT LIQUOR
Clerk read, first reading, "AN ORDINANCE of the City of Bremerton
regulating the sale and distribution of malt liquor." The
following individuals appeared before the City Council at the
invitation of Council~
- Mr. Jake Miller, Executive Secretary, Washington State
Tavern Owners Assoc., 17520 15th NE, Seattle, also Legal
Counsel for Association
- Mr. Harry James, 2708 Perry, Bremerton
- Mr. John Jennings, Jennings Corp., P.O. Box 4117, Bremerton.
- Other attendees were not identified.
It was the concensus of the group that (1) this Ordinance was
a discrimatory measure against the tavern owner; (2) there was
much paperwork involved since they are required to do most of
the paperwork already; (3) they did not feel this will solve
the problem of teenage abuse of alcohol. Questions were raised
as to (1) how do you set up a system for identifying kegs since
some breweries do not have ID numbers on their kegs; (2) how do
you keep numbers on the kegs from being obliterated; (3) who
supplys keg stickers; and (4) who will affix stickers.

o ORDINANCE - FIRST READING - REGULATING SALE AND
DISTRIBUTION OF MALT LIQUOR (continued)
Discussion by Mayor Jarstad and Commissioner Swanson followed.
It was agreed that something is needed to curtail teenage abuse
of alcohol, but that this Ordinance may not do that. They felt
the State Liquor Board should become involved. Mayor Jarstad
would recommend to the State Liquor Board that if they want an
Ordinance of this type, it should be done on a state-wide basis.
Because there has been no favorable comments regarding how viable
this Ordinance would be, Commissioner Swanson recommended we
neither reject or take action on this Ordinance until we have
had a hearing involving police agencies, the State Liquor Board,
concerned neighborhood groups, and the tavern owners. This
hearing will be held Tuesday, November 18, 10:30 a.m., at the
regular City Commissioners Meeting in the Council Chambers at
City Hall.
· RECOMMENDATION FOR NEW BLOCK GRANT
APPLICATION PROJECTS
Clerk read a memo dated 10/27/80 from the Planning Dept. stating
the City has the opportunity to apply for either a Single Purpose
Block Grant or a Comprehensive Community Development Block Grant.
The Single Purpose Block Grant addresses and corrects a specific
community development need and should be able to be completed
within 2 years at a cost of no more than $600,000.
The Planning Dept. has reviewed the application guidelines and
the many projects recommended by the public and in-house depart-
ments, and has been in close touch with Pete Steele, HUD repre-
sentative to Bremerton. Because of the number and nature of
the Comprehensive Community Development Block Grants applications
that are estimated to be submitted to HUD for funding and that
Bremerton's most urgent needs center around housing assistance
including rental assistance and rental rehabilitation, the Planning
Dept. recommends that the City submit a Single Purpose Housing
Rehabilitation application for $600,000.
This grant would target the southern half of both the Smith
and Charleston/National neighborhood where significant housing
needs remain and would provide (a) housing rehabilitation loans
for owner- and renter-occupied housing units; (b) a minimum
property maintenance program; and (c) assist the Kitsap County
Housing Referral program.
Colleen Donley requested that the City Council authorize the
Planning Dept. to develop the Block Grant pre-application for
these activities. A public hearing will be scheduled for either
November 12 or 13.
Motion by Mayor Jarstad and Commissioner Swanson to have the
Planning Dept. set the date and submit a pre-application to HUD,
carried unanimously.
