(Clean Air Agency)and Washington Department of Labor and Industries(L&I)regulations
require an asbestos survey be performed to determine whether there are asbestos-
containing materials in the work area or structure. The asbestos survey must be
conducted by and EPA-certified (AHERA)building inspector(except renovation or owner-

10. (DCD-02) DCD:Validity of permit.The issuance or granting of a permit shall not be construed to be a

The 675-gallon underground oil tank is located on the south side of the
building.Tank contains 80 gallons of oil and no water.There are no signs of
ground contamination in surrounding area.Tank is to be pumped,stabilized,and
filled with concrete slurry. Fill pipe and vent pipe will be removed below grade
level.
Work performed: 07-09-08
Tank was pumped and all material removed for proper disposal.Tank was
then stabilized,and filled with concrete slurry.Fill pipe and Vent pipe were
removed below grade level.
Conclusion:
Yank was decommissioned as proposed. Area should not be a future
hazard.All work was performed per current regulations as required by WAC 51-,.
34-6106 and fire code 7902.1.7 pertaining to Abandonment of home heating oil
tanks.Property owner should Main a copy of this report for fig=reference.

Attorney Olsen stated that at the October Planning Commission meetin?
,he gave the opinion that if the proposed parking lot.was,.used exclusively
'for the Knights of Columbus use there would be no objection legally to
use of the lot.

Attorney Leonard Costello representing the Knights o~ Columbus stated
he had no objections to limiting ~he use of the parking lot to. the
Knights of Columbus and felt that with that type of use a Special
Use Permit would not be required according to Section 707 of the
Zoning Ordinance.
Attorney Olsen agreed a Special Use Permit would not be necessary
If the lot is used exclusively by the Knights of Columbus.
Old Business cont.After brief discussion among the members of the Planning Commission
Knights of It was agreed a Special Use Permit would not be required.
Columbus
Attorney Leonard Costello stated the Variance in the Front Yard
Setback would still be needed to provide two extra spaces. He
stressed the need for parking spaces as there are 300 members of
the Knights of Columbus and the proposed lot would help ease the
on street parking,
Bill Arne said he was concerned about use of the proposed parking
lot for commercial purposes if the lot next to the Knights of
Columbus Is full. Attorney Olsen stated that would have to do
with the enforcement of exclusive use.
Chairman Ryan expressed hjs concern regarding landscaping and screening.
Ken Attebery stated screening and landscaping are a requirement in
the Zoning Ordinance,
Speaking against the proposal was Mr, Donald Gulberg, 8904 Kitsap
Way, He stated he owns lot 4 of Block 7 which Is located in
between the Knights of Columbus building and the proposed parking
lot. He said his fence was destroyed recently when some blacktopping
was done on the Knights of Columbus lot. He added there is a
water drainage proplem on his lot due to the Knights of Columbus
par~ing lots and requested adequate drains be installed.
In rebuttal Attorney Costello stated the proposed parking lot should
help ease the parking problem in the area and noted his clients will
comply with all engineering and building requirements,
Bill Amo stated he had not heard any true objection to the proposed
parking lot and it was suggested that any problems regarding drainage
should be handled through the Building.
Motion was made by Mr. Helms, seconded by Mr. Amo TO GRANT THE VARIANCE
IN THE FRONT YARD SETBACK WITH THE STIPULATION THAT~COMPLIANCE WITH
BUILDING AND ENGINEERING CODES IS MET. Mr. Helms suggested Mr. Gulberg
appoint himself as a one man committee to keep an eye on the bui lding
of the lot. Carmen Kei 1 stated she felt the parking lot would be to
everyone's benefit and ease off street parking. Motion carried unanimously,

After a duly and regularly held hearing on November 15, 1977, after careful
consideration of all material included in the file and presented at the hearings
on said applications, the City of Bremerton Planning Commission finds the following
facts:
FINDINGS OF FACT
1. The proposal is to provide additional parking to accommodate the expansion
of the Knights of Columbus building on the southeast corner of Burwell
and Montgomery. The expansion of the building includes increased second
floor club activity space and expansion of the first floor for additional
leasable office space.
2. The site is two lots, approx. 60' ~ 99.171, located on the east side of
Montgomery, 120 ft. south of B9rwell. The lots are separated from the main
, Knights of Columbus building site by a single 30 foot lot which is occupied
'by residential structures under ownership of another individual.
3. The lots are zoned R-2 and have been graded and covered with crushed rock
and are being used as accessory parking for the Knights of Columbus building.
4. Surrounding Land Use and Zoning:
North: Parcel immediately north is zoned R-2, occupied by 2 residential
structures. To the north beyond that is the Knights of Columbus building
site with associated parking which is zoned business within 60 feet of
Burwell and the remaining southern portion is zoned R-2.
South: R-2, residential.
East: Across Montgomery R-2, residential.
West Across alley, R-1, residential.
5. The Comprehensive Plan shows medium to high density residential, 7-30 units
per acre.
6. Parking areas are permitted in the R-2 district by Special Use Permit lSec. 718)
for accessory lots for Commercial or Industrial Parking. It was the opinion
of Asst. City Attorney Andrew Olsen that accessory parking is allowed in
and R-2 zone without a Special Use Permit being required if the use is
exclusively for the establ ishment requesting the accessory use. (Sec. 707).
7. Section 718 of Zoning Ord. prohibits parking in the front yard setback.
Front yard setback in R-2 district is 15 feet. Plans indicate the parking
area to come ~ithin 6 ft. of front property 1 ine.
8. Department Reviews:
Fire Dept. - No objections..
Pol ice-Traffic - No objections.
Engineering - Vehicles using stalls 111" & "15" would have to back across
the sidewalk area in order to exit these spaces. This is hazardous and
should not be allowed. It might be better to ingress from the alley and to
have the egress on Montgomery. No objection to variance on Front Yard
Setback on Lots 5 & 6 as long as no backing movement acaoss sidewalk is incurred.
