180 days from the date of such permit, or if this building or work authorized by such permit is suspended or
abandoned at any time after the work is commenced for a period of 180 days.
NOTICE - It is the responsibility of the permit holder, not the City of Bremerton or Building Official to see
to it that required inspections are made. The permit holder must notify the Building Official when ready for
inspections. Failure of the permit holder to notify the Building Official of required inspections may result
in the stoppage of the work until such time that the permit holder can substantiate to the building official
that the concealed work meets or exceeds code requirements. AllY demolition, testing, or financial burden shall
be borne directly by the permit holder. Failure to substantiate code requirements will indemnify the City
against any and all responsibility or liability connected with the construction.

Disclosing Reeords and OoCuments
. , The City of Bremerton is required by the Washington State Public Disclosure Act RCW 42.17 to allow
the general public to inspect and/or copy certain documents during normal business hours Monday through
Friday. A fee for providing copies may be charged. '
In general, most of the information processed and retained by the City, such as ordinances, resolutions,
contracts, studies, reports, policies and procedures, and correspondence fall in the category of "public"
information and thus must be disclo~ed.under the 'law. Certain information is exempt from disclosure (RCW
42.17.310), including but not limited to:
1. Personal information in files maiAtained for employees, appointees, volunteers, or elected
officials and such other personal information which would constitute an invasion of privacy,
including, but not limited to, 'residential addresses and telephone numbers, employment
applications, and employment tests.' "
2. Preliminary drafts, notes, recommendations and departmental memoranda in which, opinions are
expressed or policies formulated or recommended in connection with any Department action,
except when publicly cited. '
3. COrltents of any real estate appraisals made for or by the Department relative to the ,acquisition
, or sale of property by the Department are exempt until three years after the date of the appraisal
or until sale is abandonecj or property sold.. '
4. ' Valuable designs, drawings, research data, etc., obtained within five years of the request for
disclosure, when disclosing would provide private gain and publiC loss.,
5. Records relevant toa controversy to which the Department is a party but which records would
not be available ~o anott1er party under the rules of pretrial discovery for causes pending in the
superior courts. '
6. Usts of individuals (e.g., customer lists) requested for comm~rcial purposes.
7. Proprietary design informatioh provided by equipment suppliers or consultants.
8. Financial or commercial information supplied ,by businesses or individuals in application for
economic development loans or program services.
9. The residential addresses and phone numbers of utility customers.
10. Taxpayer assessment and/or collection information except as necessary for civil or criminal
judicial or administrative proceedings.
Questions about the State Public Disclosure Law shall be referred to the Legal Department for final
determination. The Public Di~closure Law requires that requests for access to records be responded to
within five days.

1.0 INTRODUCTION
This letter presents our Final Geotechnical Inspection Report for the Stral.ey-Burwell Fuel Site
No. 370497 being constructed at the northeast corner of Burwell Street and Montgomery Avenue
in Bremerton, Washington. Kleinfelder has been providing geotechnical construction monitoring
services at this site since July 14, 1998. Our services on this project were requested by Mr. Jiin
Harrison of Bush, Roed & Hitchings, Inc., project engineers. Our services have been completed in
accordance with our March 21, and March 27,1998 Engineering Services Agreements, which
were signed by Mr. Dean Straley, property owner, on April 2, and April 24, 1998.
2.0 BACKGROUND INFORMATION
Our current construction monitoring services continues our geotechnical services on this project,
which included our July 9, 1997 report entitled "Geotechnical Engineering Services, Proposed
Straley-Burwell Fuel Site, #370497, Bremerton, Washington."
Initial plans for the 2.5 acre site includes construction of a 4,200 square-foot (SF) Texaco Service
Station with a fueling island, a 2,500 SF fast food restaurant, a 1,800 SF car wash, and a 1,800 SF
self service car wash facility, all surrounded by asphalt-concrete paved parking areas and drive
lanes.

about 1,000 CY of structural fill alone being placed within a roughly 10-foot deep by 50-foot-
square old underground storage tank excavation. The overall area where most of the structural fill
was placed is at the southeast portion of the site and measured about 90 linear feet by 170 linear
feet and varied from about 4 to 10 feet deep.
3.0 SCOPE OF SERVICES
The purpose of our services is to monitor the geotechnical aspects of site development, primarily
those aspects dealing with the placement of fill within the area described above. Our services
mostly dealt with mo:nitoring of fill placement, and on-site testing of fill compaction. We also
provided geotechnical recommendations relative to the inclination of cut slopes along the east
property line. Our services on this current portion of the project specifically included:
1. Evaluation of the quality and placement of imported backfill material to assess compliance
with Kleinfelder's Geotechnical Engineering Services report dated July 9, 1997.
2. Evaluation of proposed cut slope inclinations along the east side of the property to assess
whether the proposed cut slopes would be stable. Our services to evaluate proposed cut
slopes were summarized in a July 2, 1998 facsimile letter to Mr. Jim Harrison of Bush, Roed
& Hitchings.
3. Collection of a number of soil samples and performance of several on-site "one-point"
compaction curves based on a modification of ASTM D-1557 methods to determine the
maximum dry density of the fill being placed. The variability of the fill required that several
on-site curves be developed.
4. Performance of numerous moisture-density tests in the compacted, imported backfill using a
nuclear moisture-density gauge to evaluate whether the required degree of compaction had
been achieved in accordance with the recommendations in our July 9, 1997 report and
subsequent field recorrimendations.

4.0 SUMMARY OF OBSERVATIONS AND COMPACTION TESTS
Kleinfelder field engineers visited the Straley-Burwell site on four occasions to monitor and test
backfill. Our site visits were completed on July 14, July 16, July 17, and July 20, 1998. Our site
visit observations and compaction test results are summarized in the attached copies of our field
reports for these days.
Compaction tests of the fill taken during the initial visit showed that the first lifts of fill were not
being compacted to 95 percent of maximum dry density, as recommended in our July 9, 1997
report. However, Kleinfelder's field engineer assisted the earthwork crews by giving
recommendations on how to improve compactive efforts and improve the placement of the fill.
The initial areas of below-specification fill were recompacted to a dense, non-yielding condition
consistent with our' recommendations and project specifications. Subsequent tests taken
throughout the backfilling operations, as monitored and tested by Kleinfelder on the dates noted
above, showed 95 percent or better compaction was being achieved.

5.0 OPINION
Based on our monitoring and testing of the backfill as described above, and summarized in the
attached field reports, it is our opinion that the backfill in the areas described above has ,been
placed and compacted in accordance with the recommendations contained in our July 9, 1997
Geotechnical Engineering Services report for the site. Furthermore, it is our opinion that the
backfill has been placed and compacted in general conformance with the City of Bremerton-
approved project plans and specifications.
