3-4 years ago it came to their attention there was a movement regarding
2375 housing authorities in the State of Washington, for a change. He
stated this ordinance has been adopted by all smaller cities
county with the exception of Bremerton. The smaller cities will receive
benefits from this joint venture as well as Bremerton in the area of
competition for Block Grant funds. He cited the State of Oregon
where the city officials are also the officials for the housing authority.
He stressed this ordinance should be adopted by the city before the
first of the year, pending a legal opinion from Mr. Moser of HUD to see
if it can be done and revoked if it is not legal. He expressed the
need for improved productivity and communication.
Commissioner Swanson questioned who retains the ownership of real property
involved once the debt obligations are met, does it go to the county
Tape or revert to the city. Mr. Mahan felt the property belonged to the
237 Housing Authority, not to the City.
Side 2

owners. She stated they have over the years developed a private fund and

county rather than the City. Mr. Mahan stated this will not affect
Block Grant monies.

project and was concerned about the question of asset ownership being

and expressed concern about the tax money Bremerton now receives from
this. He discussed the current Board and their advocacy for low income
