SUMMARY: Sealed bids for construction of the project titled "Pacific Avenue Bas~ CSO
Reduction Storm Sewer Line - Phase 1" were opened on December 21,2005. The engineer's' estimate
for construction of the project is $240,000. Four bids were received for this project. William
Dickson Co~ was the lowest responsive, responsible bidder with a.bid of $291,504.40 (including sales
tax). This contract will not be awarded until the subject.property is transferred to the City of
Bremerton by the Navy and the EP A has reviewed and approved the lowest responsive, responsible
bidder.

FISCAL IMPACTS (Include Budgeted Amount): The proJect is funded'by a STAG Grant, a PWTF
Loan, and two SRF Loans. The 2006 budget for this project is $805,000.

RECOMMENDED MOTION: Move to award a contract in the amount of$ 291,504.40 (including
sales tax) with William Dickson Ce;>. for constrUction ofthe project titled "Pacific Avenue Basin CSO
Reduction Storm' Sewer Line - Phase 1" and authorize the Mayor to finalize and execute the necessary
contract documents for construction subject to transfer of the subject property and EPA approval.
