'Motion by Commissioners Stewart and Swanson to approve the malpraclc~nsurance coverage at an annual rate of $73.00 each for the seven paramedics, carried unanimously. JUNTILA EASEMENT REQUEST Clerk stated that in July a request had been received from Mr. & Mrs. Mark Juntila for an easement across the city-owned Third Avenue property for access to their property. This request has been investigated and a recommendation received from Mr. C. Moore, Water Superintendent. It was his recommendation that should an easement be granted through the Third Avenue property, the City will stand to lose $15,000 worth of assets. The timber on this land has been appraised at this value and will be ruined if a road easement is granted. It was felt that in the best interests of the City, that this easement request should be denied. Motion by Commissioners Stewart and Swanson to deny the request for an easement on this recommendation, carried unanimously. After motion had been made, Mr. & Mrs. Juntila entered the Chambers and Mayor Pro-Tem Bob Stewart asked if they would like to address this request and the Clerk re-read the recommendation and the motion as it concerned their request. Mr. Mark Juntila, 1120 SW Harper Road, stated they were interested in obtaining an easement through the property for access to their property; that the other possible access was from Charleston Beach Road, below their property, and it would be too steep to be used. He stated he was aware that Sunn Fjord Condos had been given an easement through this same property and they were asking for equal treatment. Mrs. Kathleen Juntila, asked if the City had plans to log the property or leave it as a greenbelt buffer zone, and what would the value of the property be. Mr. Chuck Moore, Water Superintendent, s~ated the plans were to leave the trees for another 10-15 years and that the value of the land/timber now, was $15,000. He further asked if they could reach their property be using the Sunn Fjord easement road. It was his recommendation that this piece of land be retained as is because of the value of the timber. Mr. R. Barbarachea, 1156 Harper Road, stated he would like to see equal treatment for the Juntilas as had been given to the Sunn Fjord. Commissioner Swanson stated that the area where the Sunn Fjord Condos had been granted an easement was on the far side of the piece of property in question, at the narrowest boundary and there was not a substantial loss. Commissioner Stewart stated that to issue an easement through the prop- erty would affect the value of the city-owned land and he felt we should 1157 stay with the recommendations of Mr. Moore. It was suggested that if the Juntilas and the one other remaining property owner next to them, would be interested in purchasing the land from the City, that they could again bring this before council.
