REQUEST FOR BID CALL- ELECTRONIC UTILITY METER RECORDERS
Clerk read memo from C. Moore, Water Superintendent, requesting
council approval for bid call for Hand Held Electronic Meter Reading
Recorders. The new system proposed would provide a means to record and
check meter readings in the field and transmit readings directly to the

It was felt that the need for check reads would virtually diminish and
the step of keypunchin~ data into the Central Computer would be
eliminated. Commissioner Swanson stated that this is highly sophisticated
equipment and would be an upgrade to the system.
(786) Mary Lou Long, questioned the council regarding water charges based on
a minimum flat rate as compared to "actual" readings and charges. It
was explained that a minimum rate was necessary to be levied on all
customers as this fee was also used for sewer line maintenances, etc.

COMMISSIONERS' REPORTS
Commissioner Stewart stated he had reported an unsafe and dangerous
building on So. Callow to the Fire and Building Departments.
City Attorney Terry McCluskey addressed the council regarding the
appeal hearing on the Pearl Sauna business license revocation to be
held on Wednesday, September 9, 1981. He felt that it might be a
conflict for the City'to have the City Attorney's representing the
Police Department who issued the report regarding the alleged viola-
tion and to represent the City Commissioners who will be hearing the
appeal. He stated that he had been notified by the Petitioner's
attorney of his intentions to pursue this matter as far as possible
in court and it was the recommendation of the City Attorney to have
the City retain the services of Dick Peterson of Soriano and Soriano,
for a fee of $60.00 per hour, estimating approximately five hours time
for this case. He stated the City Attorneys would then be able to act
in an advisory capacity to the City Commissioners in the hearing. He
felt since the City would be sitting in an quasi-judicial body, it
would give them stronger and impartial representation for this hear-
ing as well as any future hearings. Motion by Mayor Jarstad and
Commissioner Swanson to accept the recommendation of the City Attorney
to retain Mr. Dick Peterson of Soriano and Soriano for representation
at this hearing, at a fee of $60.00 per hour, carried unanimously.
