AUGUST 7, 1981
Special meeting of the City'Commissioners of the City of Bremerton,
Washington, was held in the Council Chambers at City Hall, 239 Fourth
Street, on Friday, August 7, 1981 at 1:00 P.M. with Mayor Glen Jarstad
presiding. Also present were Commissioner Bob Stewart, City Attorney
Terry McCluskey, and City Clerk Kathleen Mandio.. Commissioner Tom
Swanson was not present at this hearing as he previously had stated
he lives in the area.
SHORELINE ~NAGEMENT HEARING - ROBERT GREEN
Clerk stated that this hearing had been posted and advertised according
to requirements and read letters received from Mrs. Violet Dale,
Mr. & Mrs. Robert Baker; Mr. Fred Fretwell; Mr. J. Linder and Mr. N.
Walton who were all in opposition of the shoreline variance request.
Mr. Ken Attebery, Planning Director stated the request was for a
Shoreline Management Substantial Development Permit and Shoreline
Setback Variance for the purpose to construct four single-family attached
dwellings in two 2-unit structures on property located approximately
2442 Snyder Avenue between east side of Snyder and the Port Washington
Narrows. The request for setback was to build within 15 feet of high
water rather than 25 feet, on the north side of the property. It was
the recommendation of the Planning Department that the variance .could
be granted with adherance to certain recommendations, which were listed
in their report.
Mr. Bob Green, 3702 Cattier Drive N.W., petitioner, stated that this
request is for the recommended usage of the property and that the usage
complies with Bremerton ordinances and that it was their intention to
comply with all regulations required.
Mr. N. Walton, 2518 N. Wycoff, stated he does not feel there is a
bulkhead, but just a landfill of dumped rocks. He also stated he felt
the applicant should have gone to the Army Corp of Engineers for a
permit first before coming to council. Mr. Walton was informed that the
procedure was first to obtain local permission then go to the Corp for.
a permit.
Mr. Gordon Stenerson, 2441 Snyder Avenue, expressed his concern over
~ving the property surveyed.
Mrs. Violet Dale, stated she did not feel that the bulkhead was indeed
a bulkhead but just a pile of dumped rocks. She stated the property
was not big enough in the 50's to build on it, as it did not have a
bulkhead.
Mr. A1 Fretwell, 2431 Snyder, stated to him it was a landfill and not
a bulkhead.
Mary Lou Long, 2433 Phinney Bay Drive, stated she had been on the property
in question and did not feel it had sufficient size to support two
structures as proposed, and that there would have to be some landfill.
Mr. Robert Baker, 2424 Snyder, stated there never had been a bulkhead.
At various times throughout the hearing both Mr. and Mrs. Green stated
that the comments being made did not pertain to this particular hearing
and requested that they not be allowed.
Commissioner Stewart stated he was not approving the request as the
site plan presented did not meet the lot widthl coverage require-
ments. Mr. Attebery stated that the requirements could be written
into the ordinance.

SHORELINE MANAGEMENT HEARING - ROBERT GREEN
Mr. Bob Green stated that the Shoreline Plan was drawn up in 1977
and since that time they have found there to be a lot of problems
with it and understands that the Planning Department will revise
it in the future. He cited the county requirements for building
on shoreline property and compared them to the city requirements.
The Green's stated they felt they have had to submit much more in
the way of plans, etc., than any other person requesting a shore-
line permit.

[de 1 Commissioner Stewart stated he did not understand what portion of
]07 the land they were to be considering for use purposes and City Attorney
McCluskey stated that all the land is to be considered, the actual
legal description of the land, Qhether or not it at 'times was covered
by water did not matter. Commissioner Stewart again stated he did not
like the site plan as presented as it exceeded lot width requirements
and wanted to see a final plan before he would make a recommendation.
Motion by Mayor Jarstad and Commissioner S~ewart to continue the
hearing for not more than 60 days until the council can be presented
with a more reflective site plan showing the requirements of the
Shoreline Development permit to include the lot width of both lots,
wet or dry lands, carried unanimously.
Meeting adjourned at 3:40 P.M.
