WASHINGTON TIMBERLAND MANAGEMENT REPORT Mr. Gary Hanson, President, Washington Timberland Management Inc0, presented a report on the use and management of the timber on the City of BremertO~water shed land. He stated the City was handling the land very wisely. lie stated the City does not have a long term written plan, ~578) and urged that one be prepared for the forester and water department for reference~ that it be a flexible plan containing the goals and objectives for use of the land. He stated that there was an over-all marked improve- ment in the land management since 1978. Consissioner Stewart asked if anything had been done to affect the quality of the water and was assured nothing had changed the quality of the water. He also asked about the long term yield of timber in (956) relation to a sustained revenue. Commissioner Swanson asked for some input regarding clear cutting of soft woods. It was stressed to put land back into production as soon as possible with good re-forestation practices. City Conunissioners Meeting July 14~ 1981 Page Two 9:30 A.M. - PUBLIC RECOGNITION Mr. John Olson, Manager, BCT, stated in response to the request of the Council some weeks ago, he would like to give his recoF~mendations for changes based on the information submitted by the Burco Research report. A recommendation of change was made for the Saturday A.M. schedule, starting the runs at 6:45 a.m., using one bus for five runs, saving 65 man hours and 2'700 miles per year. If this is implemented, handouts will be supplied to bus users for at least two weeks prior to the change. Commissioner Stewart said he felt changes should be made but will wait for next week to make a decision in case the public would like to give some input. He also felt some changes should be made on the Trenton- Perry-Wheaton Way run. He complimented the report from Burco Research. Mayor Jarstad expressed his concern with the express route proposed in the area of turnouts on Wheaton Way, sidewalk markings, bus shelters and traffic conditions, beyond Hal's Corner. Mr. Kurt Lichtenberg, Attorney representing the Briarcliff, stated he was reque'sting Council to reconsider their decision of last week re- ~00 voking the business license for dancing and entertainment. He did not feel his clients who had been owners for only 3 months should be penalized for the mistakes of the previous owners. The loss of revenue to theIn over the past weekend amounted to over $1500. He stated that Monday night. Mr. Walt Alloway, Compliance Officer for the City and Mr. Jeff Knutsen of the Briarcliff had taken noise level readings and they were compatibl.e at 85 dcb or less, the music was of a rock and roll nature on a tape player. He was requesting a re-issuance of the business license with contingency of hourly readings of the noise level, not to exceed 85 dcb, which he was sure they could maintain since their change over to soft music. He requested Council to make a decision today on this request to re-issue the license with contingencies, as Wednesday was a scheduled court hearing on this matter. Mr. Walt Alloway, Compliance Officer, stated the testing last night was not done to live music, but by tape. similar in nature to what had previously been allowed, the dcb range inside and out at various locations, ranged from 42 - 85 dcb. When questioned by the Commissioners, he stated he had been at the location over the past 2-3 years approximately 6-7 times, usually between 11:30 P.M. and 1:30 A.M. for a total of 705 approximately 16-20 hours. This was his first visit since April 1981. City Attorney Terry McCluskey stated that the council could make a decision, with restrictions on the license. Com~missioner Stewart stated this has gone on for two years now and wants to support the homeowners in the area. Commissioner Swanson felt the noise problem was to have been worked out between the Briarcliff and the neighborhood. Mayor Jarstad stated one of the problems we have to face up to is that this situation is not uhique at the Briarcliff, just the owners. We a141 have had a sound specialist in and made recommendations to the Council regarding soundproofing and felt we had been rather patient in this matter. He feels we made a decision last week after public hearing and would stand on it at this time. City Comm~issioners Meeting July 14, 1981 Page Three 10:25 - 10:35 A.M. Change in Land Use Restrictions Clerk stated that this request had been posted and advertised by law. Mr. Ken Attebery gave background information relating to this request. Mr. Dave Krick, 3244 Olympus Drive, stated he would like to have some time to work with the architect to present a different site plan as he had talked to a Mr. Moore about moving a garage at the rear of the property, thus allowing him more land to work with and the optio~ of presenting a better plan. Mr. Kenn Attebery, stated the property was Chelsea Plat on Rickey Road at intersection of E. 29th and the purpose of the request was to allow duplex structures to be built on 8 lots in Chelsea Plat, rather than the original request for 8 single family dwellings. He stated that the Planning Conunission had recommended denial and the Planning Department had recomh~ended approval with some modified conditions. Mr. Dave Jewell, developer of Chelsea Plat, said he was here to ask for amendment to original request due to changes within the area of his land citing the many duplexes and multi family dwellings in the area and that it was financially appropriate to go with multi family residences. Tape 2~3 ~ Side 1 is on Side No. 2 0003 City Commissioners Meeting July 14, 1981 Page Four DAVE JEWELL HEARING CONTINUED: Mr. John Ross, 307 E. 29th, stated he read in the Bremerton Sun to make Rickey Road one way due to density and convenience, and felt to keep consistent, replat should be denied. Mr. Vernon Bouton, 2960 Rickey Road, stated he owned property to the north, stated he was concerned about the drop in value to his property by all the duplexes going into the area. tie also asked that Mr. jewell consider some of the alternate proposals recommended for the land use, and that this request should be denied. Mr. A1 Fox, 2821 Pine Road, lives adjacent to this property. He was concerned ~bout storm water as well as the parking situation, and feels it should be denied. Mary__Lou Long, 2433 E. Phinney Bay Drive, stated once again we have problems with zoning and wanted an updated zoning map to eliminate spot zoning. City Attorney McCluskey advised ~rs. Long to restrict her comments to this particular rezone request. She stated she felt the neighborhood should have some right in choice of development and ~eels thi~ proposal is detrimental to the area. A resident of 295 E. 29th stated he had objection to this request, stating the quality of the neighborhood should be preserved. He felt it should go back to the Planning Commission for their review as well. (595) Mayor Jarstad and Commissioner Swanson directed questions to Ken Attebery regardin~ the size of the lots and the original.rezone request, and the alkernatives. Dave Jewell, stated there was economics involved in land development. F~els parking can be handled due to larger lot size than what is re- quired and that he has an alternative to short plat this property and (680) can still go ahead and have duplexes on it. Coxr~nissioner Swanson stated we had heard testimony that multi family dwellings pu~l down property value for the area, he was not sure that duplexes were that harmful if they were of a high quality.
