They stated their plan was to create a temporary employee parking area until such time they were able to purchase adjacent property and develop a permanent larger parking area. They felt that the excessive landscaping require- ments, bicycle rack, water detention system, solid fencing, center street cubing, and curb cut on Burwell would cost approximately $10,000 and would have to all be redone at a later date. Mr. Frederick Salmela, Director of the Credit Union, stated this was.only a temporary park'i'~g arrangement for Credit Union employees, and they did not wish to have a Burwell Avenue access due to traffic and accessability to others wishing to park there; they have first option to by adjacent property for expansion of parking and would consider all conditions to be applied at the time they request a permanent parking rezone. Commissioner Swanson felt that one of the things the Council might do is allow the rezone and try it this way for sometime, and see how the access/egress into the alley works out, with reports from Traffic, (2354) Engineering and Planning. Also the storm water detention situation must be solved within five years or when the lot is developed. Ms. Ladora Cooley, Manager of Credit Union, stated they had obtained ~es for requirements and it would run $10 - $12,000 just for a temporary situation and it would not be cost effective to them when they would possibly be making a change within 1-2 years time. City Commissioners Meeting June 16, 1981 Page Five HEARING CONTINUED: Motion by Mayor Jarstad and Commissioner Swanson to approve the request for rezone ~ith the following general conditions, the termin- ology to be worked out between Mr. Attebery and the City Attorney, carried unanimously: 1. Credit Union employees parking exclusively as shown on site plan. 2. Screening along residence side and on Burwell Avenue. 3. City Council would have the authority to reconvene hearing if access becomes problem, as determined by Police Traffic and Engineering. 4. If residence to the east is obtained, it will come through Council for rezone, the whole portion would be reviewed for access, screening, landscaping, storm water control system. 5. Within five years of when the parking lot is re-developed to include the residence to the east, whichever comes first, storm water retention system should be installed. Frank Cooper, proposed developer of the property, addressed the Council r'~garding the bulk size of the building, parking and density, stating it had already been approved for the six units, and now he was asking for an additional two units, etc. with minor impact. He quoted figures of other apartment complexes and the parking stalls provided, and he felt his to be quite adequate. Discussion followed regarding setback variance, parking, heighth of building and rooftop. Side 2 0007 Mr. Jerry Fout, 1916 7th Street, stated he held an agreement for purchase of property across from the proposed apartment dwellings ~nd he was concerned that if the apartments were of such a nature they would only attract transient dwellers; that there would be an increase in break-ins and vandalism, and that there is no space available for the children in the area for playing except in the streets. Mrs. Ina Williams, 1914 8th, shared her concerns over play area for the children, traffic and parking, and increase in vandalism. Mr. George Beluschak, 706 Hewitt Avenue, stated he was against this request for change, and that he preferred one story buildings in that area. Mayor Jarstad stated that one of the factors of the last hearing was that the buildings were to be kept at one story. The original request was 9 units and was scaled down to 6. He understood the economics of the situation, and the necessity to have a two or three story building, but felt they must concur with the Planning Commissions recommendations and deny the request for change.
