responsibilities. As a result of that review, new requirements for
the position have been established in the areas of education and
experience. It was felt that with the pay grade reclassification and
increased entrance requirements, the City will be in a better position
to retain our current staff and to recruit candidates that are suitable
for the position in the future. Mayor Jarstad stated he had been

LETTER FROM MARY L. LONG RE CITY EXTENSION OF SEWER SERVICE
Clerk read letter from Mrs. Long regarding her concern over further
extensions of the existing city sewer connections to large developers.
Mrs. Mary L. Long, 2433 E. Phinney Bay Drive, stated she felt that
Resolution No. 1657, Amended Resolution No. 1767, Agreement for County
Hookup-Outside Agreement, needed to be revised as developers were
creating high density living areas and that the present system was not
(1850) adequate for the present single dwelling users.
Commissioner Stewart stated that most annexations into the City were
requested because of a d~sire for the City's utilities.
Mayor Jarstad stated that the population within the City of Bremerton
had declined approximately 4000 people in the last seven years,
indicating the population is moving out to the suburbs.
Commissioner Swanson suggested that the Grants should be studied a
little more closely to see what their requirement stipulates regarding
sewer facilities. He suggested we turn this project over to municipal
research council for review.

PUBLIC RECOGNITION
Mrs. Coda Tahill, 3724 Pine Road, Space 15, questioned the Council
regarding zone change to allow mobile homes to be situated within
the City, there are some small lots that trailers would fit on and
the cost would be more reasonable to young people. Commissioner
Stewart addressed Ken Attebery to look into our zoning to have this
done and Mr. Attebery replied there was a policy established last year
to revise and develop areas in this way.
KITSAP COUNTY TOURISTS AND CONVENTION BUREAU
Mr. Don Serry presented their budget to establish the Bureau.
Mr. Joe Mentor stated he wanted the Council to take on only the TV
advertising with no agency involved, just straight advertising, that
the monies and program were all out of hand now with the Bureau involve-
ment and that he would not contribute to the Bureau.
Dain Nysoe, Executive Director, Chamber of Commerce stated that twelve
people from throughout the county had worked on this project and
budget proposal, on a volunteer basis, and it could be run in the
Tape 213 future by volunteer services on the Executive Board and Trustees.
Side 1
0007 Mayor Jarstad stated we have one goal and objective, to be able to
invite people in as tourists to use our area, and first we should take
a stand and support the Kitsap County Tourist and Convention Bureau.
Commissioner Swanson shares the Mayor's concern that something that
started out to be in the best interest of the city, county, etc.,
gets into these problems where there is more contention than sharing
of effort to go forward. He would like to see some funds go into up-
front advertising and publicity and suggested 50%.
Commissioner Stewart expressed his support but wanted to see performance
and results. He stated he feels the rate fees far businesses. should
be higher.
Mayor Jarstad stated in November there will be on the ballot, a
request for a facility that would have a fixed seating of 800 people,
a gym with collegiate bleachers, kitchen facility, meeting rooms,
racquet/handball courts, etc. The people need facilities to enjoy
and use and every dollar of this fund could be used for this.
Motion by Mayor Jarstad and Commissioner Stewart as going on record
as supporting the Kitsap County Tourists and Convention Bureau
establishment, that we do not designate the financial level of con-
tribution, except that it will be a substantial part of the budget,
and that we want the county commissioners to be in joint financial
support and advised Mr. Serry to return to the Council with their
answer, carried unanimously. It was suggested possibly $10,000
to get started and $39,000 for the year.
11:20 REHEARING - MATHWIG/LINDSEY/FONTANA
B'~ll Parker, City Engineer stated the engineering department had
determined that a right-of-way width of 100 ft. should be maintained on
Kitsap Way with a width of 120 ft. on both sides of intersections for
a distance of 250 ft. from the right-of-way lines of those inter-
secting streets. He presented the need for an additional 5 ft. of
right-of-way for Shorewood Drive along the west side of the Mathwig-
Lindsey property. Motion by Commissioner Swanson and Stewart to
authorize the City Engineer to develop an agreement with all parties
covering these basic stipulations and any additional minor needs
such as space for street hardware and right-of-way radii which may
develop in proceeding with this request, carried unanimously.

MEMO RE PLANNING DEPARTMENT APPLICATION OF ZONING ORDINANCE -
GROUP RESIDENTIAL FACILITY ON HOPE STREET
Clerk read to Council a memo from Planning Director re results of
the public hearing held on this issue on April 8th, with three
possible options of action for the Council to take regarding this
issue: 1. Accept the recommendation of the Planning Commission
that the action taken was proper and correct and take no further
action. 2. Review the case record including the Planning Commission
recommendation and arrive at an independent conclusion without a
public hearing. 3. Call a public hearing and review the circum-
stances of the case including the Planning Commission recommendation
and arrive at an independent conclusion. Regarding modifications to
the Zoning Ordinance, the Planning Commission is continuing dis-
cussion of this issue at the regular meeting on April 21, 1981.
Some members seem anxious to make changes as soon as possible.
Mayor Jarstad stated he felt the neighbors who had expressed
concerns over the home being established there had valid objections
because of the fact that they had not been properly informed in
advance of the establishment of the home. That was a deficiency
of the State. He felt that the City did act properly.
Susan Brown, 1333 E. Hope, stated she was in favor of the home and
felt the Commissioners did a good job to resolve the problem. The
neighbors need to feel that there is a recourse open to them if some
problem develops, and they were advised that the best possible source
would be the DSHS as they were sponsoring this home.
Commissioner Stewart expressed the thought to change our business
license requirements to include it as a business and zone out of
an R-1 area. City Attorney McCluskey stated possibly, that instead
of 5 adults, it could be changed to 3, 2, etc.
hen Attebery recommended the City Council make a decision in a
couple of weeks.
Bobbie Sorensen, 614 Division Street, KPTA stated we should be aware
that before the supreme court are cases regarding handicapped rights.
The home on Hope Street was the culmination of the efforts of the
local parents of these residents who live in Kitsap County. They
are a non-profit group and wished to have their children have the
advantages of group home living.
OUTSIDE UTILITY AGREEMENT REQUEST - V. BART CARTER

Outside Utility Agreement wherein the developers of the property

Council resolution.
Richard Sicilion 7064 Clover Blossom Lane, speaking on behalf of
Bart Carter, asked of Council what the recourse would be for them
if the application was denied. Council recommended annexation
procedures and ULID, discussion followed regarding this procedure.
Motion by Commissioners Stewart and Swanson to accept the recommenda-
tion of the City Engineer and deny the request for outside utility
agreement, carried unanimously.
