They were requesting further support from the City for the coming year at the present rate of $3250 per month. Commissioner Stewart expressed his concern that the City was the only local governmental agency supporting the Bureau. Ms. Gallagher stated that Port Orchard is looking into making an ordinance change to support the Bureau as well Poulsbo. Commissioner Swanson stated he feels that this organization is off to a good start and felt that further support for the next year would be appropriate. He complimented the structure of the organization, the enthusiasm shown as well as the efforts of participation and publicity shown in such a short period of time. Mayor Jarstad also coiaplimented the Bureau on its progress and shared his concern over future arrangements of support by the county~ahd other 2100 cities. He stated that an employee lives at the water- shed land, which is within the City boundaries, and according to the County, is registered in a county precinct and is not able to vote on city issues. He stated that all avenues had been explored, but that a decision had been made to eliminate three positions in police safety and two would be eliminated from the firefighters and one civilian position. He indicated that all the regulations and requirements handed down from the State without any financial support to meet these regula- tions, left no alternative at this time. It was hoped that in the near future there would be some relief in the way of financial assistance from the State, and he urged public support in contacting the legislature and making them aware of this critical situation. There had been no correspondence received regarding this request. Ken Attebery, Planning Director, stated the purpose of the application request was to construct a three-bay fire station on City land on the south side of Kitsap Way between Westpark and the freeway. The facility will provide 17 off-street parking spaces. It was the Planning Commission recommendation to approve, with conditions, as set forth in their Resolution No. 621. Mr. Attebery also read memo recommending two further conditions as it pertains to storm/sanitary sewer facilities in regard to the use of Pump Station No. 13. These recommendations were similar to those imposed on the Larsen rezone, and felt to be appropriate for the request. Commissioner Swanson indicated this recommendation would be a step in the right direction to alleviate some of the problems in that line. As further development occured in the area, there is always the possib- ility of generating higher levels of sewage than what a fire station would. Bill Meigs, Fire Chief, felt the standard sewage from the fire station would compare to a normal single family residence and would not make a significant impact on the system. He discussed the condition of the 5' meandering sidewalk along Kitsap Way and felt this condition should be restated to be provided whenever the City determined the entire way should be constructed, instead of sporadically placed. He stated it would still be an expense of the City no matter when it was done. Mr. Jim Strait, President of the Kitsap Way Neighborhood Association, s~d'he WES in favor of the rezone. He felt this location would give the area much faster service by the fire department. He also felt that someday Shorewood Drive would have to be re-opened to facilitate serving Jackson Park. Commissioner Swanson discussed the landscaping requirements as set forth in condition 5-D and the need for proper visibility. He also asked Ken to supply the council members with a copy of the 1981 Kitsap Way Right-of-Way study.
