While we are unable to find a permit authorizing creation of the attic unit, it appears this unit has
been in existence for at least 16 years and probably more like 25 years. '

Allan W. Munro declares as follows:
I live at 1925 -- 41st Avenue S.W., Seattle, W A 98116. My phone number is

I am 62 years old and before I changed professions in 1965, I was a full-time
residential appraiser. From June 1, 1960, until September 30, 1962, I worked as a Deputy
King County Assessor. I also worked in that office during the summers of 1963 and
1964. In addition, during that period of time, I worked for J. Carol Hall & Associates
doing appraisal work of structures targeted for condemnation in the 1-5 right-of-way in
downtown Seattle.
1 am ~ familiar with older homes.
In July of 1999, I performed a site inspection of a house listed for sale at 1713
Burwell Street in Bremerton, Washington. Judging by the smell of the interior and the
overgrown condition of the yard, the place had been vacant for a long time. We were told
that it was a crack house which had been abated and had been damaged during a freeze
while it was empty.

In the main house, there were two units. On the main floor, there was a unit
which, in all respects, appeared to be as it had been originally designed and built, with the
single exception that a stairway to the second floor had been closed off and turned into
closets.
There was also an attic unit which was accessed by an outside stairway on the
outside of the building. The interior of the attic unit was paneled with a thin veneer
mahogany paneling of the kind that was popular in the late 1960s. This paneling had
been painted sometime along the line. The bathroom fixtures were made of colored
porcelain (avocado), which was popular in the late 60s and early 70s. The kitchen
fixtures were from an earlier era. For example, the kitchen sink was a very heavy,
shallow, white porcelain, single unit, similar to ones I have seen in houses built in the
1920s and 1930s. There was a built-in bureau which had deep, wide and long drawers
with the kind of handles that you see on furniture built before 1922.
Entry to the attic unit was through a pair of sliding glass doors, single-paned,
which were popular in the 1950s, 1960s, and early 1970s, before codes changed following
the energy crisis. This sliding glass door was broken.
The access stairway is deteriorated. The decking on both landings is severely dry-
rotted. This stairway has been repaired at least once with treated materials. Some of
these treated materials have been there so lon& that they, too, have deteriorated. The stair
jacks have been reinforced just above the level of the first landing with treated 2x6
materiaL In my opinion, the west stairway must be at least 15 years old.

The third residential unit is in a separate outbuilding just off the alley. This is a
very old building, which was probably built around 1920. It is' not a converted garage,
because it has its own floor, which is supported by a post and p~er foundation,

There was a garage on the property, which has been removed.

I also observed three older mailboxes attached to the front of the house and ~

electric meters, which are attached to the south wall ofthe house at the east corner.
All of the characteristics described above convince me that the attic unit has been
in use for at least 15 years and probably more like 25 years.

Kathy Ackerman declares as follows:
My name is Kathy Ackerman. Except where indicated, I make this declaration
from first-hand knowledge.
My address is 4617 Erlands Point Rd. N.W., Bremerton, W A 98312. My
telephone number is (360) 479-4155.
Since June of 1998, I have been the owner of the residential units located at 1710,
1712, and 1714 Gregory Way in Bremerton, Washingt~n. These units are located back-
to-back across the alley from 1713 Burwell Street.
At the time that I-purchased the uiiitsrdti'GtfgoryW~yj"~bserved that the 1713
and 1713 Y:z Burwell Street properties were vacant and for sale. Tbese residential units
were located in two buildings. The building closer to the street was a full-scale house
with one residential unit on the first floor and a second residential unit in the attic, which
was accessed by a side stairway on the south. The third residential unit was located in a
studio structure in back, just off the alley.
The man from whom I purchased the Gregory Way properties, Frank Eagan, was
partners with another man. Together they owned the properties at Burwell. The other
owner lived in the attic apartment until he got sick and went into bankruptcy. I was told

they had owned these properties for at least ten years and that the other owner had
occupied the attic apartment since 1989 or before.
Thereafter, I talked to a cleaning man who had been hired by the realty company
about the Burwell property. He went on and on about the three units and what it took to
clean them up. It was common knowledge in the neighborhood that 1713 Burwell had
been a crack house, that abatement proceedings were pending, and that the attic unit had
been there for a long time.
After looking at the Burwell Street properties, I decided not to purchase them
because of the messed-up title due to the other owner's bankruptcy and the pending
abatement proceedings.
