SUMMARY The current cable franchIse between the CIty of Bremerton and Comcast expIres m
August 2007 We are now m the three year wmdow m whIch we are requIred to complete the
franchIse renewal process WIth Comcast RIver Oaks CommumcatIons, based m Colorado, has
successfully negotIated several current CIty franchIses m the Northwest WIth Comcast They are
currently workmg WIth KItsap County to complete a franchIse renewal WIth Comcast Examples of
elements m th~ proposed scope of serVIces mclude developmg a trmelme, goals and obJectIves,
addressmg PEG Access related Issues and BKAT fundmg for PEG Access facIlItIes and eqUIpment,
draftmg the franchIse and partIcIpatmg m negotIatIon seSSIOns WIth Comcast as well as performmg
targeted Needs Assessments ThIS agreement IS for a term of thIrteen months to expIre December 31,
2006 and compensatIon IS not to exceed $65,000
