KITSAP COUNTY DEPT. OF EMERGENCY
SERVICES PRO RATA SHARE OF BUDGET
FOR CY 1981
Clerk read letter dated 1/5/81, from Leland J. Daly, Director,
Kitsap County Dept. of Emergency Services stating the share of
the 1981 Dept. of Emergency Services Budget for the City of

· COMMUNITY THEATER LEASEHOLD TAX RELIEF
Clerk read memo from Asst. City Attorney Sells stating that
Gordon Reynolds, an attorney representing the Community Theater,
and he have been attempting to work out some program that would
relieve the Theater from the leasehold tax. Mr. Reynolds proposes
that the City mutually rescind the existing lease, then enter into
a contractual relationship with the Theater whereby they would
provide the City with services, consisting of performances. The
City would pay a nominal sum, and the Theater would use the City's
facility. Under such an arrangement, the Theater would have no
interest in the building as defined by the statute. Commissioner
Stewart stated he has contacted Dave Grant, Community Theater, and
Grant should contact the City as to their decision.
· PROPOSED AMBULANCE ORDINANCE DISCUSSION
Clerk stated she had just received the proposed Ordinance which
amends Ordinance No. 3535 which is codified as Chapter 5.50 of the
Bremerton Municipal Code relating to Ambulance services and the
licensing and regulating thereof. Roy Rainey, Asst. City Attorney,
gave a summary of the proposed Ordinance and pointed out specific
sections and noted corrections. Section 6 in particular will
require ambulance service to file with the City Clerk its schedule
of rates to be charged for its services and will be subject to
Tape 206 the review and approval of the City Council. Mayor Jarstad
~) 0000 expressed concern regarding Section 11 requiring licensee to keep
available on a 24-hour basis a minimum of 3 ambulances, ambulance
equipment, and on-duty personnel. He felt this would impose a
financial burden on the licensee and would like to discuss this
further with Fire Chief Meigs. Mayor Jarstad stated the Council
will study the proposed Ordinance and take testimony at the
January 20 Council meeting.
CLARES MARSH ANNEXATION
Clerk read memo from Planning Director stating the City should
forward a "Notice of Intent to Annex" to the Boundary Review Board.
It will take approximately 30 days for the Board to determine if
they will hold a public hearing on the annexation. This hearing
would come no earlier than the end of March. The Council should
hold its annexation hearing between now and the date of the
Board hearing. The results of the Council hearing could then

· PUGET POWER EASEMENT-WATERSHED
CHLORINATION PLANT
Clerk read memo from Acting City Engineer Parker stating the
subject document requests an easement approximately 150 feet long
and 7 feet wide located somewhere within a 480 acre parcel of the
watershed. To locate this easement more precisely requires a
substantial survey effort. Engineering has indicated to Puget
Power that the City will provide an acceptable description of the
easement requested. However, with the present workload this may
require a number of months. The subject easement was granted by
the City Council but the actual document has not been forwarded
to Puget Power.

previous action and limit easement to one year until amore detailed
description will be developed by City and incorporated in a new
easement request from Puget Power, carried unanimously.
· PUBLIC RECOGNITION
William Amo, 238 Willow, distributed copies to the Council, of
a request by Robert L. Mussman and him regarding an Amendment
to the City Charter, Article VIII, City Attorney. "Messrs. Mussman
and Amo request the Council continue its consideration of the
referenced subject matter. We submit this can best be done by a
blue ribbon task force, established by the Council, which will
review the issue and our situation and report to the Council
and citizens of Bremerton. We also submit that this can best
be done if the task force is composed of retired judges, retired
lawyers and other citizens who are particularly knowledgable
about the subject matter. Thank you for your consideration of
our request."
Mayor Jarstad stated he did not think this request was out-of-line,
that the present Charter, however, does have some good specifi-
cations in it, but didn't see any problems with appointing a
Committee to make recommendations back to the Council. Jarstad
didn't think the Committee could be composed of all retired
judges and attorneys. He suggested the City Council should give
consideration to this request and make their desires known.

reviewed the letter from Mr. Tyson's attorney requesting the City
assume the responsibility for carpeting, painting, tiling and re-
tarring the roof of the club house at Gold Mountain Golf Course.
Whether or not the City is able to meet Mr. Tyson's requests
depends upon interpretation of the existing lease. The Parks &
Recreation Dept. to his knowledge has never been informed of any
problems regarding the roof or any of the other items cited by
Mr. Tyson. The Parks Dept. involvement with the operation of
Gold Mountain has been to periodically visit the facility to
observe the course condition.
Asst. City Attorney Ryan stated that there may be some responsi-
bility for structural areas like the roof, but minor items would
