City at this time to provide services and wished to discuss the
details of the contract. She expressed concern regarding the
$1.25 fee for riders.
Mrs. Louise Barker, 1108 Walnut, questioned the proposed $1.25 fare
and discussed other issues relating to bus routes and criteria for
eligibility. Commissioner Stewart reviewed the three different
programs that the City offers regarding bus and taxi service.

tion on taxi service. She explained how she is charged for the
service she receives through the Handicapped Van.
Mrs. Norma Davis, representing the Gray Panthers of Kitsap County,
asked regarding the criteria to be established for senior citizens
as to who and when they can ride the van, opposed to riding public
transportation in the City now. She felt a written statement of
need for van service would be appropriate.
Mrs. Jackie Johnson, Westpark, discussed the need of many persons
to have door-to-door van service especially those confined to wheel-
chairs as taxicabs are not convenient or comfortable for their
use. She also expressed a need for covered bus stops and more
benches in that area.

sharing funds could be appropriated for this issue.

and handicapped of the City of Bremerton and stated with the cutbacks
that over 45% of their service was still within the limits of the
City. She discussed requirements for eligibility for the program
and also stated she did not feel the fee for their service should
be higher than non impaired persons pay for public transportation.
Commissioner Stewart stated he felt criteria should be developed
and that they should pay a higher fee in order to use the Van service
over and above what they would have to pay for bus service.
Motion by Mayor Nelson and Commissioner Swanson to provide service
to seniors and handicapped, with a Statement of Need, and a fee
for service comparable to a regular transit rate. Amendment to the

meets the requirements for a variance to the requirement that
parking in an R--2 zone be for non-commercial vehicles only.

the amount of money required to be spent to comply with other

for the assistance loans. Commissioner Stewart expressed his
concern that the payment record was bad and that the program

program with Peoples Bank, the Bremerton Housing Authority and
an Attorney involved in each loan. Mayor Nelson stated that we
must have additional hearings for allocation of the monies or

Commissioner Stewart to approve the program with the elimination

to have the legal review. He stated that if required they could
accept the conditions of approval. Mr. Smiley discussed reduction
of the contract amount from $39,668 to $35,000 to avoid the
necessity of County hearings. He stated the agreement takes
the administration out of the hands of the City. He stated
the entire amount will go directly to the program, no administrative
costs are from this amount. Motion by Mayor Nelson to reduce
the amount to $35,000, motion died for lack of a second.
Commissioner Stewart stated that he would rather deal directly
with KCAP for the City's $8,000 with the same conditions attached.
