with Brem Air over-charging him since 1976 and asked for council
support in a form of a written request to Brem Air to designate
on each billing the nLunber of cans they are charging the customer.
Motion by Commissioner Stewart and Mayor Nelson to request Brem-Air
to list the number of cans charged per customers, carried unanimously.
Mayor Nelson stated that not only was he concerned for Mr. Bullard,
but for others as well. We do have a monopoly and they should have
some restrictions put on them.
Bill Amo, asked if the City could insist that Brem-Air comply with
the above request, he feels the citizens are entitled to know what
they are being charged.
Mary Lou Long, stated she hoped the press would publicize this
and that all other citizens would check their records as well.
She also asked that the Council assist citizens in Bremerton to
reform ~eighborhood groups and send out publicity regarding this.
as well as information concerning the upcoming election. Mayor
Nelson replied that as the week for filing was upon us, that it was

members present.
Kay Wilson, Asst. Planning Director, presented explanations of

Mayor in opposition to this ordinance. He stated this ordinance addresses
the needs of one segment of the community and is negative for home owners.
Jim Strait, Harlow Drive, stated he had talked with people in his
district and 14 out of 15 were opposed to this proposal.
Commissioner Stewart stated he does not feel we are accomplishing
anything with this ordinance, just more paper work.
Bill Amo, stated he felt one of the reasons was to be able to build
on vacant lot without being called an illegal spot rezone.
Mary Lou Long, asked why this was proposed when the Comprehensive

Clerk read memo from Planning Director with related alternatives
for a draft statement to be submitted to the public for comments.
Discussion followed regarding the proposals as well as past City
involvement in the Block Grant program.
#267 Commissioner Swanson indicated his need for a small portion of the
Side 2 Grant for a couple of sewer projects in the Farragut-Callow area,
00007 that are not expensive and could be taken care of for approximately
$20,000. He stated the Navy is doing some modifications in that
area as well.
Commissioner Stewart asked several questions regarding review of
loan files and procedures followed. It was stated HUD and State
Auditors review as well and Ms. Donnoley spot checks files. She
stated that a recent meeting was held with City Auditor, City Attorney
and Housing Rehab staff. Commissioner Swanson asked for a full
report.
Mary Lou Long, stated she was present at the last Block Grant hear-
ing and was discouraged at the turnout, as there were several rental
owners present. She felt the first priority for money should be
owners.
Discussion followed regarding rental owners being eligible for these
funds. There was concern regarding this part of the program. Mr.
Attebery explained HUD priorities which include rental rehab.
Jonathon Denning, discussed requiring rental owners to carry a re-
striction, if~obtaining grant funds, not to increase the rent for a
designated period of time. Mayor Nelson replied that this is still

Harold ~ox, representing C. Haselwood, stated they felt the reim-
bursement of $1000 to be less than what the City would have to pay
for a lawsuit or condemnation in order to obtain this parcel of land.
The original use of this site had been for a dump site and was in
need of considerable fill at this time.
The discussion. centered regarding the $1000 additional payment and
it was felt this to be inappropriate. Motion by Commissioner Stewart
