FOR CHEVRON PROPERTY SOIL SAMPLING (#AB05-268): Phil Williams, Public VVorks & Utilities Director, explained that the City is considering the acquisition of the former Chevron Build Fuel Facility. The City is additionally considering the development of an expansion to the existing Louis Mentor Boardwalk, beginning with a connection to the exiting Boardwalk, and extending north to the Chevron property. Past practices at the Chevron Property have resulted in contamination to the soil, groundwater, and possibly sediments. The extent of the contamination at the site, and possibly along the extended Boardwalk alignment is not known. Staff has negotiated a Professional Services Agreement with PARAMETRIX not to exceed $55,000 to perform Sediment Characterization Sampling along the entire alignment. The purpose of this sampling is to identify whether site contamination has extended into the beach and sub-tidal sediments adjacent to the Chevron Site or along the proposed Boardwalk alignment, to assist in Council's decision of whether to continue to pursue acquisition of the property. There were no comments from the public. Dianne Robinson asked for clarification on the scope of services. Mr. Williams answered that the task was not identified in the agreement, but should be considered "contingency"; and that staff hoped to spend no funds on the contingency portion of the project.
