Feels they should be supported at the present level. Judy Holtz, former City employee, stated she was in favor of the increased B & O Tax. Stated she has had plenty of help from the police and fire departments and was in support of them. )834 PUBLIC INPUT CLOSED Mayor Nelson stated he has had a hard look at other alternatives. He stated that we would realize $90,000 from sales tax if we institute the one-half cent sales tax. He reaffirmed that he does not want to leave a debt for the new City government in January. He would like to have $90,000 earmarked for reinstatement of the Fire Department personnel first and then the Police Department as are necessary and that no other expenditures in each of the other two departments be made, increased or otherwise, until that has been taken care of. He stated he did not see any RIFs in Commissioner Swanson's department, just retirements and attrition measures in personnel. He addressed Commissioner Stewart stating he had reduced his staff by one person in Data Processing in addition to not filling the business license inspector position that was vacated. He also asked reconsideration of their vote regarding the B & O Tax Ordinance from the standpoint that it is a regressive tax and he considered the sales tax an alternative. He discussed the stability of the negotiations with the Navy and felt that were tenious. He stated the $90,000 was only in consideration of police and fire and not the cuts made in planning or parks. Commissioner Swanson stated he did not feel a $90,000 measure equalled a budget deficit of $645,000. He discussed the cuts in his budget and also imposing reduction of one-quarter of the street light service in the City. Mayor Nelson stated that this did not equal the deficit and if there were monies left over the $90,000 which he requested be earmarked for the Police and Fire, that the balance would go to reinstatement of the street lights. Commissioner Stewart stated that the problem is bigger than $90,000 and felt a long-range solution is better than this short-term. MOTION by Mayor Nelson to take anticipated sales tax revenue for this year that will be paid this year, anticipating that we will pass the sales tax issue; and apply it to the reinstatement of the fire and police personnel as needed, with the third ODtion being t~ replace the street lights. It was felt this would generate about $340,000 per year, or an additional $85,000 for the remainder of this year. Commissioner Stewart stated he had also thought of $6000 a year maximum, or $100 per meeting, not to exceed the $6000 limitation. Commissioner Swanson stated that a few months ago the question had been raised regarding the legality of this council setting salaries for the new form of council and had requested an opinion of City Attorney Bill Broughton. The sales tax cannot go into effect until Oct. #0745 Commissioner Swanson read a letter from Wasb_ington Surveying and Rating Bureau regarding questions relating to increases in fire insurance due to a less than third class city rating. Commissioner Stewart stated he would like to address his budget proposal to the council for consideration. In addition to return- ing the police and fire to its regulated strength, he cited the lack of a business license inspector and suggested that this could be combined with building and/or fire inspector; he also wanted to put back the BHA so they would be insured of payment in lieu of taxes, amounting to a min. of $30.000; increase sales tax; B & 0 Tax for one quater and f~eeze wages to July 1983. Mayor Nelson stated he had been working on negotiations with the Navy since the first of the year to re-annex the PSNS into the City for the purposes of assessing the B & 0 Tax on the contractors working within the perimeter. Previous annexation in 1961 was done solely for the purposes of population count. #1180 Commissioner Swanson indicated we had debated on the past long enough and lets move into the hearing. Mary Lou Long, supported reinstatement of B & 0 Tax for a short period of time. Don Britton, said raising taxes but not giving more salaries did not seem right. Gene Kennedy, President of Bremerton Area Chamber of Commerce, read a Resolution to the council from the Chamber taking opposition to raising the B & O Tax above the present level of .01%. Chuck McEdwards, feels B & O tax has discouraged people from business in the past so would encourage it now. Also supported the return of the BHA If tax was for one quarter only, he would go along with it. ~1770 Bill Mahan, Kitsap County Commissioner, addressed the county cutbacks. He stated the county has set a hearing regarding the implementation of the sales tax for June 24, to implement the tax the last quarter of this year. He discussed the equalization formula as being a possibility of some extra revenue. He did not feel the issue of the BHA should be a budget consideration of the City at this time. City Commissioners Meeting June 8, 1982 Page Seven B & 0 TAX ISSUE HEAi~ING CONTINUED: Mr. Mahan discussed the' HA and thought all issues of controversy had been settled. Mr. Mahan and Commissioner Stewart then discussed areas of the HA issue. Commissioner Stewart then read a letter from Mayor Paul Powers indicating his recommendation that the City of Port Orchard would also be withdrawing from the Joint Housing Authority. #2110 Dick Brinkerhoff, President of West Bremerton Merchants Assoc. stated they were not fond of the increase of B & O, and that there should be some more equitable alternative, rather than putting the cost on the merchants alone. Randy Calhoun, Firefighter, spoke to qualify the position of the petitions. He also discussed the issue of civilians being used as Fire Prevention Officials and why this inspection should remain under the control of the fire department and not be combined with another inspector position. Mayor Nelson supported the issue that an untrained civilian would not be appropriate for fire prevention. Jim Strait, Harlowe Drive, felt that information should have been given at the time the B & 0 was cut of what the outcome would be. #2505 Linda Dority, was in support of the increase of B & 0 Tax and the implementation of the sales tax. She was also in favor of a vehicle tax, stating that she felt the businesses in Bremerton were being penalized. She also questioned the annexation procedures of PSNS. #0792 Lena Swanson, questioned the legal grounds of the PSNS annexation. City Attorney Bill Broughton responded. Stated she was in support of the temporary B & 0 Tax and one half cent sales tax. ~0979 Commissioner Stewart stated he had several motions he would like to make to council The first of which was: Motion by Commissioner Stewart and Swanson to return to the Bremerton Housing Authority and withdraw from the Joint Kitsap County Housing Authority and to the payment in lieu of taxes; also to have Mr. Darrel Griek report directly to HUD. Discussion: Commissioner Swanson stated he felt there were many problems at the H~ City Commissioners Meeting June 8, 1982 Page Eight HEARING CONTINUED: Mr. Darrell Griek, Director of the Housing Rehab. Program, discussed many issues regarding the HA with the commissioners. He felt there were at least three separate issues involved in the problems at the HA. He discussed the problems in relation to the Block Grant Programs and in obtaining funding to perform their projects. #0595 Paul Hoskinson, employee of BHA, felt that once control was returned to the City that all former communication type problems would be resolved and there would be better communication. Mr. Bill Mahan, stated there had been a lot of public hearings re- garding this matter. He encouraged defeat of the motion. Motion carried as follows: Mayor Nelson, no; Commissioner SteWart, ~1737 yes; Commissioner Swanson, abstain, to make an amendment. Motion failed. Commissioner Swanson felt there had been in the past a lack of communications between the Council and the HA and he expressed his views and desires at this time. Motion by Commissioners Stewart and Swanson to go back to the BHA and deal with them contingent they will ask for City input before entering into developments in the future. Commissioner Swanson amended the motion by stating they will deal directly with the City Council, now or in the future, they will deal through their directors except for staff as we approve. Amendment dies for lack of second. Commissioner Stewart stated if the HA had asked for input in the past, this joint housing authority would never have come about. Mayor Nelson stated on the basis of previous HA input and responsive- ness, was why he voted for the joint housing authority. Ken Attebery, Planning Director, stated he has been meeting with the HA and Great Northwest representatives to work out problems in areas of financing etc. #1967 Motion by Commissioners Stewart and Swanson to have an ordinance prepared for public hearing, to increase the sales tax 1/2¢ for fourth quarter, carried as follows: Mayor Nelson, yes, Commissioner Stewart, yes; Commissioner Swanson, yes. Commissioner Stewart discussed the B & 0 Tax issue. He stated he would like to see it instituted on an emergency basis for the 3rd quarter rather than the 4th so that revenue would be coming in before the end of the year and that the increase of tax would not be on the merchants over the holiday shopping. Mayor Nelson stated if this comes to a vote he would abstain until tomorrow evening as public hearings had been scheduled for citizens input. Motion by Commissioners Stewart and Swanson to have an emergency o'?~I'~ance prepared to reinstitute the B & O Tax to its former level for the 3rd Quarter of 1982; also to have prepared another ordinance to return the B & O Tax to its present level for the 4th quarter.
