Dear Mr. Verhelst:
I have completed my analysis of the floor of the
repair garage at 437 Cambrian S., Bremerton. The
loading requirements for the floor are 100 lb./sq. ft.
distributed load or 2000 lb. concentrated load.
The floor consists of 2 x 6 T&G decking over 2 x 10
joists. The joists span 12 feet to timber beams that
generally very in size from 8 x 10 to 8 x 12 and span
7 feet to 14 feet between columns. The columns are
generally 8 x 10 timbers on concrete footings.

The joists, beams, and columns should be inspected to
be sure that they are all still sound and have full
bearing at the ends.
The concrete slab can be made with 3000 psi standard
weight concrete 3 inch thick and reinforced with 2 x 2
- 14 x 14 welded wire fabric. A polyethylene sheeting
vapor barrier should be placed between the timber deck
and the concrete slab.

Dear Janet:
In response to your concern regarding the recent
applications to use the back side of three existing sign
faces, we request the issuance of these permits per Chapter
IV, Section 18, subsections B-2 and 17 (Definitions), G-3
(Sign Measurements), H-1 (Non-conforming Signs), and P-2
(Variations to Sign Regulations).
These provisions describe the total area of a sign; state
that a non-conforming sign must have been legally
established prior to the current code; provide that only
one face of a sign is counted in the total area; stipulate
that non-conforming signs can not be enlarged; and allow
non-conforming signs to be relocated or structurally
altered when the overall visual/aesthetic impact is
approved.
The submitted applications clearly show that the existing
signs are considered to have been legally established due
to the permits (No. 9227 & 9231) previously issued; that
the requested 6 ft. by 12 ft. face to be located on the
rear side of the existing 12 ft. by 24 ft. face will not
increase the total sign area (as such face area would not
be counted pursuant to subsection G-3) and, therefore, does
not represent an enlargement of the existing face; and that
the overall visual/aesthetic appearance of ,the existing 12
ft. by 24 ft. sign will be improved by the use of a 6 ft.
by 12 ft. face added to its rear side. The
visual/aesthetic appearance will be further enhanced by
repainting the remaining exposed rear portion of the
existing 12 ft. by 24 ft. sign.

Denial for zoning to locate two single face signs at 437 S.
Cambrian Avenue.
I. Findings of Fact
A. The Planning Department routinely reviews building
permit applications for zoning conformity.
B. Two applications to install two six-foot by 12-foot (72
square feet) sign to the back of two existing 12-foot
by 24-foot (288 square feet) free-standing signs were
received for zoning review on June 22, 1989 by the
Current Planning Division. The applicant was Empire
Outdoor Advertising. The site is located at 437 S.
Cambrian (Kitsap County Assessor's Account #3732-023-
019-00) .
C. The site is currently zoned GB, General Business.
D. Bremerton Comprehensive Plan Considerations:
1. The Comprehensive Plan Text defines Billboard as:
"A sign that directs attention to a
business, commodity, service or
entertainment conducted, sold or
offered at a location other than the
premises on which the sign is located."
(Overview Element - Definition)
2. The following Comprehensive Plan Policies and
Objectives are relevant to this application:
Place the burden of proof upon applicants for
development approvals. to show how proposed
projects are in the best interest of surrounding
property owners and the City as a whole. (Land
Use Element, Land Use Management, Policy 7, page
25. )
Strictly limit the location of new billboards and
phase out non-conforming billboards over a
reasonable period of time. (Land Use Element,
Commercial Land Use, Policy 15, page 15.)
Develop regulations to control the location, site
and design of on-and off-premise signs and other
obstructions related to aesthetic, environmental
and traffic safety considerations. (Land Use
Element, Land Use Management Site Design,
Objective 11, page 29.)
Establish clear, consistent, specific
regulations that implement the Goals
of the Comprehensive Plan, including:
development
and Policies
a. An up-to-date zoning ordinance and map;
b. A subdivision ordinance;
c. A sign ordinance.

Develop a program to phase out non-conforming
signs, including billboards, over a reasonable
period of time. (Land Use Element, Commercial
Land Use, Objective 4, page 15.)
Require development and redevelopment to be
subject to site design and performance standards
that minimize adverse impacts on surrounding
areas, including the following:

districts that recognize existing development,
unless such development is clearly inconsistent
with this comprehensive plan. (Land Use Element,

E. The Bremerton Zoning Ordinances states the following:

District Sign Regulations:
Commercial
One free-standing sign is permitted for each
property or business, provided such sign can be
placed a minimum of fifty (50) feet from any
already existing free-standing sign. (Temporary
signs exempt.)
The maximum sign area for any free-standing sign
that is placed within thirty (30) feet of the curb
or nearest parking or travel lane (if no curb) of
the nearest public street or highway shall be
thirty-two (32) square feet. Free-standing signs
that are set back from the street or highway a
distance greater than thirty feet may have a sign
area no greater than one hundred (100) square
feet.

Legally established signs that no longer conform
to City Sign Provisions may remain, subject to the
following:
a. Ma i ntenance, repa i rs, and the chang i ng of
sign faces or copy are permitted, provided
structural alterations are not made and the
sign face is not enlarged.
b. Any sign that is non-conforming shall be
brought into conformance with these
regulations as soon as possible and, in any
case, when the sign is moved, replaced, or
structurally altered. Signs that have been
specifically designated for amortization
shall be removed in accordance with the
amortization schedule, as established by the
City of Bremerton. (See Ch. IX, Section 6.)

Provisions - Free-standing Signs:
Landscaping
An area around the base of each free-standing sign
equal to the sign area must be landscaped to
improve the overall appearance of the sign and to
reduce the risk of automobiles hitting the sign or
supports of the sign. This landscaping must
include vegetation and may include other materials
and components such as brick or concrete bases,
planter boxes, pole covers, or decorative framing.

Basis for Discretionary
Applicable policies and objectives of the adopted
Comprehensive Plan shall be used for guidance by
the Planning Commission when making discretionary
land use decisions. The Director of Community
Development, likewise, shall consult the adopted
Comprehensive Plan when making decisions,
interpretations, or procedures.
F. The existing signs have only one sign face each.
II. Conclusion
The Director of Community Development has concluded, on the
basis of the above facts, that:
A. The proposed signs are separate and distinct signs;
B. The existing signs are non-conforming in the following
manner:
1. Their size, 288 square feet, greatly exceed the
permissible 100 square foot allowances;
2. There is no landscaping at the base of the signs;

C.
The proposed 72-square-foot
allowable sign area of 32
feet;
signs exceed the maximum
square feet by 40 square
D. Even though the Bremerton Zoning Ordinance includes
both sides of a sign as one face for the determination
of sign area, the overall impact is to enlarge a non-
conformity and to establish a more permanent structures
which is in opposition to the amortization process.
E. Adding these signs would be inconsistent with the
Comprehensive Plan;
F. Allowing these signs would be in violation of the duly
adopted regulations of the Zoning Ordinance.
III. Decision
Based on the foregoing Findings of Fact and Conclusions, the
Director of Community Development hereby denies the building
permit applications for two signs at 437 S. Cambrian Avenue.

I. Findings of Fact
A. The Planning Department routinely reviews building
permit applications for zoning conformity.
B. Two applications to install two six-foot by 12-foot (72
square feet) sign to the back of two existing 12-foot
by 24-foot (288 square feet) free-standing signs were
received for zoning review on June 22, 1989 by the
Current Planning Division. The applicant was Empire
Outdoor Advertising. The site is located at 437 S.
Cambrian (Kitsap County Assessor's Account #3732-023-
019-00) .
C. The site is currently zoned GB, General Business.
D. Bremerton Comprehensive Plan Considerations:

One free-standing sign is permitted for each
property or business. provided such sign can be
placed a minimum of fifty (50) feet from any
already existing free-standing sign. (Temporary
signs exempt.)
The maximum sign area for any free-standing sign
that is placed within thirty (30) feet of the curb
or nearest parking or travel lane (if no curb) of
the nearest public street or highway shall be
thirty-two (32) square feet. Free-standing signs
that are set back from the street or highway a
distance greater than thirty feet may have a sign
area no greater than one hundred (100) square
feet.

include vegetation and may include other materials
and components such as brick or concrete bases.

interpretations, or procedures.
F. The existing signs have only one sign face each.

II. Conclusion
The Director of Community Development has concluded, on the
basis of the above facts. that:
A. The proposed signs are separate and distinct slgns;
B. The existing signs are non-conforming in the following
manner:
1. Their size. 288 square feet. greatly exceed the
permissible 100 square foot allowances;
2. There is no landscaping at the base of the slgns;

The proposed 72~square-foot
allowable sign area of 32
feet;
signs exceed the maximum
square feet by 40 square
D. Even though the Bremerton Zoning Ordinance includes
both sides of a sign as one face for the determination
of sign area. the overall impact is to enlarge a non-
conformity and to establish a more permanent structures
which is in opposition to the amortization process.
E. Adding these signs would be inconsistent with the
Comprehensive Plan;
F. Allowing these signs would be in violation of the duly
adopted regulations of the Zoning Ordinance.
I I I. Dec i s i on
Based on the foregoing Findings of Fact and Conclusions, the
Director of Community Development hereby denies the building
permit applications for two signs at 437 S. Cambrian Avenue.

proposal are significant, requiring preparation of an EIS.
Answer the questions briefly, with the most precise information
