Dear Mr. Pratt:
Thank you for the opportunity to comment on the determination
of nonsignificance for the self service carwash construction
project proposed by Jack L. Buesch. We reviewed the
environmental checklist and have the following comments.
Proper erosion and sediment control practices should be used
on the construction site and adjacent areas to prevent upland
sediments from entering the stream channel or water body.
All areas disturbed or newly created by construction
activities should be seeded, riprapped with clean, durable
riprap, or given some other equivalent type of protection
against erosion.
The Washington state Clean Air Act requires the use of all
known, available, and reasonable means of controlling air
pollution, including dust. Dust generated during
construction activities can be controlled by wetting those
dust sources such as areas of exposed soils, washing truck
wheels before they leave the site, and installing and
maintaining gravel construction entrances. construction
vehicle track-out is also a major dust source. Any evidence
of track-out can trigger violations and fines from Ecology or
the local air agency.

The State Environmental Policy Act ( SEP A) , Chapter 43.21C
RCW. requires all governmental agencies to consider the
envil"'onmental impacts of a proposal before making decisions. An
environmental impact statement (EIS) must be pl"'epared' for all
proposals with probable significant adverse impacts on the
quality of the environment. The pUl"'pose of this checklist is to
provide information to help you and the agency identify impacts
from your proposal (and to reduce or avoid impacts from the
pl"'oposal. if it can be done) and to help the agency decide
whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic
infol"'mation about your proposal. Governmental agencies use this

a maEonry-type building made of of four bays 16-18 feet
wide each, with a "service" building about 12-14 feet
wide. Length of eac~ space would be 28' to 30' long.

Section 6: PERFORMANCE ASSURANCE DEVICE
A. Landscaping may not always be completely in place at the time
a Certificate of Occupancy (CO) is sought from the City. If
the Planning Department determines that any required
landscaping has not been completed, the Planning Department
may require that a performance assurance device be provided
prior to the issuance of a co. The purpose of such a
requirement is to insure that a landscape plan is carried out
if approval of the plan by the City is required by this
chapter. A bond shall be in the amount of one hundred
~wenty-five (125) percent of the estlmated cost required to
complete the ap roved landscaping according to plan, to
guaran ee not on y its lns a , ement
of any plants that die within two (2) years of the posting of
the bon d. If a performance assurance 'device is provided,
landscaping shall be installed within six (6) months of the
date of issuance of a co. If the approved landscape plan is
not carried out, the City shall use the performance assurance
device to complete the landscaping.
B. A performance assurance device will be released two (2) years

Mr. Buesch:
Part of the building permit process requires commercial structures
to obtain a Certificate of Occupancy prior to commencement of
operations. Each department which originally reviewed the plans is
allowed a chance to review their comments and determine if the
permit holder has met the conditions of the permit.
During the routing process for your new car wash, the Planning
Department noted the landscaping has not been planted and the
Engineering Department stated the required City of Bremerton
standard driveways have not been installed. Both departments
denied issuance of the Certificate of Occupancy until these
conditions have been resolved.
I must inform you that you are operating this business without the
required business license and Certificate of Occupancy, You must
resolve these problems within the next two weeks or be cited for
violation for the Bremerton Municipal .Code. The Planning
Department will allow you to post a bond based on a written
estimate by a licensed landscaping professional for the
landscaping. You must install the driveway forms and have your
work inspected by the Engineering Department.

This was the first week that they had worked
in 30 d~$ beca"e of the freezing weather.
b. Jaok, from the Bremerton Planning Department
visited the site and indicated that I lacked
trees to contorm to the city's code. Carter
Nursery installed these on 2/12/91.
