CITY COMMISSIONERS MEETING APPROVED
SEPTEMBER 29, 1982
Reconvened meeting held in the Office of the Mayor on Wednesday
September 29, 1982 with Mayor Gene Nelson presiding. Also pres-
ent were Commissioners Bob Stewart and Tom Swanson, City Clerk
Kathleen Mandio and City Attorney Bill Broughton, many members
of the community and representative of the press.
The purpose of the meeting was the first reading of the Ordinance
relating to the LID for Downtown Redevelopment of Bremerton.
City Clerk read correspondence into the record received from the
United Brotherhood of Carpenters discussing the assessment
on their property and a letter from the International Association
of Machinist regarding the same issue, feeling they were a non-
profit organization and should be exempt. Commissioner Stewart
stated he did not feel we could take labor groups off of the
assessment rolls legally. Mayor Nelson stated that only those
persons of residential zoning would be exempt. Discussion follow-
ed regarding the amendment made by the Commissioners previously
to change the boundary lines and city Attorney responded that had
not been done as it would have affected the assessment roll and
the time-frame involved in passage.
OPENED FOR PUBLIC INPUT
Terry McCluskey, questioned the handling of possible over-run costs
of the project and how it would affect the LID. He questioned the
increase to the assessment roll for further taxation to the property
owners. He was assured that this could not happen. The LID provides
for a 15-20% over-run but nothing in excess of that. Lou Soriano
also discussed this issue and asked if the land acquisition figure
was in excess of that allowed, would the project continue or come to
a halt. He was told that if that appeared to be the case, the
project would not be valid and would not proceed. City Attorney
stated it was his interpretation that the 30 day appeal period would
be effective with the second reading date of the ordinance. Jerry
Soriano questioned the validity of this meeting as to proper notices
being advertised and sent to those involved. Clerk stated all legal
requirements had been fulfilled. He also questioned the issue of
boundary lines. Isaac Soriano discussed the figure alloted for
land acquisition purposes. George Allen stated he owned property
on Sixth Street and was furnishing 30 parking spaces for his business
and did not feel he should have to pay for some elses parking down-
town. He asked if underground utilities had been considered as a
cost figure in this LID. Mr. Dunlop stated this was a parking
issue and no restrooms were involved and underground utilities were
not an issue. Mr. Richards stated that the assessment figures had
been obtained from the 1981-82 assessment role supplied by the County
and 20% increase figure added into that. Lou Soriano questioned
the size and properties involved in the Burwell Street parking area.
He stated the previous ordinance included a legal description of
the land to be acquired for that purpose and that it was not listed
in this ordinance. Mayor Nelson stated he felt that should be a
part of this ordinance. City Attorney left to have his office
prepare a revised ordinance to include this legal description.

LID ORDINANCE FEARING CONTINUED
Willard Anderson, talked about the parking garage stating there
were only 45 turn-over spots that the majority was used for long-
term parkers. He felt the property owners needed more time to
consider the LID and that they have not had time to come
alternate plan. Commissioner Stewart explained the areas desig-
nated for long-term parking in the city garage and those floors
used for short-term parking. Isaac Soriano discussed the Park
Avenue Parking Area stating there were no expenses involved their
that it was all clear profit. Walterine Taylor encouraged the
City to consider free parking downtown and Commissioner Stewart
stated that might be a possibility after the parking revenue bonds
are paid off in three years. He also discussed the acquisition
costs for land. Jerry Soriano stated the whole purpose of the
hearing was to receive input and he did not feel the council was
listening. Ralph LeDtz, Great Northwest, questioned the sugges-
tion made 9-14 regarding changing the boundary lines ~nd asked if
this was incorporated into this ordinancedue to the time-line.
Mayor Nelson replied they were not. Willard Anderson questioned
the loss of the property now used behind the Medical-Dental Bldg.
for tenant parking stating it was to be bought by the City and his
tenants would be without parking. Lou Soriano asked what
specific property on Burwell was to be used for parking and was
told from the Commodore Hotel to include the Gasoline Alley.
Elizabeth Buell stated she preferred an LID for covered shopping
and suggested parking be created over existing buildings like
J. C. Penney has on their store. Motion by Commissioner Swanson
and Stewart to remove the Fifth Street Parking proposal from the
LID was rescinded after advise of City Attorney that it would change
the assessment rolls.
Motion by Mayor Nelson and Commissioner Stewart to accept this
ordinance as presented with the original boundaries as previously
presented, to hold two readings consecutively starting October
5 at 2:00 p.m. and October 12, 1982 at 1:30 p.m., carried as
follows: Mayor Nelson, yes; Commissioner Stewart yes; Commissioner
Swanson no.
Comments from the audience regarding the timetable and possible
changes to the ordinance. A suggestion was made to include public
restrooms in the proposal. Also suggested was the possibility of
leasing the land needed for parking, rather than outright purchase.
PTBA BUS ISSUE DISCUSSION
Commissioner Stewart expressed his concern over the need for a
contract to be entered into between the City and PTBA by October 1,
1982, stating at that time if no contract was entered into the buses
would not be on the road. Mayor Nelson expressed his concern over
the statement and assured Commissioner Stewart that he would see
to it that they would be on the road.
