Clerk read correspondence from Carl E. Aaberg protesting the inclus- ion of his property into tke proposed LID stating it is strictly residential and not part of the business district. Also read was a letter from National Bank of Bremerton stating they are not the owners of the tax parcel assessment sent to them and were not aware of the responsible party. Clerk read letter received from Foster & Marshall/American Express Inc. with a proposal for the purchase of the Bonds to be issued against the downtown area Local Improvement District. Read was a memo from Planning Department indicating the relationship between the proposed Central Business District, Local Improvement District and the goals and policies of the adopted Bremerton Area Plan. It was felt the proposed LID would be consistent with the B.A.P. intent as it would provide additional short-term off-street parking near the core area and would also improve the appearance and shopper comfort of the downtown through the addition of such design features as landscaping, building facade redesign and street furniture. Clerk read a letter from Nadine Pruner, property owner, stating she was on a fixed income and would like to ask they propose an exemption for property presently used as a residence by the property owner until such time as the property is used for a business. t2555 Gene Kennedy, Chairman of the Redevelopment Downtown Task Force Committee, gave an outline of the area involved, the intent of the LID and the composition of persons on the Task Force Committee. He stated the project had started at an estimated cost of $5 million and was reduced in scope and cost to the $1.5 million proposal. Mr. Richard Dunlap, Parametrix Inc., stated the project cost summary was based on the 1982 dollar escalation costs for building and land acquisition. Commissioner Stewart questioned Mr. Dunlap regarding the ancillary costs. Mr. Dunlap stated that property zoned residential and all government property would be exempt from the LID assessment, that only commercial zoned property would be affected. He then Side ~2 further explained tke zones and how their assessment was computed. 0007 He stated the project would take 13 months to complete and it would be two years before the assessment would start. Mr. Isaac Soriano, questioned how the value of the properties in question had been determined and did not feel the amount of $440,000 appropriated for land acquisition was realistic. City Commissioners Meeting September 14, 1982 Page Two LID HEARING CONTINUED: Mr. Terry M¢Cluskey, Attorney, 510 Washington Bldg., questioned the boundary lines in relationship to the waterfront properties involved which were under water and not developed land. Mr. Dunlap stated all peripheral properties will be physically and personally assessed prior to the final tabulation. Mr. Jerry~ Soriano, 509 4th, asked if the committee would be contact- ~ng the property owners for their valuation of the property prior to acquisition and would the value of the business be considered as well. Mr. Gene Kennedy responded that they have been in contact with Mr. Soriano's company keeping them informed of the activities. He expressed hope that there would not be any lost time for the project with delays in land acquisition. ~0709 Mr. Eddie B~ork, stated he felt the boundary lines should be squared off and that the land acquisition figure should be more. Mr. Bill Peterson, Parametrix, stated the property valuation was figured from $10 to $12 per square foot. Mr. Louis Soriano, asked if the evaluation used for land acquisition is based upon the real property value or comparable sales basis or income basis. He did not feel the property owners would give their support unless they are justifiable figures. H. W. Len~el, discussed alternative of condemnation for land acquisi- tion. #1076 Joe Mentor, complimented the Mayor for moving on this issue. He stated he did not feel 2 or 3 property owners should hold down this project. Isaac Soriano Jr., discussed the ancillary costs and financing. Jerry Soriano, questioned the adjustment of property presently zoned residential and in the future converting to commercial zone. He was told that after the passage of the ordinance property zoned commercial cannot be changed but residential could be. Mrs. Fox questioned the zoning of the 7th Street area. Wm. Garland, inquired as to wh.ere the basic plan of the improvements was filed at the present time. Mrt Peterson stated the cost data report was on file with the City of Bremerton and Parametrix, 830 Padific Avenue. The map and preliminary plan were with the City of Bremerton. He also questioned the handling of the revenues generated by the LID and questioned revenues generated by the parking facilities. #1463 Doug Carpenter, Downtown Business Association, felt that the parking improvements should be Phase I and that building a covered clima- tized shopping mall should be considered an immediate Phase II project. Perry Soreski, manager of a jewelry business in downtown was in favor of a mall for the downtown area to keep shoppers in the area. City Commissioners Meeting September 14, 1982 Page Three LID HEARING CONTINUED: #1580 Bruce Andre, Pu~lic'A'ffairs Officer PSNS, was in support of the LID and also stated the Navy had a program to beautify their shore activities area. He stated the criteria for the funding is the joint City-Navy beautification program and that our community was receiving high. priority for the funds. Bill Chre~, encouraged t~e complete redevelopment, not just the parking approach. Dick Lindstrom, property owner at 4th and Washington, complimented the community for their hard work on this proposal and encouraged a complete redevelopment which included a mall area in addition to the proposed parking. Bill Wilson, representing George Dexter, property owner on First and Washington, stated he was against the proposal as it. now stands. He felt the assessment was inequitable as their business was on First and Washington and did not see how the additional parking would be of benefit to them. Mark Love, Christian Center, questioned if non-profit organizations were exempt and the answer was no, if they were commercially zoned. ~2124 Micaele Hosea, discussed the possibility of shortening the hearing process for those residents wishing to rezone back to residential from commercial and urged early publicity by the City. Harold Box, 1216 Chester, suggested checking into county ordinances for a sample to adopt to allow property commercial to revert to residential when sold. Eddie Bjork, stated he felt that a mall was of the utmost importance, and would continue to support that concept. He stated he had been working on a proposal since 1~74 for this, and would like to have more time to complete his project. Art Shelley for Mary Shelley, property owner, questioned the deter- mination of the boundaries and how it would affect those businesses in the outlying area. Mrs. Virginia Schutt, Property owner, encouraged a mall and felt that parking would take care of itself. ~2613 Eddie Bjork, stated the proposed parking would eliminate some areas presently used for long term parkers and they would have to move further out. Increased businesses would also create a need for housing. :2645 Public Recognition Closed Commissioner Swanson felt the redevelopment proposal should be put together by the property owners rather than the City as there appears to be a lot of unanswered questions. He supported a covered shopping area and free parking. !2701 Commissioner Stewart felt we need something more than parking, and supoorted covered shopping to make the proposal really work. He stated he would have liked to have had the property owners come to the City with a proposal, rather than have had to go to them.
