HEARING - TO CONSIDER SURPLUSING CERTAIN CITY OWNED PROPERTY AB83-647
This hearing is for the purpose of determining if city owned property located
on Sipes Lane, just off Brownsville Highway, three miles north of the city
limits shall be declared surplus to the city's needs. This hearing was
advertised and posted as required by law. There were no objections in re-
sponse to Mr. Anderson's standard conflict of interest question.
Kay Wilson, Asst. Planning Director, discussed the Planning Commission meet-
ing with discussion centering on the value of the property and need for
immediate disposal. The Commission learned the cost of connecting the well
located on the property would be prohibitive, and that sale or trade would
need to be made at the appraised value. If not sold or traded within 6
months, the Commission felt the property should be looked at again in com-
bination with all other Water Department properties.
Bill Duffy, Water Supt., discussed purchase of the property in 1968, with the
intent of drilling an exploratory well to obtain information on the acquifers
in the area. The test well resulted in a reliable supply of potable water.
Area residents were given a lease for use of the well until development for
municipal use. At a later date, DSHS required adjoining utilities to
establish service boundaries to avoid conflicts with service areas and to
qualify for state aid. Establishment of boundaries placed the well within the
confines of North Perry Ave. Water District. As a result, Bremerton Water
Utility will not be required to develope the well for providing domestic water
supply. Recently North Perry Ave. Water District has expressed an interest
in procuring the facility. Mr. Duffy recommended the property and existing
improvements be declared surplus, and an intergovernmental exchange be negotiated
for transfer to N~rth Perry Ave., Water District. Mr. Duffy further re-
commends the property be sold at current appraised value and improvements
should not exceed actual cost at time of initial installation.
Bert Gegner expressed concern with lost revenues if the city does not retain
the well. Mr. Duffy discussed annual revenues of approximately $1.63 from
each customer with 10 or 12 customers. Mr. Gegner felt the city should retain
the well and property and charge an appropriate amount for the water. Glenn
Vockrodt questioned the advisibility of surplusing the property and discussed
the nearest North Perry water line at 3/4 of a mile and nearest city water
line at i mile. Mr. Vockrodt strongly suggested the city retain the well
and property and customers continue maintenance of the well.

HEARING - SURPLUSING CERTAIN CITY OWNED PROPERTY CONTD
Bob Prouse, North Perry Water Supt., discussed water lines currently being
installed through Sipes Lan~ and several North Perry owned wells in the
immediate area. North Perry is not desirous of having another water company
owning a well within their district. Mr. Prouse discussed providing water
and fire flow requirements in the area, There was discussion regarding the
well as a future water source for the city. Mr. Duffy discussed the cost
as prohibitive in connecting to the well. Mr. Anderson and Mr. Mosely felt
surplusing the property and well at this time is premature. Mr. Duffy
explained that surplusing will allow the city to negotiate for sale or trade.
Motion by J. Adrian and S. Horning to surplus subject property to be sold at
appraised value. The well to either be transferred separately via government
exchange or sold with real property based on City Attorney's evaluation of
best method. Sale contingent with following stipulation: to be used by

at sale price. Sale to be commenced by June 30, 1984, carried as follows:

encouraged Council to pass the resolution as this information is needed to
enable a decision on city costs. Jim Strait agreed with the redevelopment,
but felt the city should not always pay the cost. Joe Gero, Planning Director,
discussed observations from other cities throughout the country that benefitted
from redevelopment. Mr. Gero discussed various services and functions that
will be provided to consumers and area residents with redevelopment. He stated

Commerce, admonished Council and the city to move forward rapidly on this
issue. Mr. Gegner urged Council to "go for it".
