SUMMARY: In December 2003, the City ofBremerton awarded Kitsap Community Resources
(KCR) $650,000 in HOME funds toward the purchase of Opal Court, 12 units of transitional housing
for families. Opal Court was purchased in June 2004 with City and other leveraged funds. Since then,
rehabilitation work has revealed significant mold, pest, and structural damage. KCR is requesting an
amendment increasing the original award by $150,000 in HOME funds to cover construction work
necessary to make the units habitable.
