This was .posted and advertised as required by law. A.'Anderson asked if any Council member had a conflict of interest in hearing this issue. Mr. Anderson asked if the public had objections to any Council member hearing this issue. There were no objections. Kay Wilson, Asst. Planning D~rector briefly outlined background. Existing use is residential;~existing zoning is B-2 with restric- tions for use as a professional office. Ms Wilson discussed parking requirements. Zoning ordinance requires 2 stalls, 3 are proposed with additional parking leased from Safeguard across 6th St., and driveway location, ~ permit must be obtained from Eng- ineering if any parking area is located on the right-of-way. Ms Wilson summarized department reports; Engineering: Does not conform to proper parking lot and will pro- mote backing into street; grading lot could require building foundation modifications; sanitary sewer connection shall be replaced by 6" line; driveway no closer than 30 ft. to 6th Street. PolicelTraffic: Backing into street; parking lot too close to 6th St.; not enough parking on site. Ms Wilson outlined conclusions supporting Planning Dept. recommenda- tion of denial. Proposed retail use would be of significantly higher intensity. Site too small for adequate parking and leased parking can become unavailable at time lease expires. Retail use would be contrary to Bremerton Area Plan Policies. Ms Wilson discussed hazards of crossing 6th St.from off-site parking and I, high traffic volume on 6th St. Robert Wallac~; proponent, felt proposed parking is adequate and impact on traffic will not be significant as store hours will be ll:00 a.m. until ~:00 p.m. and anticipated customers are 8 to l0 daily. Mr. Wallace stated if the change in land use restriction is approved, they will combine the Callow Ave shop with this one. In answer to inquiry regarding placement of patio doors in the basement, Mr. Wallace stated the basement will be used for storage. Discussion followed regarding limited on-site parking and leased parking across 6th St., and increase to already high traffic volume in the area. It was felt this would be an undesirable business in this area at this time. Motion by E. Sturdivant and S. Horning to deny the'Change in Land Use Restrictions, carried unanimously. 0701 City Council Meetin~ April 6, 1983 Page Three nutes ORDINANCE #3830 - ROSS REZONE AB 83-176 Motion by J. Adrian and C.
