manner, and (5) has been advised that Ether "ManagenentOrganizational Ordi-
nance" is in the making. She expressed strong opposition to Council even
considering such a redraft because of the results of the Novenber election.
Mr. Lawrence Stine, 1514 No. Wycoff, expressed concern of a reoccurring pro-
blen in his neighborhood with regard to large deliveries maa~ to General
Supply, a M~olesle Firm, located at 15th and Wycoff. His request is that
incclning shillnents be delivered on the 15th Street side at General Supply' s
loading dock which is for that purpose. His concern is children playing in
the area, the lengthly traffic tie-ups (up to 4 hours) on Wycoff because of
tractor trailor type vehicles, and visible damage sustained to street, drive-
ways and his own fence when trailors are being maneuvered back and forth.
Councilman Anderson stated Mr. Stine is in his district and has made him aware
of the problem which he had passed on to the Administration. He asked if the
Mayor ~Duld look into it and report back. Councilman Adrian was more specific,
asking that the Mayor report back at next weeks Council meeting which the Mayor

The Mayor reported briefly that the new Cua,~,onity Block Grant Coordinator, Don
Pratt, has suhnitted for Council his first monthly report and status of funds
that are active.
Mr. Pratt addressed Council highlighting the various Grants and explaining
when questioned, that the reason some allocations are not spent is because seve~
activities are completed at less cost, program is just now underway or money
has had to be reallocated because of unforeseen circ~nstances. The increase
in the Elevator installation was due to an approved change order, extending the
service to the basement. The report is on file in the City Clerk's office.
Councilman DrOLLin stated that although the Boy Scout Hall at Forest Ridge Park
is not started, as soon as the appropriate parties are able to nL=et, work should

Sturdivant was concerned that at th~ end of the year, would the City lose any

name suhnitted frcm each Councilman, frcm his district, an individual who
would be willing to serve on a sub-cemnittee to review the Ccmprehensive Plan/Map
ar~ proposed Zoning ordinance. Councilman Adrian was not supportive of having
to furnish a name tomorrow and, until the needs are defined, he thought selec-
tions should be postponed. Mr. Gero responded that if na~es are available by
next Planning Ccrmittee meeting/study session it would be fine.
Council President Anderson asked Council to note thatMonday, December 10,
1984, there will be a Study Session on the YMCA Agreement and Budget Finalization,

ORDINANCE #3936, S~nE[qD READING, PIDVIDING FOR GROSS MISD~MFANOR PE~InLTIES
FOR VIOLATIONS OF CITY ORDINANCES, #AB84-568
Ms. McCluskey presented Orclinance #3936, seccnd reading, which establishes a
Gross Misdemeanor penalty for those crimes which are a Gross Misdemeanor when
ccrmitted in the county. The second addition to the ordinance is a result of the
new Dcrestic Violence Act passed by the State Legislature. The provision makes
it a crime for a person to willfully violate a criminal "No Contact Order"
issued by t_he Judge pursuant to a d~nestic violence case.
Councilman Adrian asked of the City Attorney, if the "No Contact Order" was
the same as a "restraining order" with Mr, Broughton explaining no and that
the definitions are very crmplex.
M/S/C/U/(Pachek/Adrian) to approve Ordinance #3936, second reading, providing
for penalties for violation of a criminal No Contact Order issL~d pursuant to
RCW 10.99 and violat/on of a civil Order for Protection issued pursuant to the
1984 Dcmestic Violence Prevention Ant constitute misdeneanors.
OLYMPIC AMBULANCE SERVICE - ~ RATE SCHEDULE PROPOSED, #AB84-591
Ms. McCluskey presented a request for review and approval of proposed rate
increases for the year 1985 frtm Ol!mpic i~nbulance Service, which was file
during Nov~Tnber, as required by city ordinance.
Mr. Bill Littlejohn, Owner - Ol!mpic Ambulance Service, was present to answer
questions frcm the Council. He stated that costs were kept at a miD_im~n and
indicated that there was only one charge that has not appeared on the rate
schedule in the past, being "Night charge". He stated that it is to offset
standby time for personnel required to be on-call. He felt if it was not for
the heavy day schedule of runs, they could not afford to operate at the ncminal
night charge. Overall increase amounted to approximately 5%. He defined
other ambulance rates, for exanple Sheppard Ambulance, which charges considerably
more however, in many cities and counties they serve, they are required to per-
form paramedic type support, whereas the City of Bremerton/Fire department,
already provides this service within the city limits.
Councilman Adrian asked Mr. Littlejohn if he ran the only ambulance service
in ~e City of Bremerton with Mr. Littlejohn stating no. Council members expressed
concern whether the other firm, Kitsap Public Services, would be granted the
same rate increase or be at an advantage by being able to charge the old rate
schedule. Mr. Bert Gegner stated the same concern but was advised that calls
within the city are on rotation, unless patient or family requests a preference.
Ms. McCluskey stated she intsrpretated the ordinance to read that a firm must
subnit their request during NoveTa3er of each year for rate increase consideration
for the following year. Councilman Homing felt that, if the other firm missed
it's deadline, it was their fault and Council sheuld act on Mr. Littlejohn's
request this evening. Councilman Drouin stated he ~Duld like the night charge
defined, frc~n 6:00 p.m. - 8:00 a.m. inclusive. Further Mr. Drouin stated he
thought the fee for "extra attendant" was excessive at 25% increase over 1984
and would like the figure reduced to a 5% increase or $21.00.
Ms. Lena Swanson was concerned that Council should consider the President' s
message of cost containment. Councilman Amo asked if the Council only had the
choice to accept or reject the proposed rate increases with City Attorney
Broughton stating this was correct, however Council has the right to amend
or change any charges they feel out of line before enacting. Mr. Littlejohn
responded to Ms. Swanson's ccrrents stating he handles all public assistant
calls, accepting the rates payable at a loss of 50%.
M/S/C/U/(Adrian/kmo) to approve rate changes, sutmlitted by Olympic Ambulance
Service, with two changes; (1) the charge for "extra attendant" be reduced
finn $25.00 - $21.00, and (2) under "night charge", verbiage added to clarify
hours frown 6:00 p.m. - 8:00 a.m. inclusive.
