he finally re{seived a response frcln the Planning department after appearing
at City Council last week, however, the response was not to his original
request for clarification of why property owned on Highland does not meet
Zofiing Ordinance requirements. His original request was dated October 10,
1984, in writing. He wanted to know his rights to appeal. He also ccmplained
that parking, designated handicapped only, is being used by other than handi-
capped individuals at 625 Highland. Further he had requested to see files
in the Building department regarding abatements and was denied his request
by Building Official Delph. Council President Anderson noted that files,

the public. Council directed the Mayor to check into Mr. Scheyer's ccm-
plaints. Joe Gero, Planning Director, stated that he has furnish Mr.
Scheyer the informat/on and instructions he requested but it would be Mr.
Scheyer's responsibility to file for an appeal of the order.
MAYOR' S REPORT
Mayor Da~ins gave an up-date of the Elevator installation which will be
delayed becal~se of parts on order. Installation is now scheduled for early
1985, mid Ms_rch, according to the contractor.
In addressing Councilman Johnson' s conoerns on signalization, Mayor Dawkins
reported t_hat sigrslization must be coordinated with the County at Riddell
Road, however the lights on Kitsap Way are being set at approximately
32 miles per hour rate of speed.
Mayor Dawkins introduced Mr. Lou Weir who had a request that Council approve
covering parking meters, starting Friday, November 23rd, the busiest shopping
day before C]nristmas. Mr. Weir stated that his request would cost the city
aFproximately 2,500 in lost revenues based on .80¢ per inter inccme, per day.
The merchants and businessmen will match the additional 2,500 for a total of
$5,000 that would be generated, if the meters were not covered. He said
he hoped that Council would support the merchants request because the increased
revenues frcm Business and Occupation tax would well off-set the $2,500 the
city would match. Councilmen were skeptical about being able to approve any
expenditure, not budgeted, without public notice or input.
Cou/~cil President Anderson stated that he hoped Mr. Weir could be supported
in his request with Councilman Sturdivant agreeing that the Council should
support, however, Council could not act on the request tonight. City Attorney
Broughton suggested that the request should be carried over until next week
to allow public cc~rent and flLrt_her suggested that the merchants assume the
difference of lost revenue for the period up to next weeks meeting.
Councilman Sturdivant asked why the YMCA Agreement was not on tonight's agend:>
with Mr. Court Prisk, Director of Field Services, stating that the Internal
Auditor found two areas of concern which may necessitate changes in the agree.
ment. City Attorney Broughton stated both the YMCA Agreement and the E & 0
Refund are rescheduled for the meeting of Dece~nber 5th.
