Vergeer. Property loca- tion is 1814 Fast 16th Street, off Wheaton Way. Mr. Bob Duff~, Planner, presented the staff report and indicated that the Plan- ning c~misslon met on September 18, 1984, passing Resolution #729 receding denial of the proposed rezone. He stated that several issues were noted in the Findings of Fact and Conclusions which determined the Cc~tission's decision including traffic density, not consistant with Manette Area Plan and Bremerton Area Plan, area surrounding presently zoned R-1 with mostly single family resi- dents with the exception of Bremerton Gardens which is multi-family dwellings. Also of concern by the Ccmnission was the fact that the parcel is only 10,000 square feet and the intent by the owner, Mr. Vergeer, is to construct a 15 unit apartr~nt type structure. The structure would block the view of all adjacent property owners which was a consideration. The area has also experienced several serious traffic accidents. Mr. Vergeer was notified of the meeting, in writing, hc~ever was not present. Council President asked if any pers0~ wanted to speak in opposition of the proposed rezone. At this time Ms. McCluskey introduced two letters in opposi- tion of the rezc~e, representing Ms. Marge Evelyn Buell (1612 Wheaton), Ms. Helene Herrick (1613 Wheatcn Way), and Ms. Helen Peterson (1603 Pitt), all against. Also present and in opposition to the request for rezone were Mr. Dave Maganet 7I~5 E. 16th), Ms. Kate Charleston, Mr. Glenn Vockrcdt (1409 Marlow), Mr. C/lmnrackel (Cherry Place) and Mr. Mike Denton (1611 Wheaton). Those ad'~essing Council }rod similar concerns of traffic density and those in the ~ate area were extremely concem that their property values would go down should they lose their views. Councilman Mosely, Councilman for the area, stated he went to the area to check the possible impact of the requested rezone. He felt the intent to construct apartments on a lot as small as 10,000 square feet would only allow buildings too tall for the surrounding residential area, spoiling t_he present occupants views. He said we would have the same problem of soil retainage bulkheads because of the drastic slope of the property. He said he would support the Planning Ccr~Bission's reccr~nendation and urged Council to deny the request. Councilman Adrian was advised, in response to his question, that conditions could be placed on the rezone at the time applicant sought a building permit. M/S/(Drouin/Pachek) to deny the request for Rezone frown R-1 to R-2, 1814 Fast 16th Street, Applicant Gerard Vetgear, based on the Planning Ccn~mission reccmmen- dation and testamony heard. Councilman Sturdivant stated he agreed that the lot is a basic lot at 10,000 sq. feat and thought that the traffic situation was the most serious issue. Since the traffic is already heavy, he would vote to deny. VOTE: Carried unanimously to deny rezone Motion PASSED. With no further business, meeting adjourned at 7:00 p.m. KATHI~"N L.
