Said portion will be deleted. Councilman Johnsc~ explained concerns regarding the lost revenues the City has incurred by banking limitations as presently set for~h_~ in the City Charter He said t~e City should be taking advantage of depositories with the highest yield on a day-to-day basis. MS. Sw~nscn was in~..~iticn stating she felt all resources should he kept in t/B City and inves the City. Mr. Bert Gegner, prefers to have money invested go back to the citizens in the form of higher interest thereby possibly reducing tax burden. He fe].t this issue is a powerful Charter change but puts financial institutions in the area on notice that they will have to be ccepetitive to deal with the City. 2796 2903 City Council Reg. Mtg. Minutes UNAPPROVED DRAFT Septenber 12, 1984 Page 4 of Councilman Amo thought it should be clarified to Ms. Swanson that, if Charter is not changed, preference is gi~e/n to business and not the taxpayer. Assistant Ci_~ Attorney Mary Killian stated the intent of the Resolution is to release the City frcm the restriction of always investing locally. This does not mean they cannot if the return on investment is favDrable. Sbe further noted that the only change w~s taking out the verbiage "in Bremerton" but suggest- ed that Council delete "Banks" and substitute "Financial Institutions" as new language. Councilman Horn/rig stated be is not totally cc~vinced that it is of benafit to the City to go outside to invest. Treasurer Olney addressed Mr. Horning's con- cern, stating that at last week' s Washington Finance Officers Association meeting it was noted that the City of Bellevue invested $500,000 at the same t/mB the City of Bremerton invested $400,000 however, Bellevue's return was at tt~ rate of 13.2, whereas Brenerton's return was 12.0% for a loss Of 1.2% during the same period of investment. Mr. Olney said that many of the Financial or lending intituticns in our area do not offer investment yields ccmpetitive in the open market. M/S/C/U/(Drouin/Pachek) to a~prove the request frun Support Services to Call for Bids for the items as listed above, roof repairs. CREATION OF PERSOMqEL SPECIALIST & C[FICE ASSISTANT II P(BITIONS/PERSONNEL DEPART- MENT, #AB84-460 Ms. McCluskey read a request to crete two new positions in the Personnel Depart- ment; 1 - Personnel Specialist and 1 - Office Assistant II. She read a 3 page docummt justifying the internal needs of t~e both the City and t]~ Personnel Department to be able to operate efficiently and citing the recc~me~datic~ of the present Civil Service Cc~nission. The Perscrmel Specialist is really necessary for the continuity of operation within the department in the Director' s absence. H~wever, the position of an Office Assistant II has been filled as a temporary City Council Peg. Mtg. Minutes September 12, 1984 Page 5 of ~0796 position for some t/me and now, at full-time level, and now the request is to make the positic~ permanent. The Mayor noted that the funding is available for the balance of the year and the positifms will be allocated, if approved, in the 1985 budget. Mr. Dave Hiestand, Perscrunel Direr, assured the Council that there is presently an Office Assistant Register. in existance and a candi- date will be appointed frcm the active register. Ms. Walterine Taylor, asked if she was correct that he needs assistance in his Department. Answer affirmative. Mr. Bert Gegner felt the request should be granted funding only the Office Assistant at this time. Ms. MaryEllen Babbitt, Civil-Service Representative/Non~Emp oyees, expressed her support because she has bad the opportumity to work closely with Civil Service and sees that many tasks could be accomplished given the personnel necessary to do the job. Ms. Lena Swanson cited approval of the request. Councilman Drouin thanked the Personnel Director for the ccmplete documentation of his request and would encourage all Department heads to be as prepared when ccming before Council. Councilman Amo resented the Civil Service Cc~nission's threat that they ~Duld resign as a tool to get what they wanted. He was in favor of the staffing but not because of the threat. Councilman Johnscm had no objections to the requested staffing but felt the mini- mun re~ts, including a Bachelor's Degree, should be deleted because it would el/minate qualified individuals frum cu~peting for the position. He would favor substitut/ng equivalent experience. Councilman Sturdivant agreed that a Bachelor's Degree is not required and it app(,~rs the present job description is written arou~a a particular individual. Councilman Anderson agreed there should be every appearance of fairness citing that the Office Assistant will be hired off a current register. Councilman Sturdivant also c~jected to the verbiage of "Ability to work under stress" un~aer minimum qualifications stating it may encourage stress-related applications for disability. Mr. Hiestand stated it is acceptable to state "strees" in job and reninded Council that it is not under their purview to make changes in the job description. Ms. Killian stated the Personpal SpeciaList was Civil Service exe.pt. M/S/C/U/~]osely/Johnscc) to approve the creation of a Perscrmel Specialist, delet- ing the requirement of a Bachelor's Degree, and ~t full-time Office Assis~ tant II position, within the Personnel Department. CREATION OF C~FICE AEMINISTRAT~S EXAMINER, #AB84~461 ks. McCluskey read a request frcm the Buildin~ OffiCial, Dave Delp~, to change the title of the vacancy of an Inspector, at this t/me, to Office Administrator/ Plans Examiner and salary range frun a ~14 to ~16. He stressed the inmedi~te needs of the Building department and expla/ned the realighment of duties and responsibilities. The mc~ley is funded for the balance of 1984 with Mr. Delph noting that we will actually be paying less for this up-graded position because the e~ployee terminating was at level E with the new emplcS~e being able to hire on at level A, or less per hour. Councilman Sturdivant expressed concern that the individual has one year to obtain the necessary certification under the ICBO and why not hire an individual already possessing these qualifications. Mr. Delph said the person hired now may not possess all qualifications, however he/she will be qualified eD~Dugh to enable him to run the department and tend to the tasks not able to be done at this time. He further stated that ~ attempted to request that the positic~ he exempt frcm Civil Service but that has not happen. Ms. Lena Swanson spoke in opposition to the job description stating it will be hard to find an individual possessing the necessary minimum requiremints or such a broad ba~kgiuund. Councilman Anderson stated he thought the position a[~eared to be a glorified office assistant. City Council Rag. Mtg. Minutes Septenber 12, 1984 Page 6 of UNAPPROV~D DRAFT Councilman HornLng was in favor of the request and saw the need. Councilman Sturdivant was displeased that each time a new department head is hired the Council is asked, soon thereafter, to grant an assistant. Mr. Delph stated this person will he able to ~Drk in office or out in the field performing inspections which will be an asset over the existing arrangeneat. %unS~tm~ and Amo both agreed that they recognize the needs of the Build- see present deficiencies, encouraging the Council to support the request. =]601 M/S/C/U/(Drouin/Amo) to approve filling the existing position, mcclifying the Title frcm Building Inspector to Office Administrator/Plans Examiner and placing to position at a ~16 level. (20 words). Discussion followed whether or not to issue a voter' s pamphlet this year as was done during 1983. Ms. McCluskey said many hours were spent putting together the pamphlet and wanted to know Council's direction. It was agreed that the four (4) publications, as required by law, plus the possible utilization of KBRD Quarterdeck show and 30 second spot-announcefnents, covered in existing ccntract, would be sufficient notice of the pending issues on the Novu~er ballot. 1985 BUDGET GOALS & OBJECTIVES, RESOLUTICN #2050, #~B84-463 Ms. McCluskey presented Resolution #2050, frcm the Budget & Finance cc~mittee, for Council approval regarding 1985 Budget Goals and C~jectives. Mr. Bert Gegner asked what was on 1983 Goals and Objective list with Councilman Johnson stating 5 or 6 items as goals but no objectives. Mr. Gegner stated, as a citizen, he thought priorities should include downtown develc~t, along with waterfront develoFment and elA3hasis on revanl0ing zoning ordinance which has no flex/bility. Councilman Johnsc~ stated that it is obvious that not all goals or objectives will get dc~e but it is a base to start with.
