ADVANCED LIFE SLIPPORT CONTRACTS/FIRE DISTRICTS 8 & 19 AB84-104 REQUEST TO HIRE FIREFIGHTER PARAMEDICS FOR 2ND RESCUE VEHICLE AB84-105 Letter from Frances Haddon Morgan was read supporting the hiring of additional firefighter paramedics. Acting Fire Chief Erickson discussed recent notifi- cation of a violation of the contract agreement for properties acquired from HHS for construction of the west side fire station. The agreement requires placing a paramedic unit at the station to offer expanded ALS services to the west side. By not adhering to the contract the city will begin to pay back 50% of property cost by December 17th, amounting to $85,000. Chief Erickson discussed recent contact by Fire Districts 8 and 19 requesting ALS coverage to their areas. With the income from districts 8 and 19 the Fire Department could expand service and run a second paramedic unit from the west side station with very little cost to the city. Service would be improved to city residents, vital service to surrounding fire districts would be available and the city's obligations to the Department of Human Health Services would be met. Mr. Amo questioned why the $85,000 pay back was not brought up at the budget hearings? FLayor Dawkins explained that this contract was entered into under a previous administration. The current administration was not aware of the stipulations in the contract, and the letter informing city officials of the violation was not received until December 28, 1983. Mr. Drouin agreed the city should not provide same services to outside districts for same fees, and felt the outside districts should pay a surcharge. Mr. Sturdivant discussed the paramedic program concept on the basis of 25¢ per $1,000 property value, and felt this should be put to a vote of the people. He stated there is still time to place this on the September ballot. Chief .Erickson stated the districts need the service and felt the timing is right to provide this service with very little cost to the city. He discussed response time with current rescue vehicle placed at the main station. Chief Erickson stated they would be responding to a limited number of calls from the outside districts. Mr. Sturdivant questioned if the city can legally contract out to other districts. Mr. Johnson discussed concerns with funding in 1985 and felt the cost would be close to $200,000. Mr. Drouin felt the priority is in life ssfety. Mr. Mosely discussed pay back cost of $85,000 versus savings of .$85,000 plus the income from the two districts if the city approves the agreements. Messrs Johnson and Sturdivant expressed opinion this should go to a vote of the people, Mr~ Drouin expressed opirLion that if the city does not enter into sei-vices with these outside districts at this time, they may contract with other fire districts and the city will lose this income, He discussed records showing problems in responding, and stated the city does need another rescue unit.
