The Mayor reviewed request and subsequent state approval last year ~or use of Wheaton Way as the parade route, as PSNS could not guarantee the shipyard as an assembly area. Due to security problems at PSNS, it is doubtful the parade will be able to assemble there. A letter has been written to the state traffic engineer requesting use of ~eaton Way. To date, no written response has been received. Mayor Dawkins discussed problems that would arise by using Roosevelt Field as the assembly area and keeping the parade route in the downtown area. This would result in closing both bridges to the east side, and the Police Department will not approve this. Mr. Mosely suggested using Evergreen Park as an assembly area and discussed several possible routes that would not result in closing the bridges. Mayor Dawkins explained that the Police Department has attempted to keep the parade route off residential streets, due to problems of littering and resulting clean up. A. Anderson referred the parade route issue to the Public Safety Committee with Mayor Dawkins concurring, Mayor Dawkins discussed a meeting of the Downtown Merchants Association regarding a number of upcoming events planned that will result in the closure of some downtown streets. Mr. Johnson discussed his understanding that change orders go through committee and the entire cycle prior to the Project Eng- ineer and City Treasurer signing. Dave Baker, Project Mgr. explained that change orders below $30,000 and/or force account work are normally signed when presented and the price is agreed upon. Mr. Baker explained that force account is when the city directs the contractor to perform certain work and keeps a record of time and costs involved. Mr. Adrian discussed his under- standing that change orders would be reviewed by the City Attorney as well as the Project Engineer prior to approval. Mr. Drouin explained the Project Engineer does not authorize changes on his own, and outlined the change order procedure and review process prior to approval. Therefore, the Wastewater Dept. is requesting authorization to hire temporary and as needed part-time clerical help with the understanding that the individ- ual could transfer to regular status at some future date, Maryellen Babbitt, representing the non-uniform employees, recommended that this employment be as per the Civil Service requirements or come from the Civil Service Register. Court Prisk, Field Services Mgr., discussed procedure for establishing an Office Assistant It Register and intent to hire from this register, in the event this position will become full time at some later date. Mr, Amo also expressed concern that a part time position will not allow an opportunity for promotion. Discussion followed regarding retreat right should a current employee wish to transfer. Ms Babbitt responded it is not likely that a full time employee would wish to transfer to a part time position, and further explained a promotion here is not a factor as this is the lowest clerical position in city employment.
