WAGE GRADE CHANGE - BUSINESS LICENSE INSPECTOR #AB84-350
Mr. Dave Hiestand gave a revised presentation on the need to increase the salary
for Business License Inspector from WG-8 to WG-12. He reiterated that this is
not based on the incumbant nor was he using Seattle and Tacoma for compsmison of
duties or salary. He noted that additional information was provided by the City
Treasurer, Leo 01ney, and the Business License Inspector, Janie Coberly. Statis-
tics show that revenues would be triple that of the salary level of WG-12. He
further stated that the job responsibilities and description has been updated twice
since 1982 but not salary compensation change.
Councilman Sturdivant stated a $2.14 hourly increase was substantial however if
the data is accurate he would be in favor of such an increase. Councilman Johnson
said that the possible or likely economic development of the area would warrant
experienced personnel, able to deal with contractors, attorneys and businessmen
and is in favor of approving the recommendation. Council President Anderson stated
he had the Council Secretary call various cities and the job in the city of Bremer-
ton cannot be compared because most other cities do not have field audits, police
powers, etc. The request is not out of line according to Mr. Anderson. Councilman
Pachek agreed to recommend approval because of the need for court experience and
the job was entitled to a decent salary.
#0537 · M/S/C/U/(Amo/Johnson) to approve the request for an increase in the Salary of
the Business License Inspector position from WG-8 to WG-12.
CITY ATTORNEY REPORT
City Attorney gave a report on the Hearing in Thurston County on "Writ of Mandamus"
regarding the city of Bremerton requesting that the State adjust the city's census
count, taken April 1, 1984. Because the USS Constellation had just left port and
the USS Ranger came into port approximately the third week of April, the city was
not credited for the population increase which services will still have to be
provided for the balance of 1984 and early 1985. Attorney Broughton stated that
the Judge hearing the case was bound by the State Law and could not waive the
Census date of April 1st. Mr. Broughton has spoke to the City Attorney of Everett
and City Attorney Broughton suggested that the Council work with other cities such
as Everett, Tacoma, Fife, etc. in lobbying with the Legislatures in Olympia to
change the law by a joint resolution.
He brought up a housekeeping article noting that the new City Auditor came to work
with the city's knowledge that she needed a short vacation time to travel to England
for personal business. He recommended that the Council grant vacation, under the
condition that should she leave or terminate her position before she is allowed to
pay back the vacation, it will be adjusted on her terminal pay. He prepared an
Agreement to be signed by the employee and notarized by the city which will be
brought before City Council at the July 18th meeting.
Councilman Adrian join the meeting.

ADVERTISING BUDGET FOR GOLD MOUNTAIN GOLF COURSE, #AB84-354
Mr. Court Prisk, Director of Fi~'ld Services, gave a presentation on projected
advertising for Gold Mountain Golf Course and the reco~nendation from tNe Board
of Directors to request City Council to approve the needed $14,000 from the Hotel/
Motel Tax F~nd. He indicated that the signs for 4 locations, (map provided) would
cost approxin~tely $5,000.00; 20,008 brochures are estimated at $375.00 and
35,000 Chamber of Co~nerce booklets will cost $1,500.00. The balance of money
will be used for media advertising such as newspaper and radio.
Councilman Amo asked Mr. Prisk to restate the locations and inquired as to the
involvement of the Visitor's and Convention Bureau. Mr. Prisk outlined the four
sign locations as Hiway #3 going south from Bremerton To Gorst, Hiway #3 south
from Port Orchard almost to Gorst, the 01d Belfaim Hiway (2-way sign) and a sign
on the new Belfair Hiway. He said the City pays in approximately 75% of the Visi-
tor's and Convention Bureau's budget but received only 10% return from his research.
Councilman Johnson asked if 35,000 booklets will be enough. Mr. Prisk stated
reprints would be available if supplies run out.
#0705 · M/S/C/U/(Drouin/Pachek) to approve the request from the Gold Mountain Golf
Course Poard of Directors to transfer $1'4,000 from the Hotel/Motel tax for the
purpose of an advertising budget. Treasurer Olney was asked how much was in the
Hotel/Motel tax fund and he stated over $300,000.
REQUEST AUTHORIZATION FOR PURCPLqSE OF TWO (2) ~-DAVIDSON FXRP POLICE
MOTORCYCLES, (2) CUSPP~kN SCOOTERS, #AB84-355.
The Bremerton Police Depas~cment has requested a change in purchase of 2 Cushman
perking vehicles and 2 Harley-Davidson Motorcycles per agenda bill request.
Lieutenant Hatfield presented the request in authorization to re-appropriate line
item balance remaining for the acquisition of only 2 Cushmans and 2 Harleys less
trade in of two Harley Davidsons, currently owned by the City of Bremerton.
Lieutenant Hatfield and Sergeant Bob Johnson gave a narmative of the projected
use of motorcycles in the Traffic Division of the Bremerton Police Department,
stating that only one of the three (3) cycles is usuable at this point. One
Traffic division member was sent to Tacoma for a school and had the opportunity
to evaluate the Harley-Davidson's vs the Kawasaki's perform~nce which the Harley
proved superior in performance. The California Highway Patrol was contacted and
they indicated tb~t 37 of their personnel tested the two cycles with only one patrol-
man indicating a preference for the Kawasaki.
Councilman Sturdivant asked why the request for the Harleys. Lieutenant Hatfield
stated it out-performed the Kawasaki for Police type service. Councilm~n Amo asked
how many bikes does the depar~ent have. Lieutenant Hatfield stated three (3).
Mr. Amo asked what were the new bikes going to be used for. Lieutenant Hatfield
said the personnel in the Traffic D-.'.vision will use the bikes almost 100% of the
time regardless of rain, etc. with only extreme weather conditions when they
would not be used. The advantages are savings in gasoline, easy maneuverability
through traffic and performance over a vehicle. In addition they are used for
civic functions and public relations.
#1469 Mr. Bert Gegner, 934 Washington, noted many troopers with the State Patrol are
using the Kawasaki motorcycle and maybe in future purchases the City could buy
through the State Patrol contract for a substantial savings.
Lieutenant Hatfield added that 4 officers are qualified and the depa~,h~ent is sche-
duling future officers to train in the Traffic division so the motorcycles will
get optimum use.
#1532 · M/S/C/U/(Mosely/Pachek) to re-appropriate line item.balance #521-22-6410 rema_~ning
from purchase of two (2) Cushman type parking enforcement vehicles, to pumchase
%wo (2) Harley Davidson FXRP Motorcycles. This would include the trade-in of two
(2) early model Harley Davidsons that are currently owned by the city of Bremerton.

MID-YEAR GENERAL FUND REVENUE ANALYSIS, #AB84-357
Discussion about mid-year General Fund Revenue with Councilman Drouin noting that
with the new additional Business License Inspector, possibly the B & 0 tax will
improve. Treasurer Leo Otney stated projected revenues are on target and his
recommendation was to leave the Revenue Budget as it is for now. If at a later
date it is obviously out of line Council can address it at that time.

CLOSURE OF 12th STREET - WARREN TO BROADWAY #AB84-359
The City Clerk read the agenda bill and noted that 12th Street was made one-way
westbound by Council action on October 8,1982. Area residents objected and sign-
ing was removed October 14, 1982. The east end of 12th Street was closed when the
right turn lane was installed at llth and Warren. Upon meeting with area residents,
they indicated they wanted the street reopened with one-way traffic west bound.
January 4, 1984, Council again approved opening 12th Street. On June 14, 1984, a
committee met with area residents again and the consensus of the group was to keep
12th street closed. Approximately 50 area residents were sent a letter to enable
them to speak on this issue.
#1746 · M/S/C/U/(Mosely/Adrian), after discussion, to approve continued street closure of
12th Street.
LEASE RE~AL/FRONTIER E~fERPRISES FOR BATTLING CAGE, #AB84-381
Discussion on the Battling Cage lease renewal co~nenced with Councilman Johnson
asking why the Council still has not received an audit report. He indicated he
would vote for this extension but no further until he received an audit report.
Councilman Homing entered the meeting.
Coumt Prisk stated the new in-house city auditor has priorities and the only way
we could get an internal audit at this point would be for the department to do
it. Mr. Prisk said, to his knowledge, the city has only received one complaint
since last summer and has heard many favorable comments. The present operation
has users exceeding capacity and the owners of the equipment are planning to expand
their operation. Revenue generated for the city amounts to $t00 - 200.00 per
month, and this extension is only for up to September 18, 1984. Mr. Sturdivant
thought the lease was late in the season and it was explained by City Clerk McClus-
key that this was only am extension of the expired lease. Councilman Anderson feels
there is a need for an audit and report at the end of the season and Councilman
Amo was concerned as to how fees are handled.
#2385 · M/S/C/U/(Mosely/Adrian) to approve an extension of the Batting Cage L~ase, up to
September 15, 1984.

tion on the wall re-painting. He indicated that the Restaurant is doing a fairly
good business and City Attormey Breughton suggested that the Council take time to
go out to Gold Mountain for dinner. He thought it was very good when he recently
