PUBLIC RECOGNITION - 4:15 p.m.
Council President invited those from the audience to come forward. Mr. Joe
Gero, Planning Director, introduced two of his new temporary employees in the
Planning department. Mark Busher obtained his undergraduate in Anthropology
from Washington State University and is now studying Planning at the University
of Washington for his ~ster's degree. Tom Fletcher has a PA in Urban Planning
from the University of Washington. He stated they are working with Carol Saari
and Bob Duffy and both are a welcome addition to the Planning department for
the sumner months assisting in getting the building permits done.
NEW BUSINESS - BUSINESS LICENSE INSPECTOR/~AGE GRADE CHANGE #AB84-350
Mr. Johnson read a reomest from Personnel Director, Dave Hiestand, to approve
a wage classification change from WG 8, $8.60 per hour, to YE 12 at $10.70 per
hour for the job title Business License Inspector. He gave a short narrative
of the revisions to the job occurring as early as 1982. ¥9~ile all of the
changes confirmed the need for a salary revision, it was never performed. He
gave ccmparisons for like classifications paid in other cities and emphasized
the need for Council action. ~r. Hiestand stated the need to fill the second
position opening which is in the budget and the two positions should be the
same level of responsibility allowing more time out in the field to perform
audits.
CounciLman Johnson asked why this is not going through Civil Service? Mr.
Hiestand stated that it is customary to cc~e before Council for approval for
salary adjustment approval before taking the issue to the Civil Service Commission
as the Ccn~nission does not have the authority to make salary adjustments without
Council approval. ~%r. Johnson further asked how the Business & Occupation
revenues ccm~oare with 1984 projections. Mr. Olney stated, "not what we expected".
Mr. Olney said some accounts are up with some down but the money is in f]~e budget
to make the adjustments. He said Ms. Coberly has rewritten most of the B & O
regulations. Councilman Johnson asked what the additional new hire would be
doing? He said he wanted both employees out in the field doing audits and
more thorough inspections. Councilman Homing noted that since there was a
de~ree attached to this classification, was there to be a division head? If
so, why not advertise for that position and upgrade the salary at the same time.
He felt that maybe the Council would be "jumping ahead" and felt more infomation
is needed to determine which way this devision is going. Mr. Hiestand said there
are several areas in the wage classification scale that need inmediate' attention
and gave the Animal Control division as an example. Mr. Hiestand stated money
has been saved in the B&O division by not hiring the second individual.
Councilman Homing reinterated his stand that
serious consideration should be given to hiring someone at the higher level and
wanted to have the Civil Service Co~mission review. He felt the Council would
be favoring an incumbent employee. Mr. Hiestand said this wage change
was not done with the incumbent in mind. ~ir. Pachek stated the need
to have the best employees for the job and probably would support this request,
Councilman Anderson agreed with the concerns of Councilman Homing and felt more
study should be done and tabled until more information was available.
~0703 · M/S/C/U/(Drouin/Johnson) to table, for one week, the request for Wage Grade
change for the position of Business and Occupation Inspector, until the requisites
for the two positions are more clearly defined and the division's goals are
established.

tion. At this time, Staff has recc~nended approval of the requested conti-
uation of the Batting Cage lease.
Mr. Boyle addressed the Co~uncil and said he is satisfied with the present
arrangements. Councilman Johnson asked if Council has received an audit report
and whether the citizens like the service. Mr. Boyle stated he has a copy of
the report available. Councilman Drouin said he was not comfortable without
the City Attorney approval. City Attorney Broughton asked Mr. Boyle if the
lease is going to be longer than the baseball season or end with the season.
Mr. Boyle asked that the lease last until women's softball is over. Council-
man Homing was concerned about extension of insurance. Mr. Boyle stated he
has furnished Ms. McCluskey with the necessary extended coverage to cover the
period requested. City Attorney advised the Council, should they approve the
request, his office will have to execute a formal lease extension.
