ORDINANCE 1st Reading - REQUIREMENTS FOR SEWER CONNECTION AB84-281 #2412 Court Prisk, Field Services Mgr., discussed Ord. 2654 and gl of Ord. 1673. He indicated the requirements for connection with public sewer is outdated and ambiguous, and contains language which leaves much open to question. He gave examples; what constitues a block? how is the distance computed? He stressed the proposed ordinance eliminates most of the ambiguity and establishes a policy which is more easily interpreted and enforced, and is similar to the Health Department regulations, and will allow for a more consistent ruling by the Engineering Department. Discussion followed regarding the hardship this will cause for property owners that built and installed septic tanks in the last few years due to the moratorium, and suddenly would be notified of a 60 day time limit to hookup to the sewer. Mr. Prisk discussed administrative appeal procedures, and indicated the individual does have the right to appeal. He also indicated that everyone will be handled on an individual basis. Mr. Drouin discussed the public hearings where mandatory hookups once the new plant Tape is constructed were fully emplaifled.
