Mr. Johnson asked Council, as one of the first orders of
business for 1987, to (1) Consider a Resolution addressing
uses of Kitsap Lake, especially in view of the new Park
which is under construction. With the new boat ramp Mr.
Johnson was concerned that more traffic. will be on the Lake
and it has been a problem in the past. He would like to
have the concerns of the Kitsap Lake Neighborhood addressed
before the summer months with possibly a meeting with

satisfactory to all; (2) Advised' Council of a new "DEC

because of the possibility of enhancing the City's handicap
program. He explained the grant program stating equipment
available includes a digital computer at a cost of $1,600,00
each. (3) Mr. Johnson felt the City should review the AWC
Legislative priorities for 1987 and take a stance on how
Bremerton wishes the lobbyists to vote. He has propared
Resolutions for many of these areas and will present to
Council Shortly. He listed many areas of concern such as
Enterprise Zones, Fire Safety, Sealed Bid limitations,

local level, Bids via trade journals, Alcohol and Drug
programs, etc.; (4) Mr. Johnson had wanted to present the

interesting year and enjoyed her association with fellow

PUBLIC RECOGNITION
Mr.'Dave Diene, Olympic Cable/General Manager, spoke before
Council of the necessity to temporarily moving the City's
"Public Access" channel from Channel #29 to #32 in order to
offer a new American Movie Channel. Mr. Johnson,
Representing both the Kitsap Lake.Neighborhood, serviced by
Olympic Cable, and the Council's Cable Advisory Committee
did not see why the movie channel could not be #32 and the
public access channel remain #29. Mr. Diene explained that
because of reception problems and a new inter-tie with
Nationwide Cable, viewers in Mr. Johnson's district would
only get snow on #32 but that this problem is being
addressed. Mr. Johnson emphasized that when the City
eventually starts televising local events, such as school
games, etc., it will want the capability of advertising
continuity. Mr. Dan Crocker, Nationwide Cablevision/General
Manager, stated his Cable company just completed their
channel switches yesterday (12/29/86) and would not want to
change the public access channel to #32 which would again
confuse viewers.
Mr. Hornin~ referred the issue to the Council Cable Advisory
committee.

Community Development budgets, "Housing and Administration"
amounting to $10,000. Upon closer review, more housing
funds are needed with less from the Administration fund.
The program has adequate funds in the Budget due to a
position vacancy which would allow the additional $5,000 to
be allocated to cover contractural services needed to assure
program performance. Mr. Pratt stated he did not feel the
Community Development program will need more than $11,000
total however if the Council grants this request, $!5,000
total will be available and he would not need to return to
Council.
