the operation of the plant. Mr. Bill DuffV, Water Utility

SECOND STREET ANENITY ( HUD M85-030 ) DNR INTERAGENCY,
AGREEMENT NO. 22-002662, #AB86-47'7
The City operates the sewerage lift station at the East end
of Second Street under a permissive DNR letter dated
February 15, 198/./ The Department of Natural Resources has
submitted "Interagency Agreement No. 22-002662" for
execution by the City and then by DNR. Terms of said
agreement grant to the City at no charge use of area needed
for construction of the Shoreside Amenity at East end of 2nd
Street. The Agreement does not interfere with use of area
under viewing platform for lift station. Mr. Don Pratt,
Planning Director was present for questions. The only
holdup is waiting for the Bond to be secured. He stated
there is adequate lighting and $15,000 set aside for this
portion of the project and hopefully surplused materials
from the Shipyard will not need to be acquired. Mrs. Long
asked why the 30-year "term" on the contract with Mr. Pratt
stating he would need to research because he could not speak
for DNR.
M/S/C/U/(Crutcher/Dawkins) to authorize the Mayor Lobe to
execute the Interagency Agreement with DNR granting the use
of the site for the 2nd Street Shoreside Amenity at no cost
to the City.
CONSENT TO ASSIGNMENT TELECOMMUNICATIONS SYSTEM, #AB86-478

install a new telephone system to Northern Telecom, Inc. On
November 17, 1986, Pac Tel Info Systems acquired NTI's
western regional marketing and support operations, including
the City's installed equipment base. Rationale for the
acquisition is given in the attached letter from North
Telecom. The City's telecommunications consultant advises
their full support of the assignment and recommends City

EXCEPTION TO VEHICLE USE POLICY FOR ANIMAL CONTROL OFFICER
ON STAND-BY STATUS, #AB86-479
While on stand-by status, Animal Control field officers are
currently required to drive their personal vehicles to the
office at 1548 Warren Avenue to pick up the Animal 'Control
van when responding to emergency ca/l-outs. This is
extremely costly in response time. In order to provide a
more efficient and effective service to the citizens and
other departments (i.e., B.P.D. and aid units awaiting
arrival of the responding officer), Council approval is
requested for exception to the Vehicle Use Policy for the

Animal Control Officer on stand-by status.
Mr. Collins was concerned that if one division was allowed
exception, all would have just as viable reasons to
circumvent the vehicle policy. He felt the policy was
addressing former widespread abuse with city vehicles and
should not be altered for any reason. Mrs. Long supported-~
giving examples of situations such as when a child may be
mauled by a vicious animal or police, unable to secure or
enter a residence. Ms. McCord responded that the Animal
Control division is an "emergency" department and as such,
needs to have quick response time in certain emergencies.
Ms. McCord stated this would be an addendum to the Page 3,
"Vehicle Use Policy", under list of exceptions. Mr. Johnson
felt the City is in a position to support this action
because of severe cuts within the department, only two full-
time staff~

LEASE WITH KITSAP COMMUNITY ACTION PROGRAM, #AB86-480
Kitsap Community Action Program has occupied the City owned
Smith School Building since 1973. Over the years they have
made many improvements to the Building. The City has been
responsible for Structural and Maintenance costs. KCAP is
willing to continue to improve the Building and Particularly
the roof as explained i,n the attached letter of 7/16/85,
however some assurance that they will be able to continue to
occupy the Building is required by the KCAP Board. KCAP
also pays for insurance on the Building. The City Council
and Administration has indicated their desire to free the
City of all costs associated with leased buildings but
assure the continued upkeep of the Building. This lease
accomplished that as well. Ms. McCluskey added that KCAP
requested a SO-year lease, which is declined by the City,
and should something happen to the Building, such as fire
loss, etc., the City is under no obligation to rebuild for
KCAP. She continued to state KCAP lnsures the Building in
the amount of 8500,000 which is probably more than the
Building ls worth.
~r. Crutcher spoke in support of the work KCAP performs for
citizens and encouraged Councii's support of this Lease.
Mr. Overson asked when will the City see the improvement
Plans as the continuation of the lease is predicated on
these improvements. Ms. McCiuskey stated the City has not
received the Plans nor is aware of much done by KCAP to the
building.
#2033 · M/S/C/(Crutcher/Waibel) to approve a Lease with KCAP for 10
year period with ten-year option at the rate of $1.00 per
year.

Collins, Johnson & Homing

Motion PASSED

at 5144 Francis Street. A proposed agreement is attached
hereto which sets the term of the agreement at five (5)
years, and further, establishes a monthly site rental fee of
$120.00 per month.
Mr. Bill Duffy Water Utility Superintendent, was present for
questions. Mr. Waibel asked if future plans include a
cellular system with Mr. DuffV stating possibly on the
Eastside of town.
#2170 · M/S/C/U/(Waibel/Crutcher) to approve authorizing the Mayor
and City Clerk to sign the attached agreement on behalf of
The City of Bremerton.
RATE AMENDMENT - ADJUSTMENT PER BREM-AIR CONTRACT #AB86-482
As an information item only, the Contract with Brem-Air
calls for an annual rate adjustment based upon a specific
index per schedule provided in the Council packets. The
increase is 4.522% per the September 1985/1986 index.
Pursuant to the contract the rate increase does not require
Council approval, only presentation to the Council.
Mrs. Lonq noted that the CPI is the highest in the area and
the rate is going up extremely fast as compared to local
incomes. Mr. Overson stated at least the City is not faced
with the disposal problems like Seattle.
ORDINANCE (FIRST READING) AMENDING THE CITY OF BREMERTON
1986 BUDGET #AB86-483
Mr. Rich Hanna, City Treasurer stated actions taken by the
City from time to time during 1986 and which were not
anticipated in the City's 1986 Budget, required that certain
additions and corrections to the original budget be made at
this time. These items are explained on an individual basis
in the accompanying Budget Adjustment requests.
Mrs. Long reiterated her previous criticism on how the
budget for 1987 was handled and it was clarified that this
ordinance pertains to 1986 budget adjustments. She was also
critical of deletion of the storm sewer fund and non-
utilization of the fund for several years by past
Administrations.
#2710
· M/S/C/(Waibel/Crutcher) to app;ove an Ordinance amending

ORDINANCE (FIRST READING) AMENDING THE DESIGNATION CRITERIA
FOR RESIDENTIAL PARKING PERMITS, #AB86-484
A request for Residential Parking on the South side of
Burwell from Anoka to State Street was turned down due to'
lack of Ordinance authority to grant a Residential Parking
area due to knowledge that it would be impacted due to it's
close proximity to the Shipyard. Because it is already
posted there was no way to verify the impa~t. The neighbors
would like to be able to buy permits and park in their two-
hour zone beyond the tow-hour limit. This ordinance changes
the language to allow for designation as a Residential
Parking area if, in the judgement of the Engineering
department, in the absence of current parking regulations it
would be impacted. City Council asked that the City
Attorney draft this ordinance. Staff recommended approval.
Mr. Ralph Berqgren, Parking Coordinator, noted two existing
problems; (1) a better verification, showing

ownership or rental receipts be a part of the permit parking
application process, and (2) and improved inspection of the
impacted area.
Mrs. Lon~ expressed concern that individuals, residing in
the City, have less protection than those employed in the
City but non-resident status. Mr. Crutcher was encouraged
that this ordinance may help improve the situation because
his district has the highest ratio of impact with regard to
PSNS commuters.

designation criteria for Residential Parking permits.
