Mintues October 1, 1986 Page 2 of 4 neighborhood is becoming a blighted one. At 212 High, garbage is deposited (scrap lumber) and has not been remove creating a fire and safety hazard. He also complained of parties all night long with constant problem of people coming and going. He noted that the landlord is a member of the "Ethics Committee" and was setting a poor example. He estimated many of older downtown neighborhoods are transient accommodations with absentee landlords which poses a problem to the owner/occupied resident. Mr. Crutcher stated the area is in his district and he is aware of the problem and will follow-up to Mr. Leichtman's complaint. Mr. Joe Stark, 207 Anoka, stated he and his wife walk daily and concur with Mr. Leichtman's observations. Ms. Katharine Stark agreed and noted at Chester and Burwell (Don's Grocery) people ~'e diemping all kinds of garbage. She suggested some changes in the law, similar to Victoria's whereby, should the owner or occupant not clean up the area, the City does and bills the costs back to the owner. She felt, if taxed, the problem would be solved. Ms. Dorothy Christensen, 419 Plum, stated she has a similar problem with e~chroching blackberry vines, from the neighbor's yard. When attempting to push back on neighbor's yard they accused her of destroying their landscaping. She supported holding the landlord accountable. Mr. Tom Swanson, 2123 Shydot, noted for the record that the City has never contracted with the County for Animal Control services, but specifically the Kitsap Humane Society, which is a separate entity from the County and not County supported. Mr. Bill Amo, 420 Bledsoe, commended the work City Attorney Bill Broughton has done for the City Council during his tenure. He complained that the Public Access Channel is not being utilized to it's capacity and offered suggestions as to format and scheduling more geared to those who will be viewing. Mr. Brouqhton felt there are ordinances that address the problems aired and agreed to provide the Council with a list to reference in the future. He noted that without someone in charge of enforcement it is difficult to regulate Citizens who will not keep their premises cleaned up. He said the ordinance allows emergency measures to protect the health of the community when garbage is not properly disposed of in accordance with the law. Mrs. Lon~ asked if the City could impose a tax to landlords to pay for clean-up with Me. Brou~hton stating cities can tax by State Law which does not address this type of problem therefore the answer would be no. Mr. Morning said that what it basically is, is an budget consideration as to whether or not hire an individual for this purpose. (on file in the City Cterk's office) Mr. Collins clarified for the record, that the Council is not the entity to blame for the Bond Levy but rather the Levy was proposed by a group of concerns citizens who felt the issue should be decided by the electorate and it is not the Council's perogative to say it is good or bad. Mr. Larry Keller, stated the program is within $40,000 of it's goal in fund raising. Mr. Broughton gave an overview of the ordinance contents, clarifying definitions and intent. He noted that a copy of the RCW was also in Council packets along with a listing of Ordinances that will be repealed. Council's concerns included limitation of firearms (BB guns) within the City limits, crimes by minors, curfew laws and whether they could be included (found unconstitutional), etc. Mr. Estes, 1604 Gregory, worked in the school system for many years stating there are laws that address vagrancy or individuals on school property with no purpose.
