after discussions it was found that what was really needed

procedures used in recommending a new Telephone system for
City Hall offices. In October, 1985, City Council approved
a consulting agreement with Wolfe & Associates to evaluate
the City's te/ecommunications system and recommend one of
three alternatives which included; (1) No change; (2) modify
or upgrade the present system, or (3) replace the system.
Based on the results of the evaluation, Wolfe a Associates
recommends system replacement for the following reasons:
#1344
1. Cost/Cost containment.
2. Cost of service provided by current vendors is higher
than other alternatives.
3. Changes to present configuration and repairs are ex-
pensive and time consuming.

improved utilization oi telephones for both voice and
data transmission.

specification criteria reflects that the bid submitted by
Northern Telecom, Inc., will serve the best interests of the
City. Estimated annual savings at $15,000.00.

Attorney were resolved regarding warranty and disclaimer
language. Mr. Brouuhton stated, after researching

standard within all such types contracts. Mr. Dawktns asked
if other capabilities such LINMS system would be available
for hook-up at a later date with Ms. McCluskey stating the

In accordance with BMC 5.54 a hearing is required on
applications for Taxicab/'icenee. The Council must consider
those criteria listed in Section 5.54.060 attached. The

Department. Applicant Mr. John Amend, Owner/Troll's Taxi,
Poulebo, Washington, appeared before Council on hie behalf.
He stated he is proposing running two cabs, 24-hours per day
but is commencing operations, if approved, with only one
unit. Mr. ·tan Christensen, 419 Plum, asked how many
companies can the city support and how many are in operation
at the present time. He was advised there is presently 2
companies bui }tow many the city can support is not an issue.
Mr. Amend noted an error is his waitlng fee which should
delete the .20 cents figure to .30 cents which is limited by
the City. Mr. Waibel expressed concern about the number of
stands available and how many licenses are presently issued.
Ms. McCluskey thought 11 or 12 licenses are presently in
force but would need to review the question regarding the
number of stands available. She also stated that Mr. Amend
did furnish the financial information but felt it should not
be part of the packets. Blll Brouqhton, City Attorney,
cautioned the Council that they should address the issue of
vehicle inspection and specify that the cab operation will
be 24-hour call which precludes an operation only in the
area during peak business hours.

tion for Taxicab Company License under the name of "Troll's"
