Jack Maher, Planning Dept., discussed prior Council approval to
apply for a $60,000 aquatic land enhancement account grant to
develop a public beach access tower at the east end of 4th Street.
Due to great competition it is now believed that any grant match
less than 53% would fail. Originally Council approved a 44%
City match including $7,000 in-kind contribution by Kiwanis. Due
to the situation and importance of the project, the Mayor is re-
questing an increase to $49,750. With the Kiwanis contribution,
the match will be 53%.

City match of 53% anticipating using 1987 Community Development

been submitted to the Fiscal & Budget committee prior to this re-
quest coming to Council. Mr. Brees discussed the unexpected snow
fall last year and stated he wants to be prepared. Mr. Colvin
expressed opinion that the Fiscal & Budget Committee should review
this request prior to any action by Council.

unanimously.
Council Member Morrie Dawkins arrived at this time.

Fiscal & Budget Committee, and questioned installing $3,000 ou.t-
riggers on a truck that requires $11,000 repairs. Mr. MacKenzie
stated they currently are leasing a truck for $1,500 per month
and stated when the truck was purchased new in 1978 the purchase
price was $38,000. Discussion followed regarding lack of prior
approval by Fiscal & Budget. Mr. Overson expressed opinion that
$3,000 is not a great sum and installation is a necessary safety

lapsed. Mr. Waibel noted that originally the applicant requested
a 1 yr. extension and inquired if a six month extension is ade-
quate. Mr. Hanna answered in the affirmative. Mr. Colvin noted
the City gave the applicant some bad advise.

for the Chelsea Subdivision to January 19, 1987, carried unanimously.
EASEMENT - HASELWOOD/CITY AB86-353
Chuck Haselwood has requested an easement across Haselwood property
for the mutual benefit of both the City and Haselwood. A road has
been constructed and is presently in use for which no easement has
been granted. Mr. Broughton directed Council's attention to a
letter from Mr. Haselwood dtd Sept. 5, 1986 answering specific
questions. In response to a prior question, Mr. Broughton stated
the City has no obligation to grant an easement. Mr. Waibel in-
quired what obligation the City will have if an easement is granted?
Mr. Broughton responded it would depend on the conditions of the
easement. He indicated Council should decide on the conditions and
then the document would be drafted. Discussion followed regarding
fee for easement. Mr. Broughton stated this is not a right-of-way
or lease and no fee is required.
Gary Kuchinski, manager HMI, stated the City has requested an ease-
ment in order to have access to the water lines. He stated they
are attempting to establish an easement that would be mutually
beneficial to both parties and are acting on the advice of the

previously approved by Council appropriates $2.5 million of gen-

Mr. Johnson stated Council has 3 alternatives:
1) Leave Resolution 2130 as was approved.

provements and introduce a separate Resolution for the sports

Mr. Broughton explained that Mr. Mack, the City's Bond Counsel
drafted the Bond Ordinance that is before Council. He expressed
opinion that the ordinance should set a general dollar amount and
a very general description of improvements, with Council determin-
ing how the funds will be spent.
Citing the'burden on property owners by increased taxes, limited
use of a sports complex, little or no funds to maintain existing
parks and the inability to balance the City's budget, the follow-
ing individuals spoke in opposition to the bond issue being placed
on the ballot were; Dorothy and S.M. Christensen, Terry Bow, Bob
Smitter, Tammy and Steve Woodbury, Norm Walton and Virginia Ryser.
T.F. "Bill" Drake and Tom Swanson also spoke in opposition to the
bond issue and suggested an alternative by offering the voters
two bond issues; one for maintaining existing parks and one for a
sports complex.
Citing increased revenues due to tourist coming into the area for
sporting events, improved economic base for the community, and an
improved quality of living, the following individuals speaking in
support of the Bond issue were: A. Mahrmann, Tim Quimby, Pete Ladd,
E. L. Sturdivant, Bill Amo, Rick Smith, Don Louis and Art McCarty.
Ms. Long stated she is suggesting repealing Resolution 2130 as she
feels it has serious flaws and is offering Resolution 2132, which
addresses concerns not addressed in the original resolution.
She stated that originally she considered eliminating the sport
complex completely, but in reconsidering all elements, she would
be agreeable to a compromise position and is hopeful her fellow
Council Members will also be agreeable. Her compromise is to
offer the public two issues; one to do specific parks improvements
for existing parks and another for a sports complex. She stated
she feels the public should decide what they can afford and what
they consider is valuable to the community. She stated it is fair
to give the public more options than an all or nothing on which to
vote.
Mr. Johnson stated his first consideration is the ability to pay,
the financial status of the City, priority of projections and how
this is distributed among the various functions of the City, and
in the case of a ballot measure, the voters of a complete picture.
He discussed the Parks Dept. 5 to 6 year plan which goes through
the Parks Commission with public hearings there and again before
Council. Council adopts the plan. He stated he does not see much
correlation between this ballot measure and that plan. Mr. Johnson
also stated he is not comfortable putting this measure on the
ballot before the 1987 budget has been approved.
Motion Long/Johnson to repeal Resolution 2130, failed as follows:
6 opposed (Collins, Colvin, Overson, Dawkins, Waibel, Horning);
2 affirmative (Long, Johnson).
Motion Waibel/Collins to approve on first reading "AN ORDINANCE of
the City of Bremerton, Washington, relating to City parks and
recreational facilities; providing for the incurring of indebted-
ness, issuing of bonds and levying of excess taxes for the purpose
of paying the cost of the development, construction, reconstruction
and improvement of existing City park and recreational facilities;
declaring the cost of such development, construction, reconstruction
and improvement as nearly as may be estimated; providing for the
borrowing of a total not to exceed $2,500,000, and selling general
obligation bonds to pay the cost thereof, such bonds to be payable
by annual property tax levies to be made in excess of regular pro-
perty tax levies; and providing for the submission of the proposi-
tion of incurring such indebtedness, issuing such bonds and levying
such excess taxes to the qualified voters of the City at a special
election to be held therein on November 4, 1986, in conjunction
with the State general election to be held on the same date.",
carried as follows: 6 affirmative, 2 opposed (Long, Johnson).
