Ms. Childress stated that non-passage of the contract will result in the continuing program or the previous method of clerical staff physically calling jury panels in for each jury. She stated both methods are costly, ineffective and time consuming. She gave a detailed cost comparison breakdown. Cost of the current method is approximately $322 per jury; cost per jury if contracted is $325.. Mr. Waibel noted in Sec. 4, time has been changed from 5:00 p.m. to 4:30 p..m. CONSULTING CONTRACT/DEVELOP INFO SYSTEMS LONG-RANGE PLAN AND RECOMMENDATIONS FOR UPGRADE AB86--3~45 Ms. McCluskey discussed 'a System Up~rade Ev~iUa'ti~n Committee that was established earlier in the year with intent to estab- lish criteria for evaluation of hardware and software, estab- lish procedure and assign duties and to develop a schedule. As the committee progressed it became apparent that the critical element of Management Information Systems plan was missing. The Committee determined that prior to an upgrade or conversion the City clearly needs to understand current use of the system by all users, their future needs and how it all interfaces. Ms. McCluskey requested Council approve Consulting Contract with Business Information Systems and approve transfer of $3,500 within Data Processing department.. City Council Meeting Minutes August' 27, 1986 Page -3- #2255 #2603 #2662 Ms. McCluskey stated that over the next several years the City will likely expend in excess of $500,000 to upgrade and improve our automated systems, and $3,500 expenditure now is a small amount to assure the City is following the proper evalution process and can make an informed decision. Messrs. Johnson and Horning spoke in support of contracting with Business Information Systems and Ms. Carolyn Hershberger as their consultant. Mr. Co'llins expresse~ concern with lack of direction and total plan by the City. Mr. Overson agreed with Mr. Collins, but also felt that since the City will be dealing with only one individual, the City will be getting the most for the money. Mr. Horning explained that while the contract will not give the City all the answers, it will'give the City the ability to get the answers. Mr. Collins felt the City should start from zero base, and design a system that will be needed in 10 or 20 years. Ms. McCluskey stated the idea is to look at the system as it is and where the City should be in 10 or 20 years. She stated Council will receive a package of options that will not be geared to any specific equipment. She stated this study is to get the City in the position to do just that. Motion; L. Overson/H. Waibel to approve Consulting Contract with Business Information Systems and approve transfer ~ of funds, carried unanimously. PUGET POWER EASEMENT AB86-346 Dave Baker discussed 'Puget ~ower's plan to upgrade their facilities in the alley between 5th & 6th Streets and between Park and Pacific. He stated the system in the alley is an over- head system, but there is an underground portion serving a customer behind the library. The narrow alley and existing locations.of other utilities have resulted in a need for additional space. Puget Power is requesting an easement to place a pole, underground conduit and cable and a portion of an underground concrete vault. Motion; H.Waibel/A.Colvin to approve the easement with legal des- cription to be modified at completion of project as stated in the Puget Power letter of 8/20/86. Mr. Johnson inquired if this would be the appropriate time to place utilities underground. Mr. Broughton stated several cities in the state are currently in lit- igation in an attempt to mandate underground utilities. The Supreme Court has ruled cities cannot mandate underground utilities for downtown areas. Mr. Broughton noted this litigation is for PNB utilities, but feels it would apply to all utilities. Mr. Bill Enger of Puget Power stated they are willing to work with customers. Question called, carried unanimously. ORD. (lst Reading) ORMISTON REZONE R1 to R2 AB86-347 Motion; M. Long/A. Meeting recessed 6:50 - 7:00 HEARING - SHORELINE VARIANCE PERMIT & SHORELINE CONDITIONAL USE PERMIT/CLARK AB86-348 & AB86-349 Mr. Horning asked the ~tandard conflict of interest and appear- ance of fairness question. All Council Members remained seated. Clare Hardi, Planning Dept., stated the hearing would address both the Shoreline Variance Permit and Shoreline Conditional Use Permit issues in one hearing; however, Council would be required to make separate motions on each issue. Ms.' Hardi stated the proponent, Mr. Bill Clarke, is proposing to add 850 sq. ft. to an existing house by enclosing a porch which encroaches into the 25 ft. setback from the shoreline. This requires a Variance Per- mit. She stated a Shoreline Conditional Use Permit is required, as the applicant is proposing to expand a legal non-conforming structure. In addition to enclosing the porch, Mr. Clarke is proposing to add a loft over the porch raising the roof line to 24 ft. This is one foot under the maximum allowed. Proponent, Bill Clarke, 1123 Shore Dr., discussed changes he plans to make in order to make the home energy efficient, in addition to enclosing the porch and adding the loft. Mr. Vockrodt spoke in opposition to issuance of both the Shore- line Variance and Conditional Use permits. He referenced ~he Shoreline Management Act and Zoning Ordinance. C. F. Grake, 2615 E. Phinney Bay Dr., spoke in opposition to granting of the permits. He sited his concern for and interest in protecting the waterfront in the Bremerton area. Mr. Waibel stated he viewed the property in question, and found that raising the roof line and enclosing the porch will not impede the waterfront view. Mr. Johnson expressed opinion that if any of the criteria is not met, permits cannot be approved, and felt there is no "unique hardship" here. Mr. Horning stated his opinion that it does not necessarily apply to the immediate vicinity, but to other dwell- ings in like situations. Mr. Waibel stated Mr. Clarke~testified regarding the hardship related to this particular piece of property. Motion; H. Waibel/M. Crutcher to approve Shoreline Variance Per- mit, 1123 Shore Dr., Clarke SL-6A-86, carried as follows: 8 affirmative, 1 opposed (Johnson). Motion; M. Dawkins/T. Collins to approve Shoreline COnditional Use Permit, 1123 Shore Dr., Clarke SL-6B-86. Mr. Vockrodt objected to the motion., and inquired why there is no hearing being conducted and asked that the conflict of inter- est questions be asked. Mr. Horning responded that Ms. Hardi clearly stated at thebeginning of her presentation there would be one hearing on both issues. Mr. Horning further stated that he asked the conflict of interest and appearance of fairness question at the onset of the hearing. Mr. Vockrodt stated he is concerned about the conflict of interest issue with a local businessman, contractor, etc. sitting for this hearing. Mr. Horning again asked the conflict of interest question. All Council Members remained seated. Question called on the motion, carried as follows: 8 affirmative, 1 opposed (Johnson).
